Here are my suggestions for further improvement of CARE.
1. A way to strengthen the AI is to give the AI nations some non-movable units in forts in crucial provinces. HSR uses that device with very impressive results. I played as Germany against USSR and had for the first time in my HoI career as chief of the Wehrmacht real drawbacks in my invasion of Russia. After smashing the first line of defense I could not roll on as usual but was stopped by uppopping units at every vital province of the USSR.
2. Someone has already mentioned that the USSR and France have not enough land units in 1940-41.
3. USSR or Britain must take control of Iran when the Germans attack USSR to prevent that the Sovjet armies in the Caucasus fade away after Germany takes Grozny, which is historically and logically complete nonsense. They got what they needed. In fact they got even more supplies in the Caucasus than before, when they were fighting lets say at Rostov.
4. The early AT-Brigade makes a division weaker than before.
5. Why should nations which have a merchant fleet and a commercial air line in peace time not use that items in war? It is not reasonable to leave for example Germany without any transport planes and ships. Historically, some of the early Ju-52 Bombers were not ‘upgraded’ to He-111, but used as transport planes since 1938.
6. I would like to see the possibility for a puppet Poland without Warsaw (like Vichy-France), and a puppet Russia with Petrograd as capital and the Dnjepr as Western border and the Don and the Volga at Saratov (north of Stalingrad) as Southern borders.
7. I would like to see an event (or the possibility to opt for it once a year) for a military coup in Germany, where the Nazis in government and military are shot. As penalty Germany looses the SS Divisions, Nazi leaders and Ministers and has a dissent of 15 %. As an advantage, the partisan activity would decrease and volunteers of puppets would increase.
8. For me, the concept of brigades is partially not convincing, from the historical point of view. Only the elite or hard brigade is o.k. (for Germany roughly the first hundred infantry divisions were better trained and had a better (professional) officer corps than the later numbers.)
An ordinary German, English or American Infantry unit already had engineer, AA, AT, Art and reconnaissance units, so it makes no sense to make a difference here from unit to unit. On the other hand, brigades were used, but as independent units. The Soviets used Tank Brigades that way. The Germans had the Sturmgeschütz-Abteilung and the Artillery-Abteilung. An Army had extra Artillery (which may be attached to the HQ unit) and extra SP Art and SP AT units. But these units were independent and could quickly be attached to the infantry unit that needed them.
If you want to implement that you would have to make an extra land unit which serves as carrier for SP Art, SP AT or Army ART. This unit has to be fast and weak, its only use is to carry the brigade. Maybe the mot. unit could be defined in that way, and an early mech unit could replace the early mot.unit.
