Author might not be aware that mod is broken, it says they were last seen on these forums on April 19th. Are forks of mods allowed for Cities Skylines:2?
the modder is working on version 0.8.0 for the mod. it seems its 80% complete so far. he is still working on it. check his github account and you can see he is working on it.
 
I found the repo that the modder is working on but they have not released a new version to Paradox probably because they are busy with other projects. I have built the mod locally and uploaded it for all.

For some reason I cannot put a link here... Not sure why. If you look for my GitHub account "bradiosd" and the repo is called "ZoningToolkit". The instructions to install are in the readme.

Hi mate I’m trying to follow your instructions but it says to put into a folder called mods which I don’t have all my mods appear to be just in the cities skylines 2 folder with the mods data and mods settings, I’ve tried creating a zoning toolkit folder and putting the mod in, and also opened the zoning toolkit mod location from Skyve and replaced the existing zoning toolkit files with yours but that doesn’t work either. Sorry any ideas?

I had the same problem as you did and use Skyve as well, here's what I did to get it working:
1. Created a new folder called "Mods" in %Appdata%/LocalLow/Colossal Order/Cities Skylines II
2. Extracted the 'BuildRelease' files to that 'Mods' folder
3. Installed and disabled Zoning Toolkit on Skyve and voilà!

The extracted files didn't show up in Skyve but they still work. Hopefully this works out for you as well :D
 
Apologies for being AFK. I haven't been able to get back into CS 2. Started playing recently so got a new version of the Mod up. We have a new UI that is in the top right now. And upgrade zoning tool works as well. Have fun everyone!

Ofcourse my Thanks to zeeshanabid94. I am not quick to react on these kind of events and boards but seeing that this by far my favourite mod on one of my most played games, here goes.

Ps. i have no idea what a PRs is. Unless you mean a pretty expensive electric guitar. (Wich you ae not going to get).
