Guten Tag oder guten Abend depending on when you’re reading this!

Me, Paradox_Danne, and ManoDeZombi will guide you through the big boi; the myth, the legend, the one and only - the German Focus Tree. Yes, you read that right (and probably expected as much), Germany is getting a (much-needed) facelift. But what does this mean? It means that most of the old base Focus Tree is getting yeeted out, and replaced with a reworked version - no matter if you have Götterdammerung or not. So everything you’ll see in this Diary comes with the free patch. Now, before we go any further, please remember and keep in mind that this is very much a WORK IN PROGRESS, which means, but is not limited to, missing icons, placeholder texts, and weird modifiers. Things might and will change, so feedback is very much appreciated so we can make the best possible German content possible. We know you’re eager to delve into this, so let’s get moving!

Quick Historical Recap
I think we all know this part of history pretty well, but let’s quickly recap where Germany was at the beginning of 1936 and what it's gone through. After the defeat in the Great War, harsh stipulations were put on Germany, with the Treaty of Versailles causing resentment and economic hardship. Hyperinflation and political instability defined the early 1920s, and the Great Depression in 1929 led to rising support for extremists like the Nazis. By 1936, Hitler had become the absolute ruler of Germany and started to rearm, breaking the Treaty of Versailles.

What’s that? New National Spirits and Focuses?! Oh, we’ll get to the new Focuses - either in this Dev Diary or an upcoming one, don’t you worry ;) But let’s start with the political situation in Germany in 1936:

As you can see, the Führer himself got a facelift as well. But what might be more interesting are the new National Spirits:

Out of all of these, the reworked MEFO Bills might be the most interesting one, but it’s also the one we won’t be discussing today; that’s for another day and another Dev Diary about German Systems, so stay tuned. What I will say is that Germany was nowhere near ready for WW2 when they invaded Poland, and we kind of want this to be better represented. You now have to build up your strength, and this means that Germany is receiving quite the nerf without actually getting that many negative modifiers. Other than that, what might jump out is the new military Spirits, which have been split into three separate entities; Heer, Luftwaffe, and Kriegsmarine. They all have different maluses, representing difficulties they battled with.

Germany initially saw great success with their Bewegungskrieg doctrine (popularized as Blitzkrieg) when they invaded Poland and France and subjugated both nations in lightning-fast campaigns. But as they tried the same tactics yet again against the Soviets, the vastness of Russia soon put a strain on German logistics they never really overcame. The German High Command had misjudged the sheer size of the Eastern steps, and the resistance they would face.

The Kriegsmarine never saw a truly major, direct engagement with the Royal Navy - but when they did fight, the Germans mostly lost. The Battle of the Atlantic saw initial German success, but they suffered heavy losses. They lost most of their heavy-hitting ships, such as Bismarck, Tripitz, Admiral Graf Spee, and Scharnhorst in various engagements.

The Luftwaffe was very effective and devastating early on, especially in its campaigns against Poland and France, and enjoyed technical superiority as the war broke up. But underneath it suffered from internal strife and poor leadership (looking at you Göring) among other things. It took heavy losses during the Battle for Britain, and never truly recovered.

So that’s Germany at the outset of 1936. But can you improve these National Spirits, I hear you wonder. And how do you do that? Can you change your fate? Must Germany face defeat in the skies over Britain, or among the ruins of Stalingrad? I suppose you want to see the new, reworked Focus Tree, don’t you? Can’t blame you; I’ve been eager to show it off for quite some time now! So without further ado:

Something that definitely can be said about every part of the new Focus Tree compared to the old one is that it’s bigger - you won’t be starving for things to do. And that is kind of the point; you will have to prioritize; what is absolutely necessary to have achieved before going on a world-conquering rampage to war? Germany wasn’t ready when they faced Poland and France. They more or less got lucky in France and Poland. Don’t get me wrong, they achieved some stunning victories and shocked the world with how fast they conquered Europe, but in the end, they were ill-prepared to wage a drawn-out war, especially after invading the Soviet Union and facing off against the USA. But how can you avoid their missteps? What will see you knocking down the gates of the Kremlin or cruising past the Statue of Liberty in your battleships? We’ll soon find out, but first, we need to take a look at your starting commanders.

The Army

Germany now starts with fewer Generals and Field Marshals, but more can be unlocked through various focuses, while others might get retired.

As the more astute of you may have noticed, certain generals and field marshals are missing. Where did they go, and can you get them back? Why yes, of course!

The Army branch allows you to specialize your army with an emphasis on either tanks or infantry and artillery

It’s in the Army Branch you unlock several generals and promote others to field marshal. The important choice in this branch is how you want to shape your army; do you want to rely on new tech and tactics using tanks, or do you want to expand upon the lessons from the Great War? Both options will offer different bonuses from each other and will unlock different generals. But the different paths also unlock two different Decisions to help you out with invading neighbouring countries strolling past those tedious border checks - so you don’t have to declare what you got in your luggage. You will simply speed right through. Let’s take a look at what makes the different paths so different.

Honouring The Prussian Legacy will steer your army toward infantry and artillery, rather than the historical focus on tanks.

I think the big question here is “What the Hell is Operational Planning?” That my friends, is how you speed past those pesky border checks by taking a decision that bolsters your military for a short while. This is of course meant to simulate Germany’s “blitzkrieg” during WW2, but is focused on a more traditional approach instead of tanks. (“Blitzkrieg” was never an official doctrine, but rather a term applied to Germany’s old and tested Bewegungskrieg tactics, which was all about maneuver warfare.) So what does this Operational Planning look like, how do you use it and what benefits does it have?

Operational Planning will yield a State Modifier in a country you are at war with, giving you an edge in those states

A fully maxed-out Bewegungskrieg will look like this. Operational Planning is specifically designed to not make Germany too overpowered, while still giving some nice military bonuses and at the same time representing the lightning-fast invasion they are so famous for. The state modifiers will last 90 days, and the decision will be repeatable once a year to simulate the various offensives Germany launched throughout its Russian campaigns. Another cool thing you get from The Prussian Legacy path is this new Support Company, called Sturmtruppe.

But what happens if you want to go down the historical route and have your panzer divisions steamroll the enemy? Luckily, there’s an option for that too!

While the Blitzkrieg state modifiers might not last as long as the Bewegungskrieg one, they’re packing quite a punch nonetheless. And choosing to develop your panzer forces will unlock two familiar faces:

To round this part off, let’s check out what a maxed-out Deutsches Heer looks like by completing the Army Branch and compare the bonuses from The Prussian Legacy and Adopt New Panzer Doctrine paths with each other:

The Airforce

The important choice to make here, is how you want to specialize the Luftwaffe; will you go down the historical route and focus on dive bombers and CAS, or shift your doctrine towards tactical or strategic bombers?

If you want to fix the issues that plague the Luftwaffe you have to Reorganize the Luftwaffe and Solve the Logistical Bottlenecks, but you can’t do that while Göring is in charge. Speaking of the Devil, he’s got a wholly unique trait to reflect the central position he held, not only in the Luftwaffe, but within the Nazi regime as a whole

If you decide that you don’t need him, you’ll unlock Helmut Wilberg, who historically played a major role in developing German air warfare and combined arms tactics - but since he was of Jewish descent you can’t hire him with a Fascist Government (he was so crucial and competent though that Göring himself helped hide this fact). While the Luftwaffe can’t be improved a whole lot, you’ll gain a lot of bonuses toward Special Projects for Rockets and Jets, and a whole bunch of timed ideas, and by far the most Aces in any focus tree (ALL aces from WW2 with 100 or more victories are German, but only roughly 50% survived unscathed).

The Navy

The Naval Branch works in a slightly different way than most other branches; there are no mutually exclusive choices here, but you will be forced to prioritize nevertheless. You cannot work on both the Plan Z and Trade interdiction paths at the same time; once you’ve started one of those paths, the other one gets locked, until you have completed The High Seas Fleet or Unrestricted Convoy Raiding respectively - and once you complete one of those focuses, the rest of that path gets locked. This got convoluted real quick. Let’s try with an example: Say you finish Trade Interdiction first; this will lock you out from even beginning the Plan Z focus. To unlock that focus, you will have to complete Unrestricted Convoy Raiding, but this will also lock you out from doing any more focus under Trade Interdiction. In the end though, you get a much stronger Kriegsmarine, and completing Seeherrschaft yields even further goodies

Wunderwaffen

Something I’ve only touched upon but haven’t delved any deeper into is the Special Projects bonuses that Germany can get, which is a central theme and mechanic of this expansion. Germany famously tried to turn the tides of the war by putting their hope in these “miracle” weapons, but their doom was already sealed. But what if they put more effort into this earlier? Well, you can do that now, and the results come with one of the coolest icons in the game

Industry

The choice of Industrial path will have big ramifications on how you play as Germany

Hellbent on becoming self-sufficient, Hitler launched the 4-Year Plan in 1936. The goal was to strengthen the industries so he could carry out an ambitious and rapid rearmament program. Going down this path will make you stronger in the short term, but will leave you open to other problems caused by the MEFO Bills (which, you will remember, we won’t talk in-depth about in this Dev Diary). Suffice to say, the Four Year Plan will put a strain on your economy, but you’ll be ready for war sooner. This strain will be somewhat offset by, not one, but two unique laws for Germany and this path; Autarky and Totaler Krieg. Both new laws come with a price though; it will either remove another law or lock others from being accessible.

This particular path is closely tied with the MEFO Bills, which we will talk more about in a later Dev Diary, and the impact it has on your economy. For now, though, let’s look at the non-historical Industrial path, which starts with Prioritize Economic Growth.

Prioritize Economic Growth will absolutely gut your economy, but you can rebuild it stronger than ever

This path will ruin your economy, but fear not, because down the line you can rebuild it, stronger than ever. In pure numbers, you’ll get more factories from this path, but they take longer to come by. You even get more building slots, leaving room for even more factories. The trade-off is that the focuses take longer to complete and are locked behind tech and stuff. You might also notice that this focus unlocks a new advisor, Ludwig Erhard. This was the man behind the “German Economic Miracle”, or Wirtschaftswunder, after WW2 which this path is loosely based on.

And just for funsies, let’s compare a fully developed Wirtschadftswunder with the evolved version of the MEFO Bills, namely the Economy of Conquest (mainly because I wanted to leave you all with a cliffhanger; whatever could Economy of Conquest be?)

And now, onward to the really juicy bits - the political branch!

Political Branches

This part of the focus tree was mostly designed by the one and only ManoDeZombi , but he’s frantically doing other stuff, so I’ll walk you through the political branch. As you already have seen we have expanded the historical path for Germany quite a bit and changed existing focuses. We have built the new Focus Tree around the core of the old so that some things will be familiar.

The Political Branch is structured so that Far Eastern foreign policies are to the far right, European policies are in the middle, while Internal politics are to the left.

The beginning of the political branch starts as before, with Remilitarize the Rhineland, whereafter you can decide where you want to take the Reich; perhaps focusing on re-establishing the old German colonies throughout Asia and Africa, to eventually invading the USA from the West, or influence the Middle East and secure beneficial trade deals for those countries, or tie the Baltic states and Scandinavia closer to you. There are plenty of possibilities here! But before we travel to the Far East and see what you can do there, let’s take a minute and explain something you probably have seen throughout this Dev Diary and the focus tree and are wondering about - what the hell is this:

Introducing Historical Frames

These are new icon frames meant to help players understand which focuses were historically taken - they act as a visual guide. Since this Focus Tree is pretty big (way bigger than the Soviet or Italian ones) we wanted to highlight and differentiate the historical path from alt-historical options. Oh, some of you don’t like these handy guides? Fret not, we got you covered!

The Far Eastern path allows you to reclaim old colonies and align more closely with either China or Japan and decide how you want to handle the Soviets and/or the USA.

This path is all about cooperation and negotiation to get your old Asian colonies back, and getting claims on your old African possessions. Ultimately, you’ll have to decide if you want to approach the Chinese in order to take down the Japanese, or if you’d rather strengthen your ties with Japan for a more advanced navy and go after the USA. A little bit to the left, and West as it were geographically, you’ll find focuses concerning the Soviet Union. These largely remain the same as in the old Focus Tree, except that the unholy Berlin-Moscow Axis you get through Alliance with the USSR only lasts two years now; an alliance between these countries would never have lasted anyway. So you’ll have your cake and eat it too in the sense that you can turn your attention to the Western front without worrying about the East, but also rolling your panzers across the wide-open Russian steppe and knocking on the gates to Moscow. It’ll just have to wait a little while longer ;)

Now, let’s turn our gaze towards Europe - the bread and butter of the Historical branch. As we already stated, we built this part around the old focus tree, just adding bits and pieces here and there. You might notice that there’s now a focus for Operation Sealion and an entire mini sub-branch for tackling the Americas. There are also alternative focuses for using diplomacy to sway countries to your side, instead of having your panzers run over everyone - if you like that kind of thing. Me, I prefer my enemies as flat as possible ;)

Do you want to conquer all of Europe by force or would you rather use diplomacy to get your way? Some conquering may be required

You’ll notice that before you can do Anschluss and use Austria as an appetizer, you have a choice to make; are you siding with Ribbentrop to Reorganize the Wehrmacht or will you Heed von Neurath’s Concerns? The first option will lead to the infamous Molotov-Ribbentrop Pact and a non-aggression pact with the USSR, and the dismissal of several of your generals. The reorganization of the Wehrmacht was a very important event in Germany in 1938 just before the outbreak of war and is how Hitler assumed direct control of the armed forces as Supreme Commander. The second option will instead have you listen to the concerns of von Neurath and the Wehrmacht, which will prepare you for the wars to come. The downside is of course that you won’t have that non-aggression pact with the Soviets…. Oh well, it can’t be that important.

Do you Reorganize the Wehrmacht or do you Heed von Neurath’s Concerns?

Having made your choice you now face a revamped Anschluss, as alluded to by Nattmaran in the Austrian Dev Diary (go read it if you haven’t!). The requirements to start this focus have changed, and while the numbers might seem ludicrously high, you have to remember that Austria doesn’t have a big army to begin with, and is severely hampered to expand it. Basically, what you need is a bigger army than the Austrians, and it has to be well-equipped. Having gobbled up Austria, the world is your oyster! One final thing before we start looking into our new (and old) advisors and 3D models, we have one last mini branch to look at.

Some of you may be wondering why there haven’t been any mentions of a Balance of Power for Germany - and that’s because there is none. We just wanted to spell that out so no wild speculations are going on as to what it might entail. Something else we didn’t touch upon on this Diary was the Reichskommissariats, and that’s because they’ve been expanded upon and new features have been added to it. But that’s for another time and another Dev Diary - namely (you guessed it) for the German Systems.

Regarding the SS divisions, the system has been reworked a bit. SS Divisions are now unlocked by the focus Expand SS Divisions which will not only allow for the recruitment of foreign SS units, but it will right away spawn some historical German units. Infantry battalions within these divisions are now represented as Militias. These militias can also be significantly improved by Himmler within the Inner Circle system. And they also got a new model!

Advisors, Designers and Concerns

Phew, we’re nearly done! Thanks for sticking around this long (and it’s been quite a long read) - we’re nearly done now. With all of the Focus Tree finally being discussed, let’s turn to internal affairs, specifically advisors of all kinds, designers, and industrial concerns - because there are quite a few to go through! Let’s start with the advisors you can hire (and those you can’t ). There are way more advisors to choose from now; some are locked behind ideologies and others behind focuses. Quite a few of these can be “upgraded” and plenty have unique traits now.

MIOs (or rather Military Industrial Organizations) were added in the last major DLC Arms Against Tyranny where I was forced to expand the Danish Focus Tree beyond the two focuses they realistically should have had happily worked on Denmark and where ManoDeZombi made sure the Finns could stop the onslaught of the Soviet in… well, Finland. Anyways, Germany’s MIOs have also been expanded upon with unique traits and even organizations. Let’s do another blitz!

I have two questions:
1- Why can't we have Einstein in the game? I know he was anti-war, but come on paradox, leaving him aside in a DLC focused on Germany seems to be very wrong. At least put him as a political advisor with the biggest research bonus in the game for some democratic path (maybe social democratic?) or some path less involved in war for Germany, maybe you can also add him as an advisor for the historical USA .

2- Can we have Oskar Dirlewanger as a general in Germany, at least in a possible alternative Schutzstaffel (SS) path?
The portrait of the Führer is very incorrect. He appears with an Iron Cross in his neck, therefore is a Knight Cross of the Iron Cross, which Hitler never got, as it was issued in 1940 and for merits in war.

Everything else is very well made, even the fact of the facelift of the MEFO Bills, as it is true that Germany was not prepared in August 1939 for a war. Good job!
No, Einstein will sadly not make an appearance. We thought about it but decided against it, since he was so anti-war that he refused to help with the nuclear program in the USA. So once you go to war he'd be a goner anyways, so why even have him to begin with?

Are there new states for Germany ? Have some been modified so it's possible for France to have its natural borders ? (I beg you make it happen)

I've seen a second reference to Liechtenstein, is the micro-wtate being added to the game or will it have just a tiny bonus/affect to it being taken?

Also are there any more screenshots of the SS and others models we could see? They're my favorite part of every new DLC after the trees.

Will countries that used Stormtroopers in WW2 like the Soviet 3rd Shock Army be represented in game with the Stormtrooper support division or is it limited to the Galactic Empire Prussian Germany path?
No, this is a purely German support Battalion
What happens if Austria manages to have a Big enough army to prevent anschluss forever? Is Germany locked out from the rest of its Focus tree, or is there a point where the Focus can be bypassed?
As you get closer to the Historical date of Anschluss the ratio needed will begin to tick down, making it easier for Germany to complete Anschluss, the size of the tick will be dependent on how well Austria has suppressed their more German aligned political parties. There will also be a few events where you can reduce the ratio needed by a flat rate if those pesky South Germans Austrians go out of line!

What about Lichtenstein? Is the focus just a small buff or is Lichtenstein actually being added?
What does the focus around supporting a coup in Liechtenstein do? I don't see a state for them so does this do stuff with Vorarlberg or is it something else entirely?
Lichtenstein is NOT getting any states or anything, buuuuuut there might be something in the Austrian Tree in regards to them ;) as far as what the German focus does:

Will historical Germany have the ability to gain more cores and claims that it currently has?
Or will the new cores and claims be reserved for the alt-history Germany?
They have about the same as in the old focus tree
Is Otto Strasser gonna be in the game? And are there gonna be more Communist advisors?
Oooh I don't wanna say too much here ;) maybe, maybe not ;D There are several Communist advisors available. As a matter of fact, I just finished the Alt History DD today, so keep an eye out for that in the coming weeks to find out which ones ;)

Are there any plans to add the historical focus guide to other nations?
No, not currently as that needs art assets and time to fix - but it would be great to do now that we have the code support to do it
That hitler portrait is so bad. The iron cross is to big, and overall he just looks bad. Consider porting the road to 56 hitler portrait into the new vanilla game. I’d honestly prefer a portrait of him without a military uniform.

Second there was a missed opportunity to use the balance of power mechanics for the SS, Whermacht rivalry which if not managed correctly starts a civil war.

Third you should have kept the alliance with the USSR as it is currently, it’s a fun alternative history path where the whole world declares war on you.
We're looking into if we can change the portrait somewhat, but we're on a tight schedule so I can't promise anything. We decided not to have the BoP (although I really like that feature myself) to make Germany just a bit more beginner-friendly, since players will have to keep track of enough of things anyway. I personally think that having the USSR alliance timed is more historically accurate; both nations would go to war against each other sooner or later

The focus tree of the German Reich looks really good, I just have a question, what will be the mechanic for German starting to lose war? If the plans of conquering certain country are not achieved, will the country receive debuffs and start losing?

-Why was no Eupen-Malmedy added even if there are states like the total unnecessary state of zaolzi?

-We're the post-war decisions overhauled so there can be a more or less historical partition of Germany or alternatively the morgenthau plan?

I really like the new blitzkrieg decisions. Especially in France, the German victory wasn't due to overwhelming German numbers/tech advantage, it was because they did something their enemy did not expect, which is very hard to recreate in Hoi4. I think what was shown off is a great first step, I'd like to suggest that, to better represent the Ardennes offensive, Around the Maginot puts an extra large (but even shorter) attack modifier in the Ardennes states. This is a bit more involved, but I think it would be very cool if the focus also briefly applied a forest/hills attack bonus for armor (would have to be through a hidden tech, IIRC you can un-complete a tech that just grants modifiers without issues).
Have you done anything to model the phony war? At the very least I beg you to put Weserubung & Fall Gelb in the correct order for historical AI.
The Phony War is really hard to model in hoi4. We've made some changes tho, but Germany won't fiddle their thumbs until April or May before moving to their next target

Both of them were made Generaloberst AFTER the invasion of France, and we've tried to differentiate the Panzer doctrine path from Prussian Legacy path by emphasizing different generals and tactics

A small flavor/historicity comment concerning 'the Prussian legacy'. What is easy to miss is that Blitzkrieg was the Prussian legacy, just applied differently now that tanks became an option.

Prussia has historically operated in conditions where their enemies would have the numbers, and so the overwhelming military thought (from basically the founding of Prussia) was to do quick, mobile, decisive campaigns, as it was (not unreasonably) believed that Prussia would lose a war of attrition. They won the 1870 war this way, and also the War of Austrian Succession, but they would face setbacks or defeats when they weren't able to fulfill this doctrine and were dragged into longer wars more demanding on economy (Seven Years, Napoleonic, and eventually both WW1 and WW2, both of which Germany planned to win in decisive campaigns and wasn't really prepared for a 'total war' despite what Goebbels has to say). And yeah their WW2 war economy would later grow into a different beast entirely when they had the chance to actually exploit vast foreign territory, but coming into the war, Hitler did not anticipate a long fight. Famously, when for Barbarossa the Germans drafted more people, the understanding was that they will be demobilized in 6 months, by which point the USSR would have long collapsed.

My point is, even though Hitler was hostile to the historical Prussian junker nobility, he and his war cabinet were a product of German military history and their doctrinal thoughts were a continuation of Prussian war thinking, not a juxtaposition to them. In that light I think it's inaccurate to have 'Prussian doctrine' and 'Panzer warfare' as exclusive options.

Is it possible that you consider renaming/reframing the 'Prussian' path? Perhaps to something that refers more to a 'total war' style engagement involving massive infantry armies? Hard question. I wouldn't want to lose that beautiful focus pic with a Prussian flag :)

Yes, I am well aware ^^ But this is more about adapting new tech and employing those in your Bewegungskrieg doctrine or if you're remaining more conservative (as can be argued both Britain and France did, using tanks as support as opposed to being the main thrust). These names are here to in a quick and easy way show the differences between both paths

It's on the Divisional level if I understood our programmer correctly. These are entirely new state modifiers

Can't wait for this DLC! But I do have one question: Will an AI Germany with historical AI on follow our timeline a bit more accurately than what we have in game currently? I don't mean like to the exact date but closer to what happened in real life. Cause currently after they attack and defeat Poland they insta invade the low countries and then attack Denmark and Norway. They sometimes also end up taking out France before 1940 or very early 1940. There should be some time before they attack those countries(the Phony War) and they should attack Denmark and Norway first before the low countries.
Anyways I can't wait to see the next dev diary and hope all goes well!
The phony war is tricky to simulate since both France and Germany will exhaust their air forces if they're just staring each other down. We've made SOME changes but nothing groundbreaking

Suggestion for the influencing the Americas focus to make it more fun, please consider :
If Germany is winning it should be able to sway Brazil to switch sides. Vargas and the army joined Allies due to convenience only, but as you all know ( Brazil already got a DLC afterall ) they had no problems and were actually friendly towards the germans. Maybe add a little sub branch for South America where you as Germany can actually lean countries like Brazil more towards your side? Would make for a cooler american campaign, maybe get you cool jungle modifiers and amphibious bonuses, wouldn't it be more interesting than what I think most "influence" focuses do, which is a tickling ideology...

Awesome stuff! Weirdly specific question but will AI Germany now be programmed to do some additional focuses between "Danzig or War" and "Around the Maginot"? Historically they invade in Summer of '40 but at present the AI has usually invaded the low countries and toppled France by December of '39. Would be nice for the Allies to get a little more breathing room since they got it historically.
They will do some other focuses yes, but it won't be a very long "phony war"

Im German and Im wondering if that isnt somewhat problematic if you mix modern icons that are purposefully distinct from the Nazi era in a game where you play the Nazis...
That eagle for example was the coat of arms from 1928 to 1935, so while it was used slightly into the Nazi time it is more a symbol of the pre Nazi time and also the reason why its used heavily in modern Germany as it serves now since 1950 again. https://en.wikipedia.org/wiki/Coat_of_arms_of_Germany#Nazi_Germany

Those idea icons in the picture might be used without issue once you follow down a democratic path for example but I would assume that most of the time their association with the WW2 helmet and under Nazi rule is somewhat undesirable as there is already enough misusage of otherwise uncritical German icons from bad faith actors so I would hope that a popular game like hoi takes the extra effort as to use proper representations for the nazi era (even if slightly adjusted for censorship like is done with the flag)

Anyhow, good DD and I am excited to play it when the DLC drops. Also hoping for lots of generals from a variety of focus paths.

1936 hull for them tho...? We can just start building that hull allready in 1936 and the Scharnhorst class is that hull. The 1940 actually looks like the Bismarck class. Why not just let us unlock 1940 hull with Expand The Kriegsmarinewerft or give us a 150% research bonus for 1940 hull.

Unless the icons will change? 1936 hull will be Bismarck (Scharnhorst as battlecruiser varaint) and the 1940 will look like H39?

Is it possible to explain alittle further on what these naval focuses give us, felt the dev diary did not tell much.

If the generals shown are the only ones we’re getting in this path then what happened to Hasso von Manteuffel and that winter specialist guy? I think a few others were missing as well.
All the old generals will be available through different focuses - and if they're not you BETTER come screaming at me and I'll fix that! We're not deleting any characters, only locking them away behind different requirements or adding new ones on top of the old ones

Historically, Germany instituted Plan Z before unrestricted submarine warfare, something the current layout of the naval tree makes impossible without getting High Seas Fleet, which seems ahistorical. A more reasonable restriction would be to lock the opposing tree once a tree's final focus is completed

Bewegungskrieg and Blitzkrieg are state modifiers that only apply bonuses for a particular country (in this case Germany). Was that possible before, or is this something that is going to be introduced in 1.15?
This was possible before, but only for Army Attack and Breakthrough. With this update, you can apply bonuses on a battalion level as well, so Armor Attack, Infantry Attack and all that is brand new

Great DD, however I have some questions regarding historical Germany.

1. Will Germany get some debuffs if they don't manage to knock out Soviet Union fast?

Yeah, that's the entire idea behind MEFO Bills/Economy of Conquest; if you don't feed the beast you'll pay the price. Heydick IS available - as an advisor. Germany might get some new bonuses from gobbling up Czechia, yes

I have a question regarding the MEFO bills. Historically, the MEFO company partially footed the bill for the government's rearmament (technically delaying its payment, giving out the MEFO bills instead, which is nothing but a promise of later payment), which kept all those purchases out of the government budget.

The old MEFO modifier therefore correctly shifted the consumer goods factor modifier to the negative, allowing for more government IC generation through civilian factories than the official economic law stipulated.

The new modifier imposes harsh penalties, and does the exact opposite of what the MEFO bills were made for. Do I read it correctly that it actually decreases the amount of factories you can use to generate IC for your building queue, because the amount of CIVs used for consumer goods increases? And that it gets worse over time? If that is so, then this is the opposite of what it was historically for.

My question is therefore, what is the reasoning behind actually increasing the consumer goods factory factor, instead of decreasing it? Because the latter was the entire point of setting up the system, so I'm a little bit confused here.

The MEFO Bills will allow you to increase the building speed for military factories, production efficiency and output - so building more military equipment faster. The penalty is there because the MEFO Bills put a huge strain on Germany's finances and would have led to an economic collapse sooner or later; it was a temporary fix to increase military production

Hi devs. I was excited for this dev diary, and now, I'm even more intrigued than before !

To give some context, I'm an AI and balance modder, MP player, with 4000+ hours into the game.
Now I understand the balance is built upon the AI succeeding at achieving historical objectives, but I will take the perspective of MP for my reasoning.

I was hoping for a rework of Germany because how "poorly" its currently represented :
- Historical Germany never had an edge in production vs the allies once WW2 started. They always lacked all type of equipment.
- The German economy was a vampire one, surviving just by expanding in Europe
- Their successes were because of boldness, doctrine, luck.
- Fuel really was crippling them

However, here is how it is represented when playing MP :
- Best industry in the game
- Never really lacking fuel
- Early was is easy thanks to brute force and numbers.

Looking at the diary, I am very glad of what I see. Many buffs to the army / airforce, what seems like a really dangerous MEFO bills system.
My hopes are the German industry will be considerably nerfed compared to currently, to represents its economical and industrial struggle, as the game goes on, so that Germany succeeds by actual planning, army quality and so on, and not by brute force (Looking at you battle of France...). Meaning any stop in the expansion would cause a big economical issue.

But actually, is it ? Is this the design intent behind this new tree ? Or did you guys still intend to keep the German economy strong for AI or balance reasons ?

We're trying to walk a tight line here; Germany will probably be stronger than they historically was when WW2 breaks out, but they have slightly less factories compared to how it used to be on the live version. What will mess Germany up in the long run are the MEFO Bills, which eventually will tank the economy

Hopefully something that will make Manstein (father of the assault gun) and me very happy. That together with Arado (nice red symbol) means that I will definitely buy the DLC.

Is there a reason why you didn't use the actual, much better known logo for Auto Union? So the one with the four rings, which Audi uses today in a modified form. Since the Auto Union was very important for the history of my city, that would be very important, at least to me.

2) Is there any particular reason why someone, other than roleplay, would choose Manstein over Guderian? Isn't Guderian advantageous for the same doctrine, but provides an additional bonus? Perhaps Manstein should give an alternative bonus?

No, there is no reason whatsoever to every go Manstein > Guderian. I agree that it would be cool if he had his own trait. BUT if you go Prussian Legacy you don't have Guderian anymore and have all the more reasons why you should choose Manstein ^^

Does it give you back the former german pacific islands in Japanese hands or what? Does it create decisions with multiple choices? Does it give you an event chain were you could try to negotiate back some colonies and have some of them remain in Japanese hands?
And what are the requirements?
Does Germany have to have won against the West? Does Hitler have to not be the current country leader? Or does it have no requirments?

I am very curious.

There should be a historical mutually exclusive focus with "Negotiate Old Colonies in the east", considering that Befriend Japan is the historical path (Germany Negotiating and Retaking their colonies are not that historical).

Though as for the new Generals, are Fritsch, Blomberg and Lutz the only new ones?

Other historically important Generals like Eduard Dietl are still missing. He commanded the Lapland Army and was an important figure in many German military activities in Scandinavia.

I am sure there are others but it'd be nice if you still managed to add him.

Also the portrait of General Hans-Karl Freiherr von Esebeck is in the game, but he isn't implemented as a General.

He commanded various Panzer-Corps and was a member of the military resistance against Hitler during Operation Walküre, where he was tasked to take command of the Vienna Military District.

If not now, then maybe during a war effort patch. However we can never have an accurate enough OOB and it's especially a pity if already finished portraits lie somewhere in the game files, unused and not implemented.

Hi, question about sudetland. If Uk or France disagrees with Germany's demands (also Chezhs) and Hitler start war, will it be chance of event that Hitler will be opposed and killed by some generals or maybe player can choose ? If i correctly remember, some of generals would kill mustache man if he gets involved in a losing war, like crisis with Austria or Chezhoslovakia

I agree mostly, but Guderian is just as important. Whether it’s Rommel or Guderian, they shouldn’t be locked behind a mutually exclusive decision. Not only because both were already present in 1935 and it’s ahistorical when playing as Germany, but also because they are extremely important, and it basically forces you to take this path to get them.
None of them became generals until AFTER the French campaigns in 1940 and both owed their positions to Hitler. We were toying with the idea of locking them behind the Fascist, historical branch but decided against it since the were in the army and could still have risen through the ranks without Hitler.
"Infanterie - die Königin der Waffen" is an old Prussian saying "Infantry - queen of arms".

Whether it was back then or today, the ingenuity of the German military is to improvise. A German military leader will tell a subordinate what they need to achieve, but dictate a how to. It is a mission-oriented order.

o be honest... I have a grudge with anything that requires Decisions to be used regularly. It just makes you have to click even more than you want. It is kinda a cookie-clicker thing. I hope you don't expect people to use that stuff against the Soviets every 60/45 days because that would drive people nuts fast. ^^

So I cannot say that I will be a fan of the operational planning stuff. Even if it gives buffs for short durations.

Somehow wish that it either would rather be a static flat buff or somehow an automated system. Because I bet I will forget to click the decision most of the time.

And I am kinda looking forward to how the MEFO thing will turn out because to me it looks like a slap in the face.

Either you take the bitter pill with crippling your economy immediately using the alternative economy path which effects you might feel way too late in the campaign (I did enough math for the current version Germany to know that tons of civil economic buildup never really pays off because by the time it would you are already sitting in the Kreml and who would even stand up against you by then.)...

... or if historic path you will probably be pressed on a timer to have done certain things by a certain date or otherwise the MEFO bills will eat you alive.

I cannot say yet what will be worse, but it feels like both are not so nice. But then again I have not put my fingers on the new systems yet.

You will only be able to use Operational Planning once a year against a country (to represent the various German counter/offensives during the Russian invasion)

There ARE ways to mitigate the MEFO Bills - but only temporarily. Sooner or later you WILL have to go to war to keep the mounting Consumer Goods Facorites factor down - but more about that in tomorrows German Systems DD;)

Hi, love the DDs and the whole new approach to the expansions. I have a question - are there any changes to the oil/fuel situation of Germany in the new expansion? Currently, it doesn't exactly feel like the Germans have a big problem with supplying their tanks, ships, and planes, which was a major consideration and a big reason why they struck south in 1942.

I saw the dev video today where there was a 15% penalty to supply efficiency (new mechanic?) from the German army spirit, and the devs mentioned that in their stream, was just wondering if anything else has been done to provide a bigger sense of urgency in that regard to the German player? Thank you!

Now Blitzkrieg supporters won't have a winter general? Germany has neither a general for landings from the sea nor a general for the mountains (Falkenhorst and Dietl, respectively).
Will there be an option to unlock generals by decisions? For example, after the start of "Barbarossa", will it be possible to call generals that are unlocked by focus?
We've decided to give Germany generals that were actual generals from roughly the game's start and unlock others that got promoted later (like Rommel and Guderian) through focuses. Schulz and Hell were never promoted to the rank of general (if memory serves me right) so we put them here instead
GER instead is supposed to start with only 14.

You might struggle a bit more, sure, but I don't think the Operational Planning bonuses are that big - and they only lasts for a short while. Plus, they're only repeatable against the same country once a year

Looking up on the aircrafts shown in focus that German built, why is Ju 87G and Ju 88 mutually exclusive when Ju 88 is the more numerous aircraft built throughout the war?
You're getting a template based on the focus you pick - but it's not locking you from creating your own ;)
May I ask why he has the second of those? It seems to make him out to be some kind of military genius when he was anything but and notoriously micromanaged parts of the army at key moments to disastrous effect. I know it’s hoi4 and he’s a leader of a major, so he needs to have and give good buffs, I understand 100%; but when you present him in a way that gives the impression he was a genius military and administrative leader by putting all three of those on him personally, especially given his health and track record by late war irl, it starts to feel a little uncomfortable to look at given we’re talking about Hitler here…

To be clear, I’m absolutely not accusing you guys of having an awful agenda or anything. I’m just questioning if maybe it’d be worth taking another look at if he needs to have all three of those buffs personally as a leader (as opposed to one or two being spirits or something) and how that might come off to others - especially those looking to get into the game for the first time and checking out screenshots. But I’m not a dev and we’ve not even gotten the dev diary on German Systems yet, so maybe I’m overly worried for nothing and this all looks fine in context.
You get the Supreme Leader trait through the "Supreme Leader" focuses. Those focuses are locked behind Germany having a certain amount of subjects and defeating a major power - and any German country leader can get those.

Yes, all of the industria focuses are available for all ideologies. The Fascists can do Prioritize Economic Growth, and the Social Democrats can do Four Year plan
I would like to ask why the Decision was made to not include any new Generals other than Fritsch, Lutz and von Blomberg for Historical Germany in the upcoming DLC.
I understand that people like Dietl, Hube or Lindemann will not be added, as there were a Number of Generaloberste in the Wehrmacht, and it would likely be very hard to adequately add them all to the Game. On the other Hand there are currently only five Fieldmarshals for Germany missing, of whom three, Keitel, von Brauchitsch and Schörner are allredy In-Game as advisors. As such only Walter von Reichenau and Ernst Busch are completely absent from the Game. Especially Reichenau was of major importance in the early stages of the war.
We figured that Germany already had so many Generals that it didn't really need more, and some of them never actually achieved the rank of general so we locked them behind focuses - or f they owed their careers/rank of general to Hitler. You can always promote division commanders if you need more generals ;)
What most people disagree with is locking Rommel and Guderian behind mutually exclusive focuses. Which means if we want Rommel and Guderian we won’t be able to get Friedrich Schulz and Ernst-Eberhard Hell, all 4 of whom served in WW2. And that means that Germany starts with fewer generals than befare the update.

Considering many players (myself included) thought that Germany already had too few generals, will find themselves having even less. Which for me is the single major hang-up with this dev-diary, the rest is amazing.

Also on that same note Charles de Gaulle should not be a general since he became one AFTER the war began.

First off, this is not Katten - this is Danne, one of the designers the German rework :p
secondly, Germany have quite a few generals to begin with - most of them are good as well (if not all but one). Some generals we've locked behind focuses sice they actually never achieved the rank of general or if they owed their advancement due to Hitler. You can always promote division commanders if you need more generals ;)

Small question. Will we ever see units that are under Corps/Army command functioning basically like the railway gun? So giving the units under the army or corps command (the divisions) certain modifiers. A great example would be StuG batteries/battalions or heavy artillery units. You could do this with every support unit like logistics or maintenance too.

Would be a neat feature in my opinion.
There's nothing in the pipeline right now, but I like the idea!

Are there any plans to add filters to the advisors? For instant "hide non available advisors" to have a cleaner overview of who can be picked?
There's nothing in the works right now, but Germany will hide Advisors depending on with Political Path you take and what Ideology you are to make the Advisor overview easier

Those two focuses are NOT mutually exclusive, MR Pact is mutually Exclusive with the Anti-Soviet Pact focus, which is more into the alt-hist realm

The focus is bypassed if Austria is in a faction that is NOT led by Germany (if Germany leads the faction they can just throw Austria out), or if Austria is a puppet, as far as I remember... or, If Germany owns all Austrian states, or Austria has, through other means, ceased to exist

-Why is Liechtenstein referenced again, although it won't be in the game?
Maybe there is more than just a reference hidden from view somewhere in the Austrian tree ;)
I have a question on how this manpower ratio works. Does it just count the number of fully equipped divisions, or does it look at the average strength of all divisions? Will there be a difference between having 50 fully equipped divisions and 100 50% equipped divisions?
It counts only fully equipped manpower. If you have a division that is 50% equipped, it counts 50% of that divisions manpower. So to respond to your last question, it depends on the size of the division. 100 50% equipped divisions of 1000 men would be 50000 equipped men, but if the 50 fully equipped divisions were big chonky divisions of 12000 each... yeah then those are better. If we are talking the exact same division however, I think that should be the exact same but I can't guarantee my memory is correct on this. What is important to remember is that it is calculated on division basis, not your army as a whole (if I don't misremember). This is were stuff gets nasty for the Austrians... you can make many fully equipped divisions... but once the inevitable knock-knock from the Germans come, are those divisions strong enough to hold if the chose to fight?
Will the equipped manpower mechanic get in place of the current division count mechanic when it comes to general force comparison between countries?
They are two separate things in script. This new one does not replace the old one, and they will co-exist.

At least put him as a political advisor with the biggest research bonus in the game for some democratic path (maybe social democratic?) or some path less involved in war for Germany, maybe you can also add him as an advisor for the historical USA .

2- Can we have Oskar Dirlewanger as a general in Germany, at least in a possible alternative Schutzstaffel (SS) path?

The portrait of the Führer is very incorrect. He appears with an Iron Cross in his neck, therefore is a Knight Cross of the Iron Cross, which Hitler never got, as it was issued in 1940 and for merits in war.

Everything else is very well made, even the fact of the facelift of the MEFO Bills, as it is true that Germany was not prepared in August 1939 for a war. Good job!

Secondly are we going to get a Galicia and Lodomeria tag, I've asked this before and haven't gotten a response and it really should be a releaseable if possible.

Having made your choice you now face a revamped Anschluss, as alluded to by Nattmaran in the Austrian Dev Diary (go read it if you haven’t!). The requirements to start this focus have changed, and while the numbers might seem ludicrously high, you have to remember that Austria doesn’t have a big army to begin with, and is severely hampered to expand it. Basically, what you need is a bigger army than the Austrians, and it has to be well-equipped. Having gobbled up Austria, the world is your oyster! One final thing before we start looking into our new (and old) advisors and 3D models, we have one last mini branch to look at.

Could you provide a sceenshot of this focus? it seems to be missing atm so we can't see the requirements you are talking about.

No, Einstein will sadly not make an appearance. We thought about it but decided against it, since he was so anti-war that he refused to help with the nuclear program in the USA. So once you go to war he'd be a goner anyways, so why even have him to begin with?
No, We've added a few generals but no further SS generals

We're aware, and we're looking into changing this. NO PROMISES though since we're a bit tight on time

Also, I disagree with the use of Operational Planning modifiers, it feels like forcing the player to victory then letting it play out in a sandbox way. Has this been tested in Multiplayer? (which while I don't play MP, I know some people here were concerned about the patch effecting their games in the earlier DDs). Especially with how this affects a polish, french and belgium players? Is it still balanced?


Also can we see some of the portraits for leaders that you get given? And are there any more admirals?

Will countries that used Stormtroopers in WW2 like the Soviet 3rd Shock Army be represented in game with the Stormtrooper support division or is it limited to the Galactic Empire Prussian Germany path?

There will be more infantry models in the alt-history DD - so be on the lookout for that ;)

Only one; Rolf Carls, whom you also can appoint to Chief of Navy
