Up late, making sure to get this update out. Was hoping to hold it back until JD drops ('cause that's going to be a pretty hefty update, what with the map changes), but whatever.
A couple of things with this update.
Firstly, I've made it so that the Carolingian Empire can only be found if the Byzantine Emperor is "unworthy" in the eyes of the Pope. For the Eastern Roman Emperor to be unworthy, they have to be one of the following:
Secondly, and more importantly, this update adds a brand new mechanic in the form of Imperial Co-Crownings, which is intended to, hopefully, make the HRE in its early days a bit more powerful and interesting to play, and ensure more dynastic continuity (as it had historically). Here, in a nutshell, is how it works:
This new mechanic has been in the works for quite some time (probably circa v1.5.3), and while I'm kinda glad to finally to get something out, I can't help but feel that it's not quite finished. It certainly needs more balance-testing for a start, and there are a few more bits and pieces I'd like to add to it. For example, events for the new King of the Romans to try and get more power at the expense of the Emperor, adding the necessary flags and traits to characters in the history files, and adding more factors that influence whether vassals vote for or against the proposed candidate.
Also, worth noting that even if a character is co-crowned, the succession tab on the laws screen will show no sign of this and the actual feudal elective mechanics (opinion modifiers etc) will remain unchanged. Unfortunately this is hard-coded, and not something I can do anything about. Obviously this will most likely cause confusion, so I'll probably add a decision the player can take that will ping an event to the character that's been co-crowned for easy reference.
Also, a few changes in the history files in here, so if you play with the bookmarks only, be sure to re-download. Checksums are EDJF without India and AQWO with.

- Sufficiently large dukes can now protest if the Carolingian Emperor attempts to break the Treaty of Verdun
- Prevented AI controlled Otto from using the Carolingian reconquest CB, as he loves to invade Italy and break the story events
- Creating the Carolingian Empire should now provide the Kingdom of Aquitaine if it doesn't already exist (which should hopefully reduce some border gore)
- Nerfed the absorb-Burgundy-into-the-HRE events: the event that fires due to the King of Burgundy having no close heir now has a greater MTTH, and the event for helping out the King in exchange for being made heir now has more dependencies
- Fixed even more issues from barony-level communal titles and their auto-changing succession laws
- Further reduced the chance of the AI adopting communal administration with the rule set as "unrestricted"
- The Carolingian Empire can now only be formed if the Byzantine Emperor is "unworthy" in the Pope's eyes: either a child, a woman, uncrowned, excommunicated, a heretic, having their title contested, impious or just plain hated by the Pope himself
- Fixed a typo in the code that would prevent the Treaty of Verdun from being revokable
- The Kingdom Lockout law should now no longer be auto-revoked from the Carolingian Empire
- Fixed the descriptions in the Peasant Discontent modifiers to reflect the actual revolt risk they give
- Split the rules relating to the communal mechanics into their own rule group
- Filled out the histories of some titles in the Lower-Lorraine area
- Fixed an issue with the event where rebellious peasants rise up to overthrow a communal ruler that was preventing the actual war itself from firing
- If Berengar or his heir captures Rome before being defeated by Otto the second time, Rome itself returns to the Pope's control upon their defeat
- Changed the target of Berengar/his heir after their first defeat by Otto from d_latium to c_roma
- Fixed an issue that would occasionaly cause a newly-formed HRE/Carolingian Empire from not having the Chalcedonian Pope as a religious head
- Added in some failsafes and maintenance events that should hopefully help with a bug where newly-independent peasant revolters against communal realms end up with "no_government" as their government type
- When formed, the HRE now starts with free investiture, and the AI will never change it to Papal of their own volition
- Otto in 962 starts with enough prestige and piety to co-crown his son

- If a simple majority votes in favour, the co-crownee is officially crowned as King of the Romans, a trait which gives them a slight boost to their prestige
- Upon the death of the Emperor, the co-crowned character inherits the Empire (and any titles in the former Emperor's demesne), just as if they had been elected via standard feudal elective rules
- However, if a majority of vassals vote against the Emperor's chosen heir, not only does the co-crowning not take place, but a precedent is set that the Emperor cannot simply choose their own heir: the ability to co-crown is no longer available to all future Emperors
- If a co-crowned character dies before the Emperor, the latter can choose to try and have another close family member co-crowned. However, the Imperial vassals are slightly less likely to support candidates if another was co-crowned in the past, so caution must be used
- If the Imperial titles is usurped, the character that was previously co-crowned loses their status as King of the Romans, and will no longer inherit the Empire upon the new Emperor's death (unless elected normally)
- Once a character has been co-crowned, this cannot be reversed unless they die, so some strategy may be involved when choosing your heir
- Co-crowning cannot be done if the Pope has won the Investiture Controversy, and the Concordat of Worms will similarly force an end to the ability to co-crown. Conversely, an Imperial victory in the IC will restore the ability to co-crown if it had been lost previously
- The Statutum in Favorem Principum will also end co-crownings. The history files also reflect both this and the above point
