As a (somehow) PotM winner LatinKaiser gets the Gold Star Probation Membership. It's a two-track system.
If he just got on probation then he might be temp banned at the moment. So you should be able to start a PM in a few days. One thing you can always do, if you can't contact him, is to let his role start as a zombie and then let him sub in when he can be in PMs again. Also have an idea I'll test.
