An admin ruler can have feudal and clan vassals, right? But can a feudal ruler have admin vassals? Or are they automatically transformed to feudal?
They are transformed, but I think the transformation depends on their circumstances. city capital = republic, church capital = theocracy, islamic religion/historical clan culture = clan, rest = feudal.

Is it intended for Admin Kingdoms under an Empire to be able to change the Province Admin of their Themes?

Was trying to figure out if I need to change how I conquer/make kingdoms at least until I can get war declaration banned. As admin Kingdoms can change their duchy admin for wars which I as the Emperor can do nothing about

I haven't encountered this personally. Are you running any mods?

There are also ways to go for more specific artefacts (unless these are bugged for you too). If you are king/queen or higher, than you should have access to the court artificer court position. To fill this position, you'd need someone at court who has already had an inspiration in their lifetime. If you don't have one, you could try to marry one of your courties to an "inspired" character to get them to your court. Why I'm mentioning this: Court artificers have court tasks that allow you to go for future inspirations of a certain type. You could for example tell them to only seek inspirations of weapons, armor and artefacts from adventuring. Could be interesting to see if these work as intended in your case. If you have a court antiquarian, you also have access to a decision that allows you to commision specific artefacts like a weapon. Those will usually of lower quality than inspirations, but the decision gives you a lot more control over what artefacts you want made.

I beleive this artificier task is part of the Royal Court DLC if I'm not mistaken :/
