That's what razing during war is for.

Border raiding outside of war is smaller-scale and even if it was possible to micro a bunch of tiny armies to do it constantly you wouldn't want to.

I DO want to. Sending your armies into neighbouring countries and pillaging them should be the entire point of playing a steppe nation. If you don't think it would be fun, why are you even playing one? It's a great opportunity to make warfare more interesting than just carpet siege into blobbing.

For me it's the flavour content for specific countries.
  • Playing a country well might require lots of out of game research first due to complex, unique and poorly explained mechanics (in your country and nearby ones). This is why I stopped playing HOI4 so I don't want it replicated in EUV.
  • Events for things that aren't time critical. Choosing to build "unique building #3" shouldn't be a use it or lose it decision that has to be made on the 7th of July 1643 when the event pops. If you don't have the money that year you should be able to choose to start building it a few years later (or earlier).
  • A number of things where I'd expect there to be generic content have instead been turned into country specific flavour content. The first example was the decline of Mali situation which might make bad things occur when you have a weak ruler, low stability or legitimacy (and potentially lots of cultures in your realm) is a good candidate for a situation that can happen anytime and anywhere - https://forum.paradoxplaza.com/foru...-flavour-4-31st-of-january-2025-mali.1727523/.
  • Special unit types and buildings without a clear way to show how they are different. To me this seems a lazy way to give different countries extra strength in specific ages.
  • Magic bonuses. For example free (instant?) buildings for Japanese clans when the emperor presses the grant Shugo button.

For me, it's the lack of religious diversity within protestantism, if they made a mechanic so you can actually develop lithurgical traditions deeply and not just pick 3 thing within protestantism, it would be better, another thing is the complete lack of Anabaptists, american protestantisms, mormons, deists or any other group within the "american" christianity.
also we need to see how oriental churches will get threated.
