Yes, Steam is basically punishing who pre-ordered the game.

My steam can't connect to the steam network, while I have got excellent internet right now.
Edit: Worked 5 seconds after
Steam is having issue with login, I had to wait for 5 min befor it logged in. So if you're on a sub par connection, you might have trouble getting in at all atm.
so, i got it to connect. downlaod speed - 101kbps. intenret is also crap again.

I restarted my computer, and then right away steam started downloading the game.
