Good question. Armenia, Azerbaijan, Byelorussia, Lithuania and Ukraine are the files in question which are virtually full of Shadow Ministers with no redeeming features whatsoever. I've not found any information on who ran these countries so I'll probably just have to use this site to get the bare minimimum, and if it really matters, change some of the other ministers to give them traits.

1) The don cossacs are to be a part of Ukraine, right?
2) Does Finland own Petsamo?
3) How´s the russian civil war looking?

1. I'm not sure if you need to include all those minor nations into the scenario, it will only create more confusion and thousands of "what if.." events. I would think about naming all of ukraine, transcaucasia, and south russian territories as "southern whites" and giving them lots of dissent to represent their differences.

Some notes though, 1st: what are you going to do about northern allied occupation of karelian region? Making them part of "southern whites" is going to lead to quick annexation of the north since there is literally no way the southern whites can ship resources to the north.
I think you should make independent "northern white" state which would appear in case, british, american, or italian forces decide to help the whites.

2nd: Don't have eastern whites control the ural mountains at the beginning. the ural mountains serve as a barrier for the red forces because of which they cannot advance there.

3rd: Please, change the Japanese AI when it goes to war with russia. With current AI, the declaration of war would mean gigantic amounts of japanese troops landing in ukraine and georgia. That way Soviet Russia will never win the war :rofl:

4th: this is something that will require some new tags, but will not hurt the gameplay:
If Soviet Russia finishes the war with the southern whites before 1922 (most likely it will), give independence to byelorussia, ukraine, and transcaucasia as puppets of Soviet Russia.
On April 6, 1920, if Eastern Whites have been defeated but Japanese haven't evecuated yet, give independence to Tannu Tuva and the Far Eastern Republic.
In 1922, with the evacuation of the Japanese, have a trigger - something like "formation of USSR", in which all these republics (except Tannu Tuva) will get annexed. Maybe you should give the republics a choice to refuse, but then SOV declares war.

No, part of the Russian Whites. However, the provinces in question should be part of Ukraine's national territory as well. (In other words, Ukraine will have claims on the Whites).

Also, to be historical, Rostov (province 861) should be an enclave of Soviet Russia. It probably won't last long.

2) Does Finland own Petsamo?
Not yet. It should be part of the Russian Whites' territory, but it should also be a national province of Finland. (Finland occupied it in 1920).

3) How´s the russian civil war looking?
Soviet Russia is at war with the Russian Whites. The Federation is still neutral.

They're already in the game, so why go to all the work of changing it to make it less historically realistic?

The Russian Civil War is supposed to be confusing... :)

See above. Pechenga, as it was then known, was a Russian town. Finland occupied it in 1920.

Overpowered how? Their national territory is a vast snow-covered wasteland. Although I wouldn't have a problem with more dissent-causing events.

They can build units there easily enough. As for Soviet Russia, considering they start with 10, mostly militia divisions, I don't think they'll be annexing a lot of <34 infrastructure provinces north of the Arctic Circle any time soon...

One of the two biggest centres of power for the eastern faction was the Volga basin. They can use the River Volga as a barrier easily enough.

Oh, sorry. Yes, pretty much.

If there's a conflict between that and the map I posted on page 2 of this thread go with the map, but they should be pretty much the same.
 
Also, bear in mind that for SOV, U15 and SIB, they need extra provinces added to their nationalprovinces section (over and above those detailed in revolt.txt) in the inc file, as per their set-up events:

Kornilov was an Authoritarian Democrat, but Denikin is Absolutist, so this will shift the Russian Whites' alignment.
 
A suggestion/question on the Russian factions.

Lenin acknowledged the independence of the breakaway Western fringe of the Tsarist empire (Poland, Lithuania, Finland, etc). However, the Whites still insisted that such countries should be brought back into the Empire, by force if necessary. Therefore, I think that U15 and SIB should still have naitonal province claims on those countres. Comments?

well, i understand that AI can place newly built divisions in the north region, what i don't understand is how are those divisions going to be supplied? You mean the supply line needs to be traced all the way around Europe?

As the Don Cossacs are part of the whites, this won´t happen.

Oh, and Stephen, do you mind drawing up a german OOB along the lines of Allenbys Ottoman OOB? Would make the job of interpreting your OOB MUCH easier.
