What about gaining (some of) the tech teams of countries when you annex them?

Because I changed the skills of Oppenheimer: before the migrations from Europe nuclear research in USA was quite poor
I'm not noticing the difference? Besides, you could always just wake Oppenheimer in 1939 (I mean, the US doesn't even have any land doctrine tech teams to start with, surely you could just delay the start date of Oppenheimer?)
It doesn't matter. I just wanted to be closest as much as I could to the history. USA in this way can still research nuclear in the 30s. Please note that Fermi is operational in 1940.
