These tribal rulers cannot take the "Adopt Feudal Ways" or "Adopt Feudal Ways through Liege" decisions.
However, nomadic rulers with this tradition (like Kirghiz) can still feudalize by new ways for nomads, just like other nomadic rulers without this decision.
Will tribal rulers with this tradition also have their own way to feudalize?


Also, currently the modifier "Siberian Permafrost" can only be removed when these tribal lands are conquered by other feudal or monadic force. For example, when the Kirghiz Khantae feudalize, their capital wil still have this modifier, reducing development. Will there be other ways to remove this penalty?

This is a good gesture for alternate tribal gameplay, but it's still missing a view pieces to make it viable until end date. I wonder if you can extend the siberian permafrost if you can spread your culture, I'll give it a test soon.

The cultural description says provinces with the culture at game start. So i dont think it can be extended

I just tested it out and you're right. It's just a one-time check. 0/10 was planning to incase the world in ice. It's also a bit bugged because only east of the Urals start with Permafrost, Permians apparently don't start with it with despite having the culture at game start. (Could be a bug, they have the fertility mechanic despite being tribal)

I made a suggestion on how to rework the tradition
I think the feudalization block from Tribes of the North should be removed. It's not realistic or fun, and nomadic rulers can become feudal by other means so punishing just tribal rulers makes no sense.

On the other hand I think the unlocking of all tribal era buildings is also just unnecessary.

And lastly the implementation of permafrost is unrealistic in it's effects and distribution. I think a better permafrost modifier would just decrease construction speed, increase construction cost and increase development decline and decrease development growth. Maybe a reduction in supply limit and an increase in travel danger too. Completely nuking control growth if you lack the tradition and preventing development altogether make no sense at all especially given the distribution. Tribes of the North already gives a bunch of advantage modifiers so I don't think permafrost needs to provide those especially if the distribution is more realistic.

The new Tribes of the North could look something like this:
  • Can recruit Maturkan Warriors as Men-at-Arms
  • All Characters of this culture:
    • Advantage in Provinces affected by Winter: +4
    • Advantage in Taiga: +4
    • Forest/Taiga Danger: -20
    • Building Construction Cost in Forest/Taiga: -20%
Essentially just a regional tradition. You'd be able to adopt it if your culture is located in the Siberia region.

The tradition is also strangely somewhat different from the one we saw in the Dev Diary.

It has hill danger reduction instead of forest danger reduction. And instead of a flat -20 it seems to be terrain specific medium danger reduction.

Yeah and the thing that's wrong is that this tradition prevents all feudalization no matter where. It's not that feudalization is prevented in just permafrost it's prevented everywhere for these cultures using the traditional method. Feudal realms can also feudalize tribes within permafrost too.

Other than forcing feudal everywhere, I'd rather have if it they made staying tribal actually viable.
How is it possible to make tribal viable whilst having feudals actually hold onto their historic lands in 867?

If we can feudalise the sahara, southern West Africa, mongolia proper, and lappland, why cant someone who stays in their starting lands feudalise?
