are you having the issue where you have no residential demand? because that's where i am now and i can't fix it even byu reverting to vanilla no mods

That's a seperate issue. I just had this happen myself and I almost gave up on my city until I saw someone else suggest deleting all my parks, which didn't quite make sense. I deleted all my parks and INSTANTLY residential demand came back. Seems like some kind of bug related to parks.

They were referring to the homeless bug, where cims cannot move out of the city and get stuck in parks and on the street. Get the 'bye bye homeless' mod which will fix it until CO releases an official fix and you can freely place parks down again without worrying about it.

Just wanted to share a quick workaround for zoning tool not working.

I accidentally drew a whole grid with zoning turned off -- I wanted it on. I was able to work around by setting zoning back to default, then upgrading my roads to highway roads (any road normally without zoning would work - I guess), then upgrading back to the roads I wanted. My zoning reappeared!

I tested and the other way around works too.

TL;DR

To change existing zoning on roads:
1) Set zoning to whatever option you wanted
2) Upgrade to a highway road
3) Upgrade (back) to your desired road type

I wish this would have been updated yesterday, it been a long time with no update. But since its not our mod we have to wait, if a person cant wait any longer then create your own mod. investigate how to make mods takes time and energy.

I tried and it can be installed. Zoning options when building new roads work, but cannot modify the zoning of existing roads, clicking on the road does nothing. Need to delete road and rebuild to change zoning.
