0.3 would mean that there were no Allied troops at all to defend East Africa or the Congo, so the Germans in East Africa could go on a conquering spree. For gameplay reasons if nothing else I'd set the cap at 0.25.

We might also need to consider putting garrisons in key strategic points like Gibraltar and Singapore for the AI's benefit, even though historically the garrision of these places was only 0.16 division.

.3 was just a number I made up. .25 works fine. The idea is to get rid of the huge numbers of easily reinforceable divisions across the world.

Well, I do speak German, :p at least in terms of the German military language. :D

I've used http://www.tulip.org/academy/gew/ddrob.htm and to some degree http://www.users.hunterlink.net.au/~maampo/militaer/milindex.html and last but not least, my knowledge of your language to translate this to German. If you have better sources, sure, go ahead and make a better OOB, if you "only" mean that you would like to help and translate, it could wait until the first alpha version. :)

Drawing back on the British troops in India, the 'princely armies' which were volunteered into service were called: Imperial Service Troops and were formed into brigades. They could appear as .3/.25 strength militia divisions.

As an aside, I would downgrade forces as fractions of a divisionh to militia becuase they are isolated battalions which are without proper artillery, staff and other supporting arms which combine to make a division far more than the sum of its rifle strength.

Alternatively they could be a regular infantry which needed to be upgraded to have the equivalent stats of a standard brigade, perhaps being a tech level below the standard, much as the Austrian armies are with Germany after the Anschluss. This would mean that with investment, in heavy weapons and such like they can be brought up to scratch, becuase their infantry is just as good.
 
If we can code it, then I'd suggest your second option - a lot of the British troops in the colonies were reinforced (or combined) up to division strength and brought back to Europe to fight in Flanders. However, having to upgrade their tech first is a good idea.

I agree, they were good infantry, but obviuously the absence of heavy equipment is a severe hindrance.

They were being built in British shipyards, and someone made an interesting post in the events section concerning their seizure by the Admiralty. If they are put in the Turkish construction list, when they are completed, the player will be forced to comission them in Turkish shores, which, considering the background to the situation would hardly be realistic.

It may not seem important enough to make as an event but I think special attention should be made to what happened.

The Montenegran navy consisted of the Royal Yacht Rumija, which was armed, but doesn't exactly merit a unit of its own in HoI :)

As previously explained, Switzerland, Luxemburg and Serbia didn't have navies...

Neither did the Vatican. :D (though in previous centuries, the Pope's navy under Admiral Colonna did defeat the Ottomans... Those days were gone by 1914, sadly.)

i agree, I have been thinking about Turkish entry to the war in terms of a event chain. One which would include the Geoben and Breslau and the formation of the Yilderim force. I envisage mistily, a series of events with some potential for variation.
 
I don't believe the Turkish had much room for manoeuvre.

Alliance with Britain would have been virtually impossible because of the Russian Empire's continual desire for ownership of the Bosporus and Constantinople. Great Britain was effectively appeasing Russia so that pressure on Central Asia could be reduced, but certainly with a great deal of reluctance, as the neutrality of the Bosporus straits was the central theme to British foreign policy in the 19th century. Given the continual antagonism between the Russian and Ottoman Empires, any situation with the two alongside each other would be rather miraculous.

Considering the large German business interest in Turkey, including the Berlin-Baghdad railway and the infamous visit of the Kaiser to Jerusalem in 1898, I would suggest that this situation is evented so that if Turkey is to join any alliance at all, it is almost certain that the player is compelled to join the Central Powers or stay neutral.
 
Actually, as stated in Fromkin's A Peace to End All Peace, the Ottoman Empire could have gone either way; it chose Germany because it was able to gain massive concessions from the Germans which it would not have been able to find with the Allies.
 
Indeed, I've read the book, but still came to the conclusion that Turkey was most certain to join the Central Powers, even though Turkey had been an ally of Great Britain throughout much of the 19th century.
