Here is the text file. I'm not sure why it reports that I only have 3071MB memory for my RTX 2080ti. Task manager reports the correct amount of memory.
I suspect it is not coping with Vram over 8gb, so that utility needs an update. You could report that to them.


One update from a week ago that is "In Progress" there still. That can't be causing this problem as you reported it before then, but you should look into that anyway.

I see nVidia GeForce Experience is running there, do make sure that's unloaded while we work on this.

And OneDrive is loaded; it hasn't grabbed your Windows User Documents folder has it?


Sadly I see nothing else in there likely to cause this issue though!

We already tested if these were the problem, so no action needed there. Should we circle back to the save ? I gave a save to a friend who reported heavy suttering as well.
 
I've tried that save on two machines, an iMac and my modest Windows rig. In Observe mode I see a short pause on the first of the month and some minor jerkiness in, say, the galactic view when ships move around. I see no particular issue in scrolling or zooming the galactic, and get a framerate of 40-60 at all times. Certainly nothing that would interfere with gameplay AFAICS! That said I'm not an experienced player of this game.

Perhaps I'm misunderstanding the scope of your problem here? I took you to be saying it was unplayably slow or jerky; perhaps you could go into more detail about what you used to see vs what you now see, maybe even a video if that shows what it is that concerns you.
 
Finally got some time to record the stuttering.

Here is a video showing the stuttering. The stuttering is seen with the stop and starting of the ships. When zoomed up into a celestial bodies you can also see the camera the stuttering. Finally, changing between screens or menus can cause a spike of lag. Before the stuttering started, I never had any of these issues. Over time, fps would gradually decrease, but would maintain a smooth fps.


 
What I see in there is what I would term some modest jerkiness when eg ships move around; they slow then speed up again. But they never stop, they are not freezing.

Would you characterise that as interfering with your ability to play and enjoy the game? Or you'd just like to see it be more smooth than that?

Basically I don't see there's any more we can do about it here, so I may have to refer you to the Bug Reports forum so QA can look into it - hopefully they have access to similar hardware to yours. Do you have access to other comparable computers to try this on?
 
The game is not totally unplayable, but the constant camera, menu and ship stuttering is extremely off putting. Especially considering this was not the 'normal' experience for me.

A couple of weeks ago, I sent a save to a friend and they reported the same issues. While its not the same hardware, it was good enough that it should not have had any issues with game. Obviously they didn't have the issue in their other saves of Stellaris, it was just in the save I sent.

Should I create a new bug report? Do I reference our tech support thread?
 
Try the mod "Music Replacement" on the steam workshop and see if it still happens. It disables the stock music. There is a problem with the dlc music contained in the dlc zips that causes the game to stutter even when paused. If that fixes it you either play with mod music or move the music from the dlc zips in the dlc folder to the music folder in the main Stellaris folder. No idea why this is happening but I was able to fix my stuttering this way.
