Giving money is good for the ones receiving them, obviously people at home should understand.Georgios problem seems to be he doesn't actually like his own people and has absolutely no interest in (or perhaps ability to) understand opposing view points. It should be pretty obvious why people who are starving at home might object to the government spending vast sums helping distant strangers, yet he is incapable of that.

I have focused my military on the capital (which can't rebel) and spread the rest out. Rebels will be strong, but I have strong allies and a small, but decent army.Is civil war on the horizon? How large is your military?

It would have been a disaster for my economy and future. I was willing to risk it as a player, and I have allies. As for Georgios, he is set in his ways. A hypocritical liberal with lots of pride and hubris. He won't learn. I pinky promise.I still find the idea of a revolutionary movement to close the borders mildly absurd. Not that such an issue would cause strong feelings on both sides, but that any government would risk civil war rather than give the population what they want on this issue.
