Not necessarily. Do it like EA, which only sell you the license to play their games, not the game itself. You can play it on their rules and on their DRM. Playing EA games is like paying for a library book, which you can keep until the library says it wants it back.
 
If Paradox was evil the only playable country in every game would be Tannu Tuva. Even in ones that take place when Tannu Tuva didn't historically exist, or in an entirely different region in the world. Try becoming Kaiser when you're stuck in Central Asia.
