Go to start, run type in DXDiag in the box and hit enter

Then hit the Save all information button ... and save the file to desktop.... then post the contents of that file here up until the point where it says Sound Devices.

What version of HOI2 do you have?

Do you have more than 1 installation of HOI2?

Looks like it because you have an Atom Processor..

Try raising the resolution of your OS to 1024 X 768 ... The minimum req for HOI2
 
Re-read my above post -- change the OS Resolution settings to 1024 X 768
 
From what i can see this particular netbook only does 1024 X 600... and that is why you can't play HOI2... HOI2 requires 1024 X 768.

Unless this netbook has some kind of scrolling when the resolution is higher than this.... i don't see HOI2 working on it.

The readme for the Pegasus Wiz includes the following:

Version 1.12:
- added Hearts of Iron 2 Doomsday Armageddon (1.2) 1600x1200 Resolution Hack - NOT TESTED!

This is not a good solution for this person.

This is a netbook we are talking about ... a 9 inch screen

Do you know what 1600 by 1200 will look like on one of those?

If he forces the display manager to show all resolutions he will be able to select 1024 by 768 and play the game.

DXDIAG unfortunately can't be trusted for this info. Very often it is either blank or just wrong.
As coreymas noted, this is actually a 'netbook' with a 1024 x 600 screen.
The workaround in the linked thread allows you to use the physical screen as a window to view a larger virtual screen.
