Really hope that the changes will impact other playthroughs as well, especially curious to see how this changes the dynamics between the minor nations in the region.
Before release, I was hoping that the situation in Romania would be properly represented through game mechanics. Romania was not really able to develop the technology and industry for tanks and advanced artillery between 1936-1940 (and I doubt more time would allow it to fix the issues), not on its own at least. It lacked the know how and had low skilled manufacturers that were not able to develop such production lines (it could have translated into an efficiency penalty in the game, at least). The experience of the industry in the field of metallurgy was extremely limited. This or other types of limitations should be a feature for many minor nations as long as the player would have solutions to overcome these inconveniences. Romania was dependent on imports from the Skoda factories and others for their equipment, had difficulties negotiating licenses to produce on its own soil (and I mean it was brought up, but never materialised). However, it was able to develop the IAR-80, a decent fighter for the early war (a dynamic option in the focus tree might be useful, allowing the player to decide on which research path their country could make a breakthrough - I really hope something like this becomes a thing for many minor nations). In HoI3, this was sort of abstracted through the use of research points. A minor had to make sacrifices and focus on specific area of the military at first, but the obvious choice was always what the infantry needed, basically limiting the options further. So I'm really curious how this will be handled, waiting for the next update.
My hope is that it works something like: the minor nations will depend on collaboration with other minors to develop their tech tree. In the case of Romania, it should be their collaboration with Poland and others in the region. One works on aircraft, another on infantry and artillery advances and another on tanks and they export equipment to each other or if they join a faction, then they can share the tech as well. I'm not sure how this can be achieved since the diplomatic options are rather restrictive at the moment. Also, if the ability to develop advanced equipment depends solely on belonging to a faction at first, I hope there will be things you can do to overcome this, like grow in size and available military industry (maybe even consider the amount of resources that are exploited, if a country exploits a larger quantity of steel and oil, it should be able to then unlock a focus tree option and research the techs for a production line requiring those resources, so a minor that expands would eventually get similar options to the majors). Who knows... waiting for the update.
