In Byzantio, (Byzance) it was common 700 AD and on to create "defensive counties" in which a "Basileus" would nominate his own "Kat epano" who would in case of danger summon troops and lead on to war. He would use drafted free farmers, whose draft ended when "danger" was over. They were rendered useless, as after 1050 there were NO free farmers to speak of. (Nobles had bought them out along with their land.) In post 1066, they existed in name only, even if they were used as draft-able regions.
Early on there were big. Later on they grew smaller, (but comprising many of the provinces that the screenshot map shows.)
What shall it be like? A defensive overlay that comprises many of CK's counties that historically created a "Thema"?
