I suspect it is not coping with Vram over 8gb, so that utility needs an update. You could report that to them.Here is the text file. I'm not sure why it reports that I only have 3071MB memory for my RTX 2080ti. Task manager reports the correct amount of memory.
One update from a week ago that is "In Progress" there still. That can't be causing this problem as you reported it before then, but you should look into that anyway.
I see nVidia GeForce Experience is running there, do make sure that's unloaded while we work on this.
And OneDrive is loaded; it hasn't grabbed your Windows User Documents folder has it?
Sadly I see nothing else in there likely to cause this issue though!
