Hell the Templar king of France looks confused as well.

My guess is that someone reformed to feudal in those provinces, but then a tribal polity conquered the area and constructed new tribal holdings.
I've seen plenty of Nomads subjugating numerous places, but this one simply takes the cake as they invaded the Abbasids with 7k men...
