Noticed the fighter traits recently, i.e the line of "Poor Fighter" and "Formidable Fighter" and the like, and noticed they don't give any personal combat skill at all, but they do give Martial. Got me thinking, precisely what is governed by Martial and what is governed by personal combat skill? I'm gonna assume that personal combat skill is used for duels, but it seems martial is used for the "Hunt Down" plot, am I correct? Trying to get a clearer picture, in the GoT mod, for example, it seems obvious what runs on martial and what runs on combat skill, but here it seems a little less obvious.
Also, I said I wouldn't bring this up again, but it drives me crazy. How do I name a goddamn Witch Priest as Malekith? I'm not allowed to appoint anyone individual in all of fucking Naggaroth.
We don't use personal combat for anything in the mod (vanilla WoL duels still use it).

I've had that problem here and in Elder Kings sometimes, and that decision almost always gives a character I can make Chaplain.And I can now name Witch Priests suddenly. Somehow. So long as they're from the "invite priest" decision. Actual land holding priests still can't be chosen in any circumstance.

How do my mage courtiers still get randomly executed even when there are no witch hunters at my court? Which event is causing that? I'm a Sigmarite Graf in the Borderlands, if that's important.
Unfortunately it's pretty hard to boost it up enough on your own. Looting holdings or inflicting the "recently conquered" modifier will drive it up, but you're pretty much stuck hoping a bunch of people go on the warpath, there are some major cultist moves, or Nurgle decides to toss a couple epidemics into the mix.
Odds are decent she'll live to 80 with the health boost, so you should have time.

There should at least be a choice between killing the suspected mage or getting suspicion, at least for a non-zealous ruler.Not entirely sure, but there may be a "There's a WITCH!"-event that disposes of mages in inappropriate setups. Especially if they're burned.
Thanks for the advice. She died at 76 before with the doom counter stubbornly staying in the 20s. After that I decided to go as the chosen of Nurgle ... within about 10 years I had unified 137 of 140 provinces of the Chaos Wastes and I now have an unstoppable juggrrnaught of an army to do chaos raids everywhere. Nomads are so OP that I don't think becoming an unstoppable deamon prince would actually be a step up... Muhahaha
I think the short answer for anyone else looking to become a chaos champion is to start as one of the nomads. Its just so much easier when you get a strong army and a CB that guarentees a point of doom and a point of your choas god's favour. The Azalia start is down to a bit of luck since Tzeentch doesn't help so you rely on other chaos leaders contributing to the doom meter.

On the same note, how does one get access to necromancy as a human independent ruler? Sending my children to be educated by Vampires or Tomb Kings doesn't seem to work.

This usually means you installed the mod in the wrong place. Delete any Geheimnisnacht files in installation directory of CK2, and install the mod in the my docs/paradox/ck2/mods folder.

IIRC, you can find a Book of Nagash as a Hedge Wizard, and if you use it it will end up giving you Necromancy as your Lore.
