Please explain your issue is in as much detail as possible.
Basically, the fleet reinforcements is a total mess that totally ruins the game...

I was doing an all-in attack on the Crisis with my fleets and just simply pressed "reinforce all" after a couple of battles. The result was 100+ individual fleets created near the shipyard... These fleets were not joining with the main fleets and were just sitting there doing nothing. I can't even "combine" these fleets when I select them (the fleet command dialog doesn't even appear because there are so many fleets). Even if I manage to somehow select only part of those fleets. the "combine fleets" icon on the fleet info doesn't work because "if you combine these fleets, they would exceed the commanding limit" :(

After that, the game basically became completely unplayable... Everything is super slow when you have 200+ fleets, one ship each.

I thing the root cause of this issue is that if something happens "in the middle" between the main fleet and reinforcing fleets, then those ships just stop and do nothing. In this particular case I was in the middle of the pretoryn scourge territory, fighting and expecting those reinforcements.

What could help here - some kind of a button in the fleet manager next to "Reinforce all" to automatically merge ALL the empire fleets into bigger fleets.

Overall, the whole reinforcements system is such pain in the butt. It ALWAYS screws up!! It always creates "ghost fleets" with 0 ships, It always creates "lonely fleets" with 1 ship that just sit somewhere without merging with the main fleet.


P.S. I don't really use any mods except the "UI Overhaul" that does only the "cosmetic" changes. So the mod should not be the reason for the issue. Actually, I've been experiencing the same issue many times before, without any mods whatsoever.

Steps to reproduce the issue.
1) Create something like 10 fleets (with 70+ menacing ships each), send them to the enemy's territory (for example - when fighting a crisis)
2) After a couple of battles, open fleet manager and press "reinforce all"
3) Enjoy 100+ of "lonely" fleets with just 1 ship sitting in the Mega shipyard system where they were built.

Or you could just check the two saved files:
In the first save file (year 2314), there is still an option to combine the fleets, but just after a couple of attempts to "reinforce all", in 2320, there will be too many fleets (see the screenshot from year 2320).

I see this bug frequently as well, and it indeed appears to be tied to whatever your fleet happens to be doing, though I don't know if the trigger is where your fleet is when you hit the reinforce button or when it finishes the ships and is about to launch them. If my fleet is sitting quietly somewhere not doing anything, reinforce appears to work every time (I use it even in peacetime because it's so convenient to just go into the fleet manager, adjust the number of ships in your fleets, and then to a "reinforce all").

I also noticed a variation on this bug. The ships will indeed join the fleet, but rather than doing the FTL-teleport trick, they go the long way around like they used to a few patch releases ago. I don't think this has to do with distance, as I've had ships being built one hyperlane away do the FTL-teleport.

Super annoying bug, please paradox just make failed merged ship to move automatically to join the fleet like old time instead of sitting doing nothing in starbase.

Probably what happens is the fleet is behind an ftl inhibitor or somthing and the game has no fricking idea how to handle them(PLS MAKE IT SO WE CAN QUEUE UP FTL INHIBITOR STATIONS PLS!!!!) idk tho.

This happen because of fleet in combat or there are hostile on the path to target fleet, but that is not a problem, the problem is reinforcement ships just sitting there doing nothing instead of moving automatically to target fleet after there are hostile element, this is very awful.
 
I noticed another case where it happens. If you merged in some ships that weren't added via the fleet designer into your fleet designer made fleet, it will let you reinforce the fleet even if the reinforcements are too much for the fleet command cap.

So for example you have a fleet command limit of 20, and in the designer your fleet is 20 missile corvettes. You get the fleet into a battle, then you lose maybe 5 of them. So then you decide to merge in 4 interceptor corvettes. Later you try to reinforce the fleet to get it to full strength. The game will let you reinforce since there's missing desired ships and the fleet is not at max capacity. When you press the reinforce button, it will order 5 missile corvettes at the shipyard. But, only one will be able to merge, and you'll end up with 4 missile corvettes sitting at your shipyard, because you still have those 4 interceptor corvettes in there and the fleet designer doesn't seem to update limits after you merge in ships.

EDIT:
Wouldn't it be great if the game could just split off ships that were merged in but aren't part of the fleet template into another fleet, so reinforcements work as planned?
For example, Hearts of Iron 4 does have a nice system for managing fleets where it splits off any extra ships that end up in the fleet that aren't in the template, and you can easily switch between having the fleet managed or not.

Sometimes the fleet manager does exactly that. Splitting of the excess ships (for example if u had merged 2 of ur fleets before due them having lost too many ships in a war.). But for some reason this is very rare.
 
As far as I can tell, this happens if the reinforcment ship gets finished when the target fleet is fighting unbidden in unbidden system (probably works for other enemies as well).
