So as the topic, my launcher is constantly stuck at 2021.1
I tired all the method, like removing anything related to Paradox, clear all the cache and temp folders, then reinstall Stellaris to let Steam reinstall the launcher again.
Or just uninstall the launcher as program and download it from the paradox website independently and THEN trying to reinstall it by the .msi again.
They all failed, but the result is a bit different.

With the first method, the install process of the launcher isn't successful either, the installing screen would still jump to the conclusion of "ending prematurely"
But miraculously, the launcher would still show up with the second try running the game, and it will appear like this, and let's call it a "crippled" version.

The news is working fine, but the launcher would NEVER update, but somehow Vanilla could be run and played normally still.
But some of the mods that's up to date would crash the game when they really shouldn't, but some won't, I ain't genius but at least this kind of works.

Move on to the second method, which I uninstall the launcher and download the installer from the Paradox website.
The process and the result of installing is still the same, it would end prematurely, trying to open the game from Steam second time this time would only end up letting the Steam installing the "crippled" version one.
But it do produce some useful log from the failing installing.

So uhm, yeah, if there's anyone having any ideas, please do let me know, since I ignore this problem and thought it's only a wacky updating problem that would be fixed from time being, but it proves to be not the case, so I'm actively seeking a solution here now.

Yes, I did try to turn off my firewall when installing it, still doesn't work, and it shouldn't work in the requirements that you need to turn off the firewall in the first place.
And I bought the game from the Steam, if that's considered as additional information?
Verifying the data from Steam did not help too, since the launcher is more of a standalone program.
 
Please try this:

- exit the Steam app entirely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

Thanks, I'm very glad you could reply and assist me in such quick speed.
So the result is same as my post, which the Steam installed a "crippled" launcher and it's still stuck at 2021.1.
The Vanilla could still be run and played normally.
Anyway, here's all the logs in the folder, it may be the problem of your server's end from the look of the logs.

Let's try forcing an update of the launcher.

Download the installer package for Windows: https://forumcontent.paradoxplaza.com/emailsignatures/2021.4-win-prod.zip

Unpack the file you just downloaded and place the three files in the Steam folder for the game you're having issues with. If asked if you want to replace already existing files click "yes" - that's a sign you are in the right place!

Then please repeat the launcher reinstall procedure from before.

The launcher is updated to 2021.4, your goal sure is achieved.
But, I'm still getting the same error message from the bottom left.
Here's all the logs I grabbed from the folder, thank you for all the efforts you've been putting in.
Also I can't reply you directly since the forum would detect me as spam or something?

I frankly don't know what is preventing the launcher from updating itself, now to 2021.4.1 . But the version you are on now ought to work okay in general.

Are you having any problem in the game now?

Well, not really, I think the vanilla is running fine for now, and it already was back then from the beginning.
ANNNNNND I just pressure test it with nearly 300 mods loaded, it's still running fine when I'm typing this.
So yes, the game is running fine, but I'm here for the launcher in the first place anyway XD

What method you're mentioning though?
From opening game from Steam, or just running the launcher itself?
If I try running the launcher alone, this is what happens.

It did load a bit after I closed the game and Steam, and reopening the game again, but nothing really happened, the launcher is still stuck at 2021.4.

I have same problem, the log you posted it might have something to do with your internet provider blocking some site/server, the internet in my country is very strict it block lots of site like imgur and reddit, is this also apply to you?

Ah, the old "403 - Forbidden" response code. Since other users are not getting 403, it means that you are having a "special experience" of the internet. I.e some proxy on the way is interrupting your connection. This could be your local administrator instituting content filters, your ISP screening what you can connect to, your government censors or even some nasty trojan living in your IP stack and trying to inject ads and having odd side-effects. It's extremely hard to guess what's actually going on from where I'm sitting.

hmm, the thing is, it's not only the PC I had in home that's receiving this problem.
My laptop in University which was using Internet from University also have launcher updating problem.
I can't go get my laptop now since COVID is hitting here hard.
I'm in Taiwan, and I don't think our government would censor thing.
Any quick or simple methods that you would suggest to narrow the potential problems?

I mean, at least imgur and reddit run and load fine enough for me.
