Would I be right in saying that because these ships were now serving with the Royal Navy and not the Royal Australian Navy as they did in 1914, that they had the prefix 'HMS', not 'HMAS'?

No. They were still in the RAN, just operating alongside the Royal Navy.

On 31 October 1916 she [HMAS Sydney] was temporarily attached to the 5th Battle Squadron at Scapa Flow. On 15 November she sailed for Rosyth and on arrival joined the 2nd Light Cruiser Squadron consisting of the four sister ships, HMS SOUTHAMPTON, HMS DUBLIN, HMAS MELBOURNE and HMAS SYDNEY, attached to the 2nd Battle Squadron of which HMAS AUSTRALIA was the flagship.
There are various similar quotes on the same website, but that one proves the point best. :)

Libya in 1918 - it is hard to establish exactly who owned what due to the poverty of information on the subject, but I think the above is a reasonable reflection.

In 1918 the Turks had 20,000 regulars in Libya, a comparable number of reservists with limited training as well as 40,000 reservists without training. These were under the command of Ishak Pasha, who was trying to forment the local tribes into the fighting the Italians. He was largely unsuccessful in this task because the tribes seemed to hate each other and the Turks more than the Italians. :)

I forget, did you mention the deletion of the portuguese cruiser that was beached in 1915 from the 1914 OOB? (It was the "Republica", IIRC)
 
So far I've done the British, French, US, Japanese and German naval OOBs. I haven't even got onto Italy or Austria-Hungary yet, never mind Portugal. :)

Regarding the Mutsu, I used a rule of thumb to ignore all ships completed after 1920 - which would mean they would be under construction for over two years. Since 2 years is the maximum construction time for a ship in TGW, it would be more cost-effective for the player to cancel such ships, wait a few months, then start building them again. :) For the AI, it would be an unwarranted handicap.

In reality, at least among the warring powers, such ships were basically put on hold, and completed as and when budgets allowed at a very slow pace.

Edit: plus, the Mutsu was only laid down on 1 June 1918, so shouldn't appear in the scenario anyway...

UKRAINE

The situation of the Russian Black Sea Fleet was extremely confused during this time. Based at Sevastopol, the Soviet government ordered it to sail to Novorossisk, but most ships hoisted the Ukrainian flag instead in Spring 1918. The Germans, when they made Ukraine their vassal in summer 1918, confiscated most of these ships. After Germany surrendered, the ships passed to the Entente, who gave many of them to Wrangel's White Army in 1919, scrapping the others. I'd make them Ukrainian in this scenario, but that means they'll have to be at Odessa since we're making Crimea a White province.

Were you thinking of posting which ministers should be in power for various states? Those for the former Russian Empire would be useful, as my information sources are not as comprehensive as I would like them to be in that area.

Apart from that, I will probably sort through the relevant ministers myself as I compile the country.inc files, although assistance would be very welcome. :)
 
Very well. :) I think we are fortunate that most of the minister files in question here refer to Black Shadow ministers as opposed to people in particular, as it saves us from the difficulty of completing (or starting) lists for Byelorussia, Armenia and so on.

I shall, however, concentrate on it a bit more, shortly.

But why is Spain under water though? Some type of interpretation?

Anywho, do any those Blue Shadow ministers have any special talents (i.e. Guns and Butter Doctrine, etc.), or all of them just crappy generic ministers?
