Found the issue of the bug. It's not related to any other mod. I removed all mods and just had this mod active. Opened the photoMod settings the UI button dissapears. There is a trick/bug in the base game to keep the Photomod settings without mods tried it. (1. Open photo mod and setup the settings. 2. Using the mouse while in photomod open the pause menu (click the icon in the top right corner) load up a save 3. Enjoy preserved photo mod without mods but the UI button for zoning tool kit is still not showing
 
You should add an indicator and override hotkey for removing zoning from zones that already "have buildings". For example if you already zoned it but realized buildings would pop up on the wrong roads. Maybe you could use the overlap indicator on buildings that would be condemned.
 
Zoning tool is working well for me, basic playtest on new map. I noticed people on discord recommending that we need to find and delete the "goee" folder nested in %appdata folders. UI for this and anarchy and others worked after

Thanks for this info. I found the old "goee" folder and can confirm that removing it corrected the problem. It was affecting every mod icon out there.

Anyone having the issue, check out folders under this directory
Users\user\AppData\LocalLow\Colossal Order\Cities Skylines II\ModsData

Unfortunately the "goee" folder is not present in my case (had not installed any mods requiring it before).
