In EU Siege System this is about the enemy surrendering. It clearly says that. "Surrender Chance".
So I can not really make sense of what you just wrote.

1. "Enemy will surrender when X + Y - Z + 1d10 will give at least 14"
2. "We have 14, enemy had surrender"
3. "But who cares, just continue the fun! Enemy yet has a chance to not surrender"

I can not make sense of it figuratively or literally.
So specififying wich of the two it is does not really help.

EDIT: Went through my GeForce Experience and optimized it... Now its fixed wtf

Probably just GeForce being GeForce.
 
Still is exceptionally weird for a brown dwarf to support a Gaia.

I'd actually love to see brown dwarves spawn as special systems (like pulsars and neutrons), with a very small chance of having habitable planets.

But yeah, definitely not the kind of place you'd expect to find a Gaia world. Nor would a stellar devourer be likely to take interest in one. :p

Deposits taht are only supposed to be script-spawned onto habitats sometimes appear on planets at random. Another example is Zro deposits.

Funny exploit - enigmatic cache jumps between 2 of my systems and gives XP everytime. Send my whole and they are fighting without remorse. They aren't even able to retreat or move because of constant bait and switch.

Doing an easygoing achievment run on Cadet (waiting for 2.3.2). Driven Assimilator got vassalized after he lost a war. That game is so weird I was able to get 6 Protectorates from 12 empires total (Medium Galaxy). Half of the map belongs to me without even one war. Is that a bug that Driven Assimilator can be vassalized?

Nope. Assimilators are not genocidal, just very unpopular. Think less Exterminator and more Barbaric Despoiler.

This is a bug in the planet creation. So any fix woulld require a enw savegame once it has happened.
But it should be fixed in 2.3.2 beta:
"* Habitat specific orbital deposits should no longer rarely appear on non-habitats"
