I think this mod is currently broken. this one seems to break my zoning upon game restart.
Nope, not broken, it's working fine (including for many Youtubers and streamers, so you can see for yourself).

If you're having issues, though, then that's something else, and most likely due to another mod. Have you tested on a new save with just this mod, and no others?
 
It looks like this mod has a bug. When I use it, then try to buy a tile, then the price to buy the tile is $0 unless more than one tile is selected at which point the price to buy is correct.
 
I think something about the new patch breaks this mod. I'm starting a new city, but the option to 'select starting tiles' doesn't seem to work. It says that I need to progress to the next milestone to unlock tiles, but I have no tiles unlocked, soft-locking the game.

Have you tried with just this mod and no others?
 
There seems to be a bug where if "Provide extra tiles at start" is selected, it is impossible to purchase any tiles, even after reaching a new milestone. For anyone else experiencing this, selecting "Provide extra tiles at final milestone" or "Allocate extra tiles to milestones" and reloading the save appears to fix it.

I've just re-tested (and got others to test and confirm) that everything is working fine (none of us can reproduce that issue).

Most likely it's a mod conflict - can you reproduce it with NO other mods active?

That's quite a lot - unfortunately, there's nothing there that jumps out to me, so I can't really narrow it down. None of the mods listed should be touching that area of the code for their normal operation, so most probably it's just an outright bug with whatever mod is causing the issue.
