I've just started playing EU2 again with my new computer and home network. I'm using a Netgear WGR614 router, which obviously functions as a NAT.
So my problem is this. I've read the forums and Microsoft's page on the subject, and I'm forwarding traffic from ports 2300-2400 and 47624 to my PC. I'm able to connect to VNet, talk to people, and join the game without any issue. Once in the game setup area, I can talk to people again without issue and people read my text, etc. And then when the game's started, it all looks good, I can click in and start the game, and the clock moves relatively in synch with everyone, and I can talk to everybody.
Now this is the weird part. I can move troops in the game. And another player will SEE me moving my troops. But the part that's not functioning is the 'diplomatic' part... if someone sends me an offer such as a royal marriage, and I accept it, they won't get any response, and the royal marriage won't take affect. Likewise, if I send a royal marriage offer to someone, they won't see the offer. The only effect is that I am then unable to send diplomats to that country (because the diplomat is 'on his way' - presumably a detail recorded client side).
Gifts have the same problem. I can send a gift to someone, but it won't be deducted from my treasury and they won't receive the gift (because it's not being 'processed').
I haven't exhaustively tried all the diplomatic options - just the common ones. But I expect they will all have a similar problem.
I've tried it with different hosts, with no change.
I've also opened up extra ports 'just in case' - like 28800 to 29000 that some people say may be needed - and also the ports that VNet uses (even though I wasn't having specific problems with VNet). Hasn't helped.
Disconnecting my router and connecting directly allows me to play without any difficulties, so it's not related to my software.
Does anyone have a clue what's going on?
