According to the 1908 save (the one not edited) Galicien (owned by Russia) is controlled by rebs since January 1906. The province info is

According to what I know defection should occur 48 months later, that is January 1910. I guess you did not play that far and thus you wrote "it does NOT defect".
However, if we go into the edited save of 1908 this entry looks like this

Note: the control-row has dissapeared. But it is still reb controlled according to the info in the save. Apparently this means that the province defects on the 1st of the next month - perhaps the game imagine that lacking this control-row it assumes the province defected in the year zero, i.e. 2000 years ago - yes I know the year zero does not exist but the program does not.
So how can this row just disappear?
I do not know what has happened or what the lacking "control"-row means.
The only rational explanation I can see is that Zeitgeist's program somehow edits away this kind of info. But why it should I cannot understand. The program should not concern itself with this province since John did not make any edit order for it.
Also note that the order of information for the province has changed, i.e. some of the rows that exists in both entries has swapped places. IMO this indicates that Zeit's program has something to do with this.
BTW, who benefitted from the defection? Austria?

Further investigation shows that in the edited file all province entries appears to have the same order as given above. Thus it seems that Zeit's program sorts the different rows for each province. Could it be that it at the same time is sloppy and loses the control-row?
To compare I went into the 1809 save. There were 3 reb controlled provincs, 547 (Gujarat), 171 (Moquega in Inca land) and 816. In the end save they all had a control-row. When I then looked into the edited variant 171 and 816 had lost their control rows but not 547.
Now I give up.
