They do not get the flat opinion malus, instead if their traits etc allow for it then they will be more likely to join faction or plot etc. So character liked Ned will not care too much but people like Tywin will care moreWhat about the issue of powerful vassals wanting a seat screwing up the council setups in many starts? Or the fact that many of the Lords Paramount didn't see council service in a city of vipers half a continent away from their own holdings as a privilege?

I honestly don't think that these two will be a problem, at least in latest start date.Will this prevent Varys and Littlefinger and similar characters from being displaced by the AI merely because they have less (formal) power?
I honestly don't think that these two will be a problem, at least in latest start date.I mean, Littlefinger is already a Lord Paramount and Varys is likely to end up in Essos after Aegon fails.
No idea about other characters though.
