So I'm assuming a fan-converter will be easy. Just the name of your empire, some traits, and a modded Sol solar System to start off in. The Celestial Holy Roman Empire here I come.

Does Stellaris have the option to continue playing when the main 'end game' quest is done?
That's my assumption. If the customizer is good enough there will be no need for a converter.
Note they changed it to six when it was pointed out that humans and mammals were the same group. Considering how popular seven is around here, I wonder if they will add another group in a DLC!
They could add so many groups in DLC. That would be awesome. Like face packs in CK2. Plant people maybe? Amphibians? Slime aliens? Mechanoids?
