Hello there! My name is Katten, and I'm your Community Manager for Hearts of Iron IV. Today, we are excited to announce our first-ever Content Creator Pack (or CCP for short) for Hearts of Iron IV which releases on the 10th of June. This is something we have previously done for Cities: Skylines and Crusader Kings. The pack is created by modders and published by us.

Before I hand it over to Ethan Mayer, one of the two creators of this pack, I wanted to address two frequently asked questions, as I'm sure they will come up.

Did you just take a free mod and make it paid?

What do the modders get from this?
  • Modders get paid based on the number of copies sold.

World Ablaze CCP Developer Diary | What is this & Who are we?
Hello everyone! I am not your usual Dev Diary writer, so let me introduce myself. I am Ethan Mayer, otherwise known online as 156, one of the Head Developers of the Hearts of Iron IV mod World Ablaze. I am proud to announce, with the support of Paradox, our upcoming CCP Content Creator Pack – Soviet Union 2D Art which will soon be for sale for $3.99. Today, I’ll be explaining to y’all who we are, what this is, and how it all came to be. Let’s get to it!

We’ll save the backstory for later in this Dev Diary and firstly get straight into it by talking about what exactly is a Content Creator Pack. As touched on a bit previously, CCPs are small DLCs developed by modders and published by Paradox for their games, such as has been done “for Crusader Kings III. This is a mutually beneficial deal for all parties: more content gets created for Paradox’s games while the modders, who already work hard in their free time to mod the game, can make some money. Essentially, Paradox is providing a convenient, official, and publicly accessible way for the community to support modders, and in return, you get a small CCP for HOI4. It is an incredibly generous program, and we are extremely grateful to have the opportunity to participate. This particular CCP is similar to the other existing cosmetic DLCs for HOI4, such as Unit Pack and Music DLCs, except the content will be in the distinct World Ablaze style rather than the traditional HOI4 vanilla style. As the name of the pack aptly suggests, the content we are providing for the CCP is 2D art for the Soviet Union. There are over 300+ pieces of high-quality 2D art found in this pack that cover a wide range of Soviet content, including (but not limited to) equipment, national focuses, national spirits, etc. Aqeel will show off the art and creative process involved in its creation in the next Dev Diary. There will be plenty of pictures to ooh and ahh at!

As I said initially, many of you know me as 156, one of the Head Developers of the World Ablaze mod. Professionally, I am an electrical engineer, software engineer, and entrepreneur. I’ve worked for the likes of NASA, Microsoft, and, best of all, myself. I am an avid gamer (maybe moreso in my younger years, but the passion remains), and my favorite genre is, of course, strategy games. Paradox games have always held a special place in my heart as some of the best Grand Strategy RTS games ever made. I started playing Hearts of Iron all the way back in HOI2 and have continued with every installment since (extra shout out to the great spinoffs like Darkest Hour: A Hearts of Iron Game!). Safe to say all these years later, I am as big of a HOI fan as ever. I followed the development of Hearts of Iron IV from its first dev diary to its last and have been playing it since the day it was released. Vanilla was great at first, but as soon as the workshop started getting populated, mods were my go-to way to play.

Several years later in 2020, I met my good friend, partner, and fellow World Ablaze Head Developer Aqeel Mughal, otherwise known as Uncharted, and joined him to work on the mod. The rest is history. We’ve worked hard over the years to make World Ablaze into the mod it is today: a historical and challenging overhaul of HOI4. We are proud of what we have built and look forward to continuing its development at least as long as HOI4 is supported. If anyone is unfamiliar with what World Ablaze is all about, you can check out our Steam Workshop page here. The main features of the mod include unique equipment and accompanying technology trees, custom mechanics, original artwork, challenging AI, improved map design, and other total overhaul changes such as custom content, focus trees, decisions, etc. World Ablaze started from humble beginnings as the Armed Forces Overhaul (AFO) mod, which was just a historical technology tree and equipment mod for tanks, planes, and ships. However, the scope of the project grew into a total overhaul. Once you overhaul equipment to the extent that AFO did, overhauling the rest of the game was not only natural, but required to accompany such impressive equipment work. Thus, the ambition eventually became to make the best historically accurate World War 2 overhaul mod for Hearts of Iron IV. We have focused on producing a high-quality and professionally run mod, and we can thank our persistent dedication to these standards for our steady rise to prominence. Our mod’s development complexity is high due to the amount of unique equipment and other complex mechanics. In addition to working on the mod itself, I use my professional expertise to create automated tools that help us with development. The results speak for themselves, and although we are not done yet, we have come a long way.

In the past couple of years, Paradox’s outreach and communication with mods has improved significantly. We were lucky to be a part of all these Paradox-modder initiatives from their inception. As time went on, our relationship with Paradox grew, and more opportunities arose. One day, we began talking with Paradox about partnering to create a “Content Creator Pack” (CCP) similar to what has been done for other Paradox Grand Strategy Games, such as Crusader Kings III. As with CCPs for other games, they would be made by a modding team and published by Paradox as a way of both adding content to HOI4 and supporting modders, who dedicate a significant amount of free time to adding to the game. We were super excited about this opportunity, so we jumped on it. We immediately began drafting up proposals of DLCs we could create to send to the HOI4 team. After many back-and-forth meetings, presentations, and negotiations, we settled on the terms of our partnership and started work on this CCP.

If you’ve played World Ablaze, you know there’s a lot of great custom 2D art in mod. So, what’s the difference between that art and the art included in the CCP? All the 2D art in the CCP is entirely custom and drawn from scratch for this CCP. While there will inevitably be similarities between the art in the mod and the art in the CCP (due to the fact the same entities, such as equipment, exist in both vanilla and our mod), all the art in the CCP will be of higher quality since any existing art was also redrawn from scratch to be better and more detailed. With this CCP, we've made our mark in the game by giving the Soviet Union an entirely new artistic feel. Featuring unique, high-quality World Ablaze-style historical art, every piece has been crafted to meet exacting standards to ensure a top-notch experience. It is a great addition to any player’s game, but bonus points if you already love the look of World Ablaze and want that in your vanilla games as well. Don’t take my word for it; more information and examples of the included art will be shown off in the next Dev Diary!

Finally, I wanted to take some time to give out some much-deserved thank yous. A big thanks to Paradox for allowing us this great and rare opportunity to create official content that will now always be associated with the game we love. And of course, I want to extend my gratitude to all of the Hearts of Iron players who decide to support us by purchasing this CCP. It means the world to us; we ultimately do all of this, both the mod and CCP, for you, and y’all’s support is the reason we can continue to do the work we do. We hope you enjoy our content!

If Content Creator Packs turn out well, there's nothing to prevent us doing it again with a different scope or target. The main rub here is that mods inherently have different creative directions, quality standards, or styles to the base game, so any content produced for a CCP would have to be produced anew: specifically with that in mind. We aren't going to roll mod content in.
Since it’s cheap, it’s expected that a lot of copies would be sold in Europa and America, but…

You see, I purchased 10*330mL cola today with about $2.5. They’re not fake cola - I love Pepsi more that Coke - but $4 can help a people in my region enjoying three meals and a can of cola. It varies globally.


On a separate note, I want to put a pin in the financial end of things here. There's an undercurrent evident here that something can only be good if it is truly altruistic or we somehow don't profit from it, and while we could legitimately make a big deal of saying "we don't profit much from this", I think that would be a very performative goal and only really true for this case. At the end of the day I think you should buy this if you feel it adds something to your playthrough, and/or you want to support the creators - if paradox not profiting from it is your primary motivation, do not buy it (and maybe rethink your approach to existing in a modern economy).

Hey guys, it seems that we have pressed kinda too much stress on our friendly neighbor Katten because they repeated several same things for like 10 times each. The community should be responsible of this because similar questions have been asked like 30 times each.

But, well, let’s take it in this way: Seperately speaking, or should I say in the narrative dialog logic of Paradox, CCP (I dislike this abbreviation because I once confused this with the China one) is an optional thing, with which things can be better, and without which nothing would be worse. Sounds great, isn’t it? BUT, this narrative dialog logic is not that effective in the perspective of players. In the study of Contract Law, which I’m not sure if it’s universal, that when you sell something to someone, you are actually ASKING them if they want to pay. Obviously players can say yes or to this which is their choice, but they are ASKED. Besides, I personally play Genshin Impact a lot in which skins the optional art things do sell. But there’re two differences: 1. These games do not have such abundant modding ability e.g. The Witcher 3 did not offer offical tools for modding until this year. 2. I’ll be direct here: substantial content sucks (though much better than Vicky3). Players will compare a potential Art Pack with a substantial pack potential-in-image, though it’s optional.

(Caps are used to highlight because my poor eyeballs can not distinguish bold with non-bold texts in a clear sense. It’s not shouting please note)

(The free will (of the choice on optional) is a lie - my personal opinion - never mind)

I’ve some suggestions.
  1. Considering names and flags of countries are printed on a 2D map, can they be involved in CCP? I personally want some xxx SSR dynamic names and flags for some Soviet puppets but well, it depends.
  2. May it come with some tiny substantial content rework like a free rework on a Soviet BOP, or having a USSR specific puppets series involved in the CCP or free?
  3. Yeah indeed, pleasing the players is not the only way out. But promise to add portraits art would help Studio Gold out of the complains like “damn they wanna charge us for some nf icons, even without new portraits!”
  4. A change on UI with completely new visual effects may help, just like the topics of UIs in a neighbor of u. That would make the whole game different because, well, UI occupies a large part in visual enjoyment.
  5. Release a few details of the Q4 DLC. If a player complain about this today, they may choose not to buy it tomorrow because they will remember “well I used to complain about this yesterday and I should not eat my words which makes me feel that I’m an independent person”. But if they are busy discussing and wondering things about the next DLC, they’d think tomorrow that “well it’s time to take a serious look at the art pack… $4… What a fair price comparing with others! I’ll have it.” It’s fair that it may drop the attention to CCP but since this post has received 34 red crossings while I was writing this, whatever.
  6. Other things u may cooperate with modders: outsource bugs fixing and QA. It’s not a hell joke since sometimes the thing we are talking about is just in hell.
At last, I’d like to express my respect to Katten for their effort in trying to exchange ideas with the community and standing for modders - quite inspiring.

But some of us are on edge because of anticipations for any information regarding both the upcoming expansion in the Q4 of 2024 and also the Op. Badger Patch.
Well, if I can count its about 100 entries, each entry can sometimes count for more things however. More info coming on monday when the patch notes are finalized <3
 
high expectations (all the way up to a Soviet FT-rework), that was unwantingly created by the communications team beforehand, by posting an image of the Tsarist Russian Eagle-Icon and not stating clearly, that it was merely a 2D Art graphics pack.

Maybe the only reason i somewhat can buy. Still, how can this generate so much tension? In retrospective all of that could probably have been avoided by simply pulling the patch notes for the war effort patch before the announcement of this content pack, however it was very clear at least for me from the start that a Russia rework was unrealistic. It already received a huge update a few dlcs ago and the same community manager who published the marketing stuff in the first place, also stated that it had nothing to do with a Soviet Union rework.


For some this only seems the catalyst however and it lead to pronuncing a deeper problem with this style of content/the making of it.
This i don't get and is what i was complaining about in my original comment. How is this content problematic? Just don't buy if you don't want it, like i for example will not buy it. It's as simple as that. Nothing is taken from the vanilla game with that. I am not touched by it in both a positive and a negative way. I just don't care about it all that much.

In the end, even if there was some warranted disappointment (not that i am particularly sure there is), the developers behind HoI4 still have plenty of goodwill from me, both in the context of other developers from different studios (CA - Total War) in general, and other Pdx games in particular, where i believe HoI is the best run at the moment.

I simply believe that most of the frustrations could have been made in a less dramatic way and not as if your leg was cut off or the CS2 Beach Properties DLC released.

Seriously, if you don't think it's worth four bucks don't buy it? Some 2D art not even made by the devs isn't the end of the world.

Or maybe first I fixed what already happened? Change the USSR, as has already been said above, give transport aircraft a hull mechanic. Or let's see what people say about recent Norway. Before you sell something, do it so that there are no claims to previous additions. Otherwise, the game remains unfinished for years and with bad decisions, but they want to sell you icons. This causes great confusion. Does anyone care that we are paying for unfinished DLC?

I treat our customers as they deserve: like functioning human beings who can handle the truth.
More like human beings who have to handle your ad hominem attacks based on your personal opinions. People will exist in a modern economy however they see fit, and not following any supposed "truth" you may feel is more valuable than other perspectives.

None of that has anything to do with some modders who did some freelance with on 2d art independent of any paradox dev time? Like, I'm pretty well known for complaining about my own problems with the game, but I can differentiate between two completely unrelated things here.

I mean, let's make sure we're all on the same page here. This is some alternate 2d art, for focuses that already have 2d art, made by people who don't work at paradox, who will get paid a portion of the sales of this specific content pack.

I don't even know if I'll want to buy it, I've never played world ablaze and I have no idea if I'll even like their art. This is a whole bunch of nothing. The only thing hurt here are some egos from people who got overly self hyped.

To quote Star Wars: "A Surprise to be sure; but a welcome one!" I am always interested in helping out mod devs with side projects. I'll wait for the next DD to see some of the icons. This is a maybe for me.
I should have been more clear that it was a cosmetic pack, so not to leave it open to interpretation, I only responded to threads saying it wasnt a focus tree or mechinical change. If I could go back and redo, I would.
Agreed. I was expecting a minor content update, which is where I think most of anger is oriented at. Suggestion would be to maybe the icon could've had an artist or something working on some-type of ideology neutral symbol for Russia/USSR.
Not everyone will be happy, all I can do is to answer questions and concerns from players. :)
Yes you can. I and many others appreciate all of the hard work you've been doing today. Some people take their disappointment out on the devs sometimes.

I think that this is a good way to support the work of mod makers! They make dlc and also get some payment for the work they do!
Good job! The World ablaze is my faforite mod at this moment and it is nice that they get some payment for what they do!
I hope to see something similar also in the future!

The great thing about this is if you don't like it you don't have to get it and it add flavor to the game while leaving the Dev's to focus on the base game, I don't understand the hate.

Exactly this! If you don’t like CCPs don’t buy them. Feel free to voice your opinion about them as well, but please do so in a civilized manner. There is no need to attack people/companies, name call, or mud sling just because CCP aren’t what you wanted.

Stupid jokes apart, I think that many fans in the community feel that the game mechanics have been overstretched and the game itself is not working at its full potential.

I see the stability, coherence, and harmony faltering in the gameplay, even in historical mode. (convoys disappear, random declarations of war, brain-frozen AI...)

As a company, you have to explore new avenues to develop content and get a profit out of it (apologies to the Marxists in the forum).

However, many of us here might appreciate more transparency about the roadmap toward the conclusion of the official development of HOI4.

I say it because it is clear that every time you publish a new DLC you must tinker with the core mechanics, and that is starting to make the whole game less and less enjoyable due to the aforementioned hit to stability, coherence, and harmony.

Many of us fear that these bugs will be just left there once you stop turning a profit out of the DLCs.

And this fear grows every time a new piece of content is announced without having fixed the bugs coming from the last one.

A cosmetic DLC that is not made by the developers does not interfere with game mechanics, I don't understand.

I like the idea, don't understand the hate it's getting (apart from false expectations, but that's been discussed already). Gives modders a way to monetize their work without pushing vanilla players to buy it, so why not?

If we sell the Pre-order song for NSB, it would not be fair to those who pre-ordered the DLC so long ago as their bonus is now no longer a bonus.
About this though. As someone who owns all pre-order bonus songs, I really wouldn't mind if they were made available for purchase to everyone at a later date. In the end the bonus song was a free extra, you didn't have to pre-order a more expensive deluxe edition or something like that.

There should be no FOMO or time exclusive content in a singleplayer game, I want to pre-order to show my support, not because I feel forced. New players didn't have the chance to pre-order in the past, they'll miss out forever now, no matter how long they wait - this isn't fair either.

Ok, show me screenshots so that I can get an idea first, and I'll make up my mind. In principle I do like cosmetic refreshes, especially when fully integrated in the core of HOI4.

Edit: hadn't seen the trailer, which didn't load first for some reason. Of, that's nice to have. Just curious about the merits for those with NSB DLC (integration). Of course, I'd then expect to have one such pack for all majors now plus France...
