Spain was a wasteland after the civil war and facing mass starvation. Why do you think Franco was so desperate to keep out of the Axis? So he would not be blockaded by the Allies and could still import food.
edit : Germany could barley feed itself let alone Spain as well.... unfortunately, the AoD economic model completely ignores the importance of food as a geopolitical resource.
even the implemented resources are not valued as they should be, as strategic objectives
combined with leaving out some real world restraints, that makes some moves more dubious
eg ger taking norway to prevent to allies from doing it
in game, uk would not try to seize the swedish iron to prevent it from being traded to germany
or the importance of an ice free port to transport it is not simulated
although those were essential reasons for many real world operations
something else:
imho the naval part needs some balancing, specifically the sub vs surface part
