Any ideology can resort to extreme measures with the right justifications.

By reverting them to presapients, they aren't killing, the former empire will be allowed to live out its existence in blissful ignorance. Not only does this end unnecessary violence (they are animals now and will only do what is natural), but it also doesn't harm them, at least in a way they'll be able to understand.

Even the most righteous cause can be subverted by corruption and extremism. At the risk of sounding a bit preachy, there is no such thing as a fundamentally moral ideology.

Actions, not ideals are what determines virtue and vice.

There were also notes of environmentalism taken to an extreme. I tried to get all basic resources (from planets anyway) from rangers and move all industry into space. One of my favorites was to turn an entire planet into a nature reserve, then build out an orbital ring with habitat modules and make those reserves too to represent the only sapient presence other than rangers being on the ring. Other sapient species obviously did not share this extreme reverence for nature and thus needed to become part of it.

This is a tad off topic though, so I won't elaborate any further.

Yes, but they are using some extreme methods of aggression, which is very not pacifists. Global pacifier is the thing I can somehow agree with since it only removes whole planets from conflict, but devolution beam allows for conquering those planets.

Antinatalists take it one step further. They fight against the death of humans by not giving birth to more humans.

Yes. If we ignore lot of other animals, then yes.
Like Hippos that kills just because. They don't even need to practice their skills since they are herbivores.
