Do you think it's going to make their position notably stronger?

Yes. Knifes edge starts like that obviously benefit disproportionally from even small buffs. A slightly larger army might mean the enemy never engaging you and draining your manpower, or big countries allying you sooner. And is a direct nerf to the Ottomans.

It would benefit more in the sense you now will get free Bulgarian cores easier, but u could always apply that strategy after ur first war with the ottomans. So I don’t think it will change much, but the increase in revenue by that one province, however small, would be very welcome for a cash strapped Byzantium which needs every ducat
 
In the actual war with Ottomans it will likely not feel very different, however there are some points to which it will benefit the nation. The extra development may be enough to consecrate metropolitan before the war making it more likely to pick the icon giving discipline. It could allow you more options for fabricating CB's across the black sea. In the peace deal with the Ottomans you could cut them off in the Balkans more easily.

For the AI this will make little difference, but a skilled player could work a lot of angles with it.

Bigger loans + bigger FL meaning much less cost when you need to go over FL (both for land and naval potentially) = much cheaper and less inflation.

At the same time Byz strats tend to be very specific and rely on particular predictable Ottoman actions which could very easily change for better or worse.
 
Actually, how about making Morea as a vassal of Byz? You can put both as "historical friends" so that Morea won't rebel, plus the same dynasty would contribute to it.

I think that is likely to l happen - the devs are probably trolling us. Many mods have turned Morea into a vassal and have Burgas as a province.

I wish there was a way for the Komnenoi to be restored without conquering Byzantium as Trebizond.
