Colonialism was TWENTY-ONE YEARS late.
Granted, England got Castile in a PU so Castile didn't take Explo-Expansion at all, but Portugal, France, and England are all still independent.

It is possible, via custom nation designer, to create a nation that can ignore zones of control.

From my CK2 Spanish Umayyad save converted to EU4. The HRE has expanded eastwards to include Finland and parts of Russia with Finland, Novgorod, and Tver being Prince Electors alongside Saxony, Thurgau, and Thuringia. The Duke of Frisia is the Holy Roman Emperor at the start except his capital is in Vladimir because he doesn't hold any of the Frisian provinces. Also, the majority religion in the HRE is Monophysite Christianity, formerly considered a heresy of Miaphysite/Coptic Christianity (but there's still plenty of Catholic provinces).
