People that bought the Ultimate version should just get some later DLCs included instead.

They have to pay to the employees in the company, it is not that easy to make a DLC which such less content not to be free, yes I also agree on your point but it is a bit unfair that if the DLC becomes free, the employees will not be paid, which can lead to the company losing people and eventually shutting down, which Colossal indeed doesn't want. Which is why they don't make such DLC's free for all users.

Money is an important factor for the company, and that too let me be honest, they make money and eventually that goes to the employees, anyways Unity screwed up lately, which led to the game being priced further, we can all agree on this entire point that Colossal needs to pay the employees from the money they earn from the game. I think CO and PDX have some nerve asking for more money for some minor eye candy.
I can’t imagine anyone forking out more money for the game in its current state. I certainly won’t be buying any DLC on principal. I think a patch should have been released showing that the major issues are fixed first, before asking for more money for some beach buildings when you can’t even place a beach.

Except this isnt their WotW. This is an announcement by Paradox.Well, they could just read the answer to their WotW and say, "Yes, there will be sand; here is a screenshot." I know they are very busy, but that feels doable (and something most PDX dev teams would do on their dev diary).
