Does it make any difference what the government/religion descriptions actually say, or is it just text? I.e., if Urban Feudalism does not exempt Golden Hierocracy vassals from taxes, is that a localization problem, or a real bug? (not to mention that pretty much all of these descriptions claim anyone and their Slaanesh-worshipping Dark Elf mother can convert to Iqta/Republic/Feudal, somehow...)

A lot of them are localization issues. I wouldn't worry too much, just focus on the realistic parts - things like revoking from warbands, warherds, and tribals, Urban Feudals holding cities, etc.
 
But where are the localization strings for this? I took a look at the government files, and it seems that this matches up - some of these lists are incomplete, and that's what's displayed in the tooltip.
 
Does the mod effect the chances of getting events from the focus chains (Business, Rulership, Family, Seduction etc.) Just wondering, as every time I play the mod, I hardly ever get these. Could very well just be bad luck, but I'd like to make sure.

Edit: A second question. There's a lot of cool custom dynasty banners/flags for some Imperial dynasties that pop up when a lowborn earns a title. Is there anyway to access these banners and choice one as your own?

How do universities work because I've seen people with the 'academic' trait but I've never had any kind of option to go to these universities or send unlanded children there

Right click one of your unlanded -adult- children, who is a member of your court and there'll be a button that'll say "Send to University and whatever." It should be there along with the grant titles, arrange marriage and betrothal buttons.
 
Is it possible to become a Strigoi, considering that they don't like turning people into Strigoi vamps that weren't around during Strygos?

You CAN, but it's insanely unlikely for them to sire you, all negatives considered.
 
I'm playing as the Queen of the Mahtmasi Shadowrealm.

My human vassals with castles default to Iqta government (and pay taxes).
Vassals with temples default to Theocratic government. No taxes paid.
There isn't an option in Laws to increase Temple tax.

Is this intended? Temples are only of value if I hold them personally?

Can't say about the temples, but your human vassals defaulting to iqta is because of their religion group, and is WAD, only vampires get the special government, not their mortal underlings.
 
Why there are no playable scaven characters in the game? Surely the rat men as the one of the wide spread races in warhammer universe should be featured in the game and not simply ignored

As was mentioned about two gazillion times in other threads, this thread, the (sadly locked) FAQ and about everywhere else, Skaven AREN'TIMPLEMENTED PROPERLY despite our best attempts.
I am seriously wondering, is it that hard to find mention of them with the search engine?
 
The inherent problem is that representing the Skaven properly requires representing the Underempire, and CK2 just cannot do that; there's no way to have a province that's passable to some armies but not others to let Skaven move through tunnels while stopping other people from taking shortcuts through them. There are ways to try to approximate that but none are satisfactory and compatible with the rest of the mod; for instance using boats and rivers would mean that anyone who could move through surface rivers could move through tunnels.

It's not happening unless Paradox adds a mechanic to stop army movement through a province based on who controls the army, which does not seem likely. AGoT has a bit of a similar problem with the Wall; wildlings can just walk past it.

So Ulthuan got taken over by Morathi which has resulted in an outright obscene amount of elven raiders, I am a Norscan with a chunk of territory in the Chaos Wastes and my retinues do nothing but chase down raiders, they are everywhere, it is driving me up a fucking wall. I have turned the Watchtowers into a tributary by using hit and run tactics drawing them out to my lands then hammering them but there is still the rest of the Elven territories with their thousands upon thousands of troops and trying to holy war for the whole thing will take an eternity. Is there anything that can be done to get rid of or at least reduce the obscene amount of raiders?

Kill them all is your only real option. By that I mean take them over. It's more or less just like Vanilla with the damn Pagans raiding all the time.

Damn, this is going to be one hell of a slog given how much area they have and how many troops they have. As for compared to vanilla, between the other Norscans, the remaining Chaos Waste groups, and all the Elven nations this feels like a hell of a lot more raiders than vanilla which is compounded by my forces hunting them in Norsca and in the Chaos Wastes.

If you stop being the richest nation in the game (as the player USUALLY is), the raiders shouldn't target you as much. The AI tends to look for the richest, least defended (lowest fort level) targets; the ones with the most loot available without a full blown siege. Since the player tends to run their realm better (and build more cities), that paints a giant target on their back.
