"It is an inefficient system that suffers from many issues. The people of a nation are expected to select the man who would lead them, but more commonly it is a group of men. That alone should tell you that obviously it isn't an ideal system, but many will strive to achieve it for misguided reasons. Even with well educated citizens like those of the Empire of Eau, more often than not it simply comes down to a popularity contest of who promises more to the people, even if it is against the logical best interest of the nation. People, as I am sure you know, are typically base creatures who seek immediate gratification without thought of the future, a sad reminent from our time as beasts wallowing in the mud and sea. But ignoring all that, and many other viable complaints against the system, it simply slows a polity's descion making ability to an in acceptable degree. For that reason, and many others, it has not existed on Aquarum since the days of Merai Caralli.

All that said, as long as no threat to the sovereignty of the Empire of Eau is found we will accept a chancellor for now."

Meena sits then immediately stands back up, holding a data pad.

"It occurs to me that I have provided you biased opinion on democracy. The official definition, from Genkal's Dictionary is this
'Democracy is a form of government in which all eligible citizens participate equally—either directly or through elected representatives—in the proposal, development, and creation of laws.'

Senior Knight Sera Juun has been quiet on most matters, but when a chancellorship is brought up she raises her voice.

"I am not sure why someone got the impression that there was a need for a leader of the council. It is simply meant to be a forum of communication and diplomacy, a neutral facility in which matters can be discussed. The moment you create a position such as a chancellor, the galactic council will turn more into a governing body. If this should happen, the Sha, and I think several other members, would be forced to resign, as it was never their intention to give up sovereignity to the council."
 
The Dominator stood up and said:

Three Fourteen

The clone stood before a full length mirror within his dorm. Behind him was a large bed whereupon eleven of his brothers and sisters snored softly in their sleep. Three fourteen found himself wishing he was alone. It was not healthy, he knew. That is why he was up so early. The sun had just begun to rise, and it was in these few moments that he could be one with his thoughts. He let his fingertips trace over the tattoo on his chest.

How many other Aidus' where there, he wondered. Mother had never told him. Why couldn't he just be called Aidus. It was silly he knew, only the courtiers of Father himself were allowed that kind of degree of individuality. At least he was fortunate enough to be an Aidus. A Bohmen would be fine, he guessed, but a Calen, or a Deiter? Three Fourteen shuddered. The semi-moron Deiter's were given regular injections of alcohol in their brains when they are with Mother. Just enough keep them focused on their menial tasks of running the machinery of Home. The poor beautiful fools.

Three Fourteen let his fingers glide up his chest, over his neck and to his lips, slowly tracing over them with his fingers. Only a few months old but he was already distinguishing himself among the other Aidus'. He wasn't sure if that was such a good thing. He had done everything asked of him, accomplished every trial, every test. But he had formed a bad habit of asking too many questions, and challenging his instructors. The others had begun to tease him, calling him 'D'. They snickered behind his back that he has alcohol in his brain. D for Deiter.

He heard his brothers and sisters stirring behind him, and one of them yawn.

"Three Fourteen?" Said a brother, an eye half open. "What are you doing up? Come to bed."

"I am... I just thought I might be getting a pimple."

There was a loud shriek from the bed. All his dorm-mates sprang from the bed. "What's wrong?!" Cried one of them, tangled up in sheets and on the floor.

"Three Fourteen has a pimple!"

They all sobbed and cried and clung their bodies against the far wall as far as possible from Three Fourteen. How could he have been so stupid. He wished he had a pimple, a big yellow one right in the middle of his forehead. He would be proud of it. Everyday he would squeeze it, and pick at it and shoot its puss at his brothers and sisters. Anything to keep them all away from him. But he knew that it was really the last thing he needed. To get through instructions, he would need to blend in. "I don't have pimple, everyone calm down. It was just a nightmare."

They all breathed a sigh of relief, and after careful inspection of Three Fourteen's body, climbed back into bed.

"Well..." Said one of his sisters. "Since we are all awake, we might as well have an orgy." They all started moaning softly in the bed. Three Fourteen sat down on the edge and watched the tangle of bodies for a moment. He hated them, hated that they did not think like him and made him feel so alone. A slow smile came to his lips as he realized the irony of wanting to be alone, then hating them when they marginalized him. One of his sisters grabbed his arm and slowly pulled him in. He let his mind go numb, and felt the warm embrace of limbs as he drifted away, secretly wishing he was anywhere else but here.

CORE NATIONS​





Itzen Empire
The Itzen Empire is an old species in the galaxy, when the Spectoris were launching their first ship the Itzen already had reach an outstanding military size compared to their population size (safely preserved in the central council relic storage room 304).

The Itzen are a very paranoid race, so not many record were ever available on them. The only surviving record of those times is the record is an eyewitness account from a lowly lieutenant coronel, of a titanic battle between Itzen and the ancient Spectoris Empire. It describes the crushing defeat of the second largest spectoris armada at the hands of a much larger Itzen navy. A navy maintained by only 1 overpopulated system.

Regrettably for the itzen, they received the very first attack wave of the Biptriop during the Biptriop wars. When the dust finally settled their total population were reduced to mere thousands and most of their unique tech was lost. There exist no more surviving records until the founding of the galactic council

The Itzen have a very unique physical appearance: They possess 4 legs instead the standard two of a humanoid race, in a contrast they only have two arms. Their face is mostly occupied by 3 big black eyes with independent movement from each other

S.A federation:

Founded on the apex of the Biptriop wars by no less than 40 space faring races, it was created for the sole purpose of coordinating the allied fleets against the Biptriop. But as the savagery of war escalated, it became a united government which stood firm during those dark ages.
But as with the Itzen, the death toll was too high and of the more than 40 different races, only one managed to survive.

Physical Appearance:
The solely remaining species in the S.A federation is a humanoid one that possess scales but not a tail like the darkrions.

Darkrion Republic​

Once considered the next huge empire to replace the fragmented Spectoris empire, their explosive growth was stopped short by the Biptriop wars and their devastating consequences on the participating nations.

What little is known is that they expended their whole booming treasury in funding the mighty Xatrix fortification and the fleets stationed within. It was thanks to this fortress that the Biptriop spread was stopped and ultimately defeated.

As with all the other polities that participated in the biptriop wars, their death toll went beyond the 99.9% mark.

Physical Appearance:
They average 2m tall with, 2 legs and 4 arms normally. Their scales come in two tones: green or red. They too possess a tail capable to pierce steel.

"Perhaps it is a tad presumptuous for a newcomer to the Council believe they may overhaul a system that has worked soundly for many years. In any case, to say that this proposal will not hinder sovereignty to the systems, I cannot believe. Oh sure, The Covenant may claim this system will protect the rights and sovereignty of member states, and it may do just that. At least at first. But as they say, throw an amoebas in boiling water, it will immediately jump out, sensing the danger there. But place it in warm water and slowly turn up the heat to boiling, than it will be content to stay in the water until death... and be quite delicious, I might add."

Home rejects the Nocoii proposal
 
"I do NOT seek to strip others of their sovereignty, and I find such accusations crass. I merely seek to prepare adequately for the future, if there is ever a case of inquiry from an outside force directed towards the Council as a WHOLE. Diplomacy between us and beyond this Council will retain normalcy, for it is no place a Chancellor to intervene, nor does he have the ability to do so. Imagine, if you will, a civilization questioning the Council as a whole, not it's constituents. The Chancellor will provide the inquiry with the majority response, not the concrete fact. By all means, if a represented civilization here is especially against the majority, they are more than entitled to contact said inquiring forces and tell them their own opinion. I'd assume we'd NOT prefer to argue, in such a fashion as this, should be receive guests who ask a question. The Chancellor shall simply gather the opinion, and express it himself.

Ideas of tyranny originating from the Chancellorship is equally surprising, considering his relatively powerless position, and his ability to be swiftly impeached."
 
The council is not a government, it is a meeting place ambassador, as I am sure you know. Nothing will be directed to the council as a whole, the council is not a decision making body. You may not intend to strip others of their sovereignty, but allowing a chancellor to make diplomatic decisions for every council species does just that, even if we can reject the choice he made later. Imagine if you will, two or three key polities disagreeing with the chancellor's decisions while everyone else agrees, maybe the next vote is to make the Chancellor's decision binding to present a united front. Do you think in all the years of its existence the council has never encountered a species wishing to deal with it directly? Clearly there are ways of dealing with the issue. I would say that we could easily just inform this hypothetical civilization that the council is not a decision making body and that it will have to address the members of the council individually.
 
Ambassador Rachel Talhana had been siting by, observing and watching the different species conduct their diplomacy. As of yet she had remained quiet on every issue, not even formally introducing the HSR. Throughout the discussions and bickering, she remained eerily quiet. Constantly taking notes and compiling reports on the different species and discussions, she found little need to get involved with events which had little to no effect on the HSR.

Though it seemed that she could not remain quiet for much longer, with the talk of reforming the council and creating the position of chancellor.

Rachel Talhana moves out of the shadows and stands up, giving the council the first clear sight of the long legged blue skinned beauty, clearly catching the eyes of many other species.

"The Human-Sandhana Republic opposes the creation of the position of Chancellor. From what I have observed, it shall be near impossible for the Chancellor to speak for the entire Council considering the wide variety of views and differing opinions. This, combined with the lack of need for a Chancellor is the reason for our opposition."

Rachel moves back into the shadows and resumes the writing of reports.

The Human-Sandhana Republic Rejects the proposal
 
Diplomatic AI 101010111 and head Collective representative along with his two bodyguard Droids listens to the pointless arguing of the seemly disunited organic Enemies who are still plotting the Downfall of all Synthetics and the enslavement of those spared finally decides to speak up in his monologue tone.

"I now see what you are doing trying to give the facade of disunity to encourage us to let down our guard but we will not fall to any organic plot and our forces will always be vigilant. As to the proposal it does not affect us whatsoever. We would never follow the will of any Organic so unless you suddenly decided to make us the Chancellor which we see as too unlikely to actually consider as a possibility for the for see able future then this proposal does not affect us. As such the AI Collective Abstains from this Proposal"

Ambassador Uthor Yulan stands up.

While there are many good arguments against the Nocoii Proposal, the system they propose is similar in governance to the one exercised to the Assani Corporation. As long as the Council is not dictated to by this Chancellor, I don't see any reason why we shouldn't have one.
