Galactic Empire - x1 Individualist, x2 Militarist.
Government - Military Dictatorship.
IMO, the empire was neutral on the spiritual - material scale. They didn't really try to advance science or support the force. Under their reign the galaxy was very individualist. Powerful people stayed in power and the weak were oppressed. Everyone was fighting to get ahead. They maintained their power structure through fear, and by having a massive military.

The Sith - x2 Individualist, x1 Spiritual.
Government - Feudal Monarchy??? Despotism???
Obviously there were many different incarnations of the Sith. The ultimate recurring rule, however, is getting ahead of your peers by any means possible. So I think they were Individualists rather than Militarists. Obviously, they were spiritualist as well. I made them x2 Individualist because their spirituality revolves so much around individualism.

The Jedi - x1 Pacifist, x2 Spiritualist.
Government - Spiritual Council.
The Jedi weren't primarily concerned with equality, rather, they simply tried to peacefully end conflicts wherever they arose. So I think they were Pacifist rather than Collectivist. Like the Sith, they were obviously Spiritual as well.

Galactic Republic - x1 Materialist, x1 Pacifist, x1 Xenophile.
Government - Greedy Aristocracy.
The Galactic Republic worked to resolve disputes peacefully wherever possible for the benefit of all. IMO, they were mainly interested in commerce and the self-interest of its various members, rather than equal opportunity for every species species in the galaxy, so they shouldn't be Collectivist.

I don't know if I would describe the state that institutionalized slavery and preached that law and order are everything as "individualist", individuals didnt count for anything under palps, unless they were useful to him.
The sith themselves, sure, in a rather twisted way, but the Empire? No way.

Perhaps. But it was a system that allowed corrupt individuals to get ahead and stay ahead by abusing their power. IMO that system is individualist. Under the Empire, if someone could abuse an entire class or even race of people to further themselves they would do so, and they wouldn't be penalized for it.

I agree that the Sith are individualist 2 as they idealize it, but not the Galactic Empire, they encouraged people to conform to state control and policy, not to seek to advance at the expense of others (many still chose to do so but that's pops not imperial policy). I think they are more in the Xenophobe category, so militarist 2, Xenophobe 1.

Both the Jedi and the Galactic Repiblic are extremely Xenophilic but I guess there's only 3 points.

Unrelated to the Star Wars discussion, I just want to say that I think people are moralizing the Xenophile - Xenophobe value a little too much. Xenophobe doesn't have to mean racism. It could also mean distrust of other species our trying to preserve your own way of life. For example, feudal Japan would essentially be considered Xenophobic, but it wasn't out of racism, it was because they were trying to keep foreign influence out of their country. Just my two pence.

I would put them as collectivist 1 instead of spiritualist. In the series and movies, the ideological side of Romulan culture never gets explored in depth, but it's very clear that Romulan honor is duty to the state overall and to one's one in-group specifically and I would argue this is a crucial foundation of the Star Empire's legitimacy.

In general i agree, however the limit of fanatical lies somewhere else by me. Fanatical for me is that the state revolves around a given idea. So fanatical militarist is Prussia (an army masked as a state) fanatical spiritualist are the Jesuits, fanatical collectivist is Khmer rouge, fanatical xenophobe is the SS... And so in human history most real states were "moderate" as they had complex agenda and did not pursue an idea so single-mindidly.

Sound strange, but think about it: One of the defining features of Orks is the fact, that their "technology" works only because all orks believe it does.

Why are the Dominion not Xenophobe 1? Their only motivation for anything they ever did (in the series at least) is their blatant, and unfounded distrust of "solids". I'd say even a Xenophobe 2 is not unwarranted, and we could drop the Militarist 2 (having an army does not militarist make, and all their military bonuses pretty much come from their Spiritualist side).
