I concur, in fact in my ramblings I think I mentioned that. I think manpower should definitely be doled out by events to simulate the mobilizatoin of the powers. With the exception of their starting manpower of course (which for most should not be very much).

Well I hope some of my ideas/ramblings help...maybe if I am lucky I will even get an honorable mention by Elisson somewhere. Maybe not, one can hope though.

I agree with Elisson. shadwknghtx (has a terrible name) has contributed greatly already.

As for manpower, I think we are in agreement as to how the system should work (different 'classes' of nations (1st, 2nd, 3rd... worlds) get different amounts of manpower based on percentages of population), so we need to find reasonably accurate figures for lots more nations.

I have a site in Swedish (sorry guys :( ) that has made an old encyclopedia available on the internet. It is the second edition with publishing years from 1904 to 1922 which means that I could collect some fairly accurate population numbers even for small countries. And larger countries even has population numbers for provinces.

Thats good news. It would be great, but I don't read, speak, understand, or in any way have any comprehension of Swedish. Luckily, I am assuming that you do.

I can provide figures for most countries, but it remains to be seen how reliable these will be.

Essentially, Asia will be the difficult part. I can cover Africa, Southern Europe, and South America failry well, I think.

As I said before, tying available manpower to the number of troops actuaslly raised is not a good idea. It puts an artificial limitation on the game.

This sounds like a plan to me. I shall take the numbers given by Elisson and others and begin to compile numbers based on what is said here. I shall let others write the events for the extra manpower levels (my event scripting skills are nill) but shall make notes on which nations get to go up to 20%, 15%, 10% and what those numbers will be.
 
Before I post the long list of numbers that I crunched (Whoa did that take awhile.) I have some comments about the numbers and some other stuff.

A question, was not Albania part of Ottoman Macedonia?
And what about Montenegro, part of Serbia?

I had numbers for them and crunched them, but was wondering if they should be added to other nations.

For numbers where we have colony populations I am only going to let 3% of that population be added in. I will put it in higher if someone objects. It might be good to have those countries that have large extensive colonies have the option, with an event, to introduce conscription in the colonies. Raising the total manpower from 3% to 6% in colonial territories, perhaps, with an increase of dissent of course.

The exception is the Dominions, I treated them as if they were just British home territories. However I think the manpower derived from India is too ridiculously large (around 9,500) using 3%. So I am going to use 0.25% for those colonies and 0.5% at full conscription in India (Conscription in India should definitely inspire rebellion there.) The Dutch East Indies seem to have the same problem…so I am going to use the same percentage as India. (Same as India, some revolts should definitely break out if conscription is invoked in the Dutch East Indies.)

I have included the Ottoman’s with and without Egypt. I think that before the Ottomans declare war they should get the manpower from it, but once they declare war (and Britain is allied against them) they loose that manpower base.

I used the numbers that StephenT had recommended for total manpower (3.5 & 10%, 7.5% & 15%, 10 & 20%) all convientetly listed with the manpower numbers. Feel free to disagree with what I got. For those countries with colonies I have listed total MP without any conscription, then to the left of that MP with consription in the home country only (unless listed as a dominion), and then directly below that MP with conscription in both home and colonies.

The total manpower contribution by monthly manpower would be (3%) 1222.1. Then since the game goes from Jan. 1914 to Jan. 1924? Divide that out by 120 months, yields a monthly manpower of 10.2.

If those monthly manpower rates sound good to everyone, I can post later the revised total MP for each country that substracts the 3% of the total, that is added by the monthly MP.

They sound very low. The numbers in original HoI was almost ten times higher. Maybe we should lessen starting manpower and increase those numbers?

I thought that also, but do remember that 1 Mp = 1,000 men. So if monthly manpower is 2.0, then that's 2,000 men a month; 24,000 a year, and 240,000, over ten years.

I am not opposed to increasing the numbers if needs be, but vanilla HOI never really came out and said what one MP was to compare their monthly MP to these. Besides I was under the impression that monthly MP was the amount of MP that was coming of age where they could serve in the military.

If we do need to increase it, I would guess somewhere between 5-10%.

that 1 MP is roughly around 1,000 in vanilla HOI (Man they really need to adjust the total MP for some countries then.), anyway, that 1 MP on the map (within the provinces) corresponds to around 0.1 monthly MP. So with the numbers I gave, most countries would have just 1 MP within their capital mayhaps, while the larger countries would have places with a lot more. GB for example would have twenty nine MP to distribute to their territories.

Oh and I forgot to note on the monthly MP list, that the numbers in parenthesis are optional depending on different numbers. Such as, AH, having 2.0 (2.6), the 2.0 was on the condition it was a level 2 economy, while the 2.6 was on the level 1 economy scale.
 
Well, I've made a little investigation about manpower :D :

I've started with checking some numbers in the CIA factbook. It shows some interresting numbers for each country, for instance "Military manpower - reaching military age annually (males)" and population. I've counted on it and it seems like around 1 % of the population each year reaches military age, in developing countries like India and Egypt, numbers for i.e. USA was 0,75 % and for Sweden 0,5 %. As the growth of the population during WWI probably resembles today's developing countries better that industrial countries, I'll use 1 %. This means that WWI Germany with a population of 64.925.993 would have 649.260 males reaching military age each year, this is translated to 649 manpower a year and 54 manpower each month. Of course this should be a little lower since not all of those 649.260 males are fit for service. But a number closer to 30 or 40 probably is more historical than 3.3?

Okay, that sounds fine with me. The reason why my numbers were so low is that I was taking the 3% from the total manpower that would have been drawn up (full mobilization levels), not from the total population.

Using my equation but with the full population would yield a monthly manpower of 16.2 (that is including only the population of Germany proper.).

30 to 40 sounds fine with me, but don't forget to subtract those numbers (the total that is) from the overall total manpower. We don't want to give more than we should.
 
I think that you should continue with the manpower work since you are in to it already, but maybe we should take something like 0.0000005 (5x10^-7) multiplied with the population to get the monthly manpower.

0.005 (0.5 % reaching military age each year) x 0.001 (1 mp = 1000 men) / 12 (months) = 4.16x10^-7.

This means (if using 0.0000005) that Germany proper would get 32.5 manpower per month.

And then of course lessen the total starting manpower with the number you get times the number of years the game has (not decided yet, probably 6, 8 or 10).
