I found the repo that the modder is working on but they have not released a new version to Paradox probably because they are busy with other projects. I have built the mod locally and uploaded it for all.

Hi mate I’m trying to follow your instructions but it says to put into a folder called mods which I don’t have all my mods appear to be just in the cities skylines 2 folder with the mods data and mods settings, I’ve tried creating a zoning toolkit folder and putting the mod in, and also opened the zoning toolkit mod location from Skyve and replaced the existing zoning toolkit files with yours but that doesn’t work either.
