So, as to give you all some more information. In September i inquired with Paradox support on the situation. Since it was still being sold and i had preordered it with the dlc i wanted to know if it was still being developed. Here the answer i got from their customer support:


I really hope that means we will still see something. Sounds at least like they´re still aiming to release something.
So they actually used the word "developers." Considering the developers have outright said- on the front page of their website - they are spending 100% of their energy moving forward on a completely different genre, they are basically admitting they have no idea what is going on.

How Paradox AND Romero have gone this long basically screwing over gamers with little to no repercussions is just plain sad.

When is the release date? It still says ‘coming soon’ on Steam. Whatever ‘coming soon’ is supposed to mean.

My bad. They switched the release date AGAIN to the "end of 2024". Last time I believe it was the "end of 2023".
 
Lawyer up and sue.
It's not worth it. Just let anyone know that PDX turned into a scummy company.
It's a shame what has been going on here. Even the marketing-talk ("I want this game to be updated as much as you and I am constantly in the ears of the deciders") has stopped. They simply don't care one bit. The game is dead and they don't want to admit it, because Sony and Microsoft would sue them and they would have to give people the money back for something they never received. This is fraud in every legal system of the world.

What disturbs me is that they're still selling it. Forever coming soon.

They need to do what CA did with Pharao. When CA realized it wasn't going to be selling the expansion for that game, they issued refunds and are giving away what was to be the first expansion. Different situation in that Paradox is the publisher, not the developer. Still they're selling an expansion pack and bundle that will never be released it seems.

TinyWiking has seemingly stopped making posts, not replying to my message asking about any more information (after 3 months of wait btw).

It seems to me, that he picked up on this post one day, decided to go ask some poor Paradox intern for info about the game, getting the wrong information, then forgetting about Empire of Sin after his failure.

As Skylax said, they don't even want to put effort into making it look like they are doing something. Goddamn scammers.

According to my limited knowledge picking up after somebody is not a simple thing. So it is interesting how they are going to handle it, and how the result will actually look like.

God I hope this is true. Would love to see this game reach full potential with a developer that actually cares about doing it right.

I'm still very much aware of this thread and I dip in here now and then to read new posts ;). I've just not replied as I've had nothing to share though what Fred told you is something I've know about for a few weeks but not been able to share publicly. But yeah, now you know exactly as much as I do and as I told you weeks ago you're not forgotten and we're committed to delivering the second DLC as promised.
 
Turns out lawyers cost much more than the money lost buying the expansion pass. The only way I see any of us getting recourse is if some game sites pick up the story and put them on blast. But if that hasn't happened by now, I doubt it ever will.
A class action against Paradox and Romeo will bring a lot of money to any lawyers corporation's table.
