If you have a 1.2 save, have 1.2 CK3 installed and are using 0.4D converter that's designed for that, there should be no inconsistencies whatsoever. Ditto for 1.3 saves, 1.3 game and 0.6F converter.Hey so question. Can the converter be changed so that if a county has no definition then random definitions will given to it? I would prefer some inconsistancies with the save file rather than troubleshooting game and converter versions. And if the output informs me about what was changed then I have no problem.
If you have a borked save you started in 1.2 CK3 and imported in 1.3 CK3 that has dead lands, missing or extra titles, and many other issues - then your save is the issue, not the converter. We cannot map broken stuff into eu4 entities such as provinces or tags. There is no sensible way to work with a broken save, which is why we don't support such messes. The issue is far more complex than just "create a default country" as we require a huge amount of metadata to export a country that makes sense and that actually works in EU4.
