At what time is the game gonna be released, just checked Steam and not able to dowload yet.

Well I just noticed my steam says about 18 hours. So looks like around noon my time tomorrow.
It looks like noon tomorrow for steam, unfortunately that is also when I have class so I won't even be able to start it loading up before I go to class so no game for me until 4.
Will there be a pre-download before it unlocks?
I imagine there won't be, but it'd be nice. The game will unlock during my free time, but my internet isn't very fast so the download will probably take awhile for me.

If you have Steam you an always download the game through Steam Mobile so by the time you get home it will be already downloaded on your PC.
Games on Steam unlock mostly around 10am PDT or 6pm GMT, unless set otherwise by the Publisher / Developer. Skyrim as example was a midnight release in each region, so EU got it first

Incorrect: New Zealand and Australia got it first. the yarrr-shiver-me-timbers fora were hilarious last year when Skyrim got released
The scheduled release is about 19.00 GMT+1 (Stockholm, Paradox time) that is 1.00 pm EST (Seattle, Steam time).
Actually, due to summer time, Stockholm is currently in GMT+2.
