It's not a mod but a beta of the next official patch. And the checksum is in the thread title.

You should only ever install betas over a copy of your game, not over the real installation. So copy your whole Rome directory structure to somewhere new like c:\games\rome-beta\ . Then you have to download and extract the beta file, say to your desktop or MyDocuments directory. Then drag'n'drop the whole beta directory structure over your /rome-beta/ copy so that each new file and directory overwrites the older ones. Run it by manually double-clicking on rome.exe in that new folder.
 
I noticed on this patch that there is one problem. Specifically, while the senate always has 99 members, the is always 0 in each faction, leading to 0/99 faction opinion for everything. This means nothing can get past the senate and thus nothing can get done. How can this be remedied?

Find your Rome install folder. Copy its entire contents, files and folders, to a new place like c:\rome-beta\ . Download that beta patch and extract it to that same folder if you can, otherwise elsewhere then drag'n'drop it over that folder, so that all its files overwrite the older files there. Then find c:\rome-beta\map\cache\ and delete that whole folder. Then you can just run rome.exe

I don't know where I saw it, I'm trying to PLay ROA with this as well; and can't remember where I saw that changing ideas from the same tree "military idea for another military idea" doesn't incur a stability penalty of giant -3. I have the 2.36 b and c. And one of my backup folders I noticed that I could change between economic ideas without penalty...so I was confused, I tried to figure it out and was unsure.

I believe somewhere someone mentioned it was the patches.

I tried installing the 2.36c on my steam version. But the ideas still take -3 stability penalty. What am I doing wrong, please help me.
