I get your point, however in general you don't make a contract with the manufacturer but with the retailer.
Good ol' car analogy:
When you bought a Dodge from a retailer in - let's say - Paris, France, you won't go to Michigan if the car breaks down but to your retailer in France.
You can't really blame Dodge if that retailer is slow in processing your case.
Now we have the situation which would be best described as a recall if we stick to our Dodge example. So Dodge made the decision to recall their cars due to some problem and to refit some parts so they work properly. The actual refit then again is done by the retailer in France, not Dodge in Michigan. Dodge from Michigan only provides the parts.
For all we can tell PDX/CO provided the "parts", ie the patch, to all retailers. Valve made the rollout; MS, for whatever reasons, didn't.
I won't say that there aren't some reasons in the contracts between PDX/CO and MS that lead to that delay, I honestly don't know, but giving all the blame to PDX/CO seems to be a bit misguided.
