My first day in my new job: Chief Historian for United Earth. This is it, the position I have worked for ever since I looked at a picture book that told of the past. What could be more fascinating than to record the events so that those in the future can understand what made their present?

My dream job, but one with that will take all my energy. So much data is generated across the planet and our two colonies. Storage is not an issue, but retrieval is. How will those in the future know what is important to us? What influenced our decisions?

I have decided to keep a personal record of what seems most relevant to those of us in government. Historians can use it or ignore it, but it may give them a start on where to look.

The Solar system: all humanity lives within its bounds

At the beginning of 2150, humanity is still confined to the solar system, even if we have a star base in the Alpha Centauri system. Most of us live on Earth, which is, as one might expect, self-sufficient. About a billion people live on Luna, which mines plenty of minerals, but needs everything else to be shipped from Earth. Mars has about 3 billion inhabitants, but specialises in generating knowledge of how society works. So it too is dependent on regular supply deliveries.

We have been contacted by some other space going races, but both the Vulcans and Tellarites seem friendly. The Klingons seem a bit more antagonistic, but still have made no threatening moves.

Our Prime Minister is Nathan Samuels, a man of principle, with Mario Galvano as both Minister of Defence and Sector Leader. Head of Research is Sota Suzuki, who at just 26 is 17 years younger than his fellow Ministers. The Minister of State, only appointed today, is the veteran Maxwell Forrest.

An Emmette Class frigate: far too slow but the best we have

We have four Emmette Class Frigates that form the 1st Fleet. While there are no current threats it is good to know that “Badger”, “Dervish”, “Bloodhound” and “Crazy Horse” are up there in space, keeping a watchful eye out.

Our other spaceships are the Construction Ship “Volga” and the Science Ship “Franklin”, both of which are waiting for orders.

The only other matters of note are that our scientists are at work on three projects that have been selected by the government as most critical. Our engineers are developing a method of processing synthetic dilithium. That resource is essential for all space flight, and although we have ample stocks for now, who knows what future requirements may be? An Optical Computer will be the basis for a variety of tasks, and vital for future computer studies. Every top flight physicist we have is dedicated to the task of its construction. Finally, our knowledge of the universe and its inhabitants is limited. Starfleet needs both a intelligence network and a command centre and it must work seamlessly with government. That will be the job of our experts in society and how it operates.

Dilithium: essential for faster than light travel using matter/antimatter power systems

With billions of others I watched as the Prime Minister ceremonially pressed a button that sent the “Franklin” into the unknown – to Sirius. Nowhere near as many watched as the same day the “Volga” left for the moon Nykos in the Alpha Centauri A system, but in its own way it was just as momentous. For the first time we will attempt to extract resources from another solar system and sent them back to Earth!

A bit of diplomatic chaos today. Only moments after a message from the Vulcans asking if they could establish an embassy on Earth (to which we quickly agreed) we received a short transmission from the Klingons. They have closed their borders to our vessels and warn of severe consequences should any of our ships transgress. They are far away however, and we have no intention of breaching their restrictions.

I have heard whispers about a secret project know only as “NX”. Despite my protests that all records must be lodged in the archives, I have made no headway in obtaining any information about it. Now it has been announced publicly. We are developing a Faster-than-Light spacecraft capable of Warp 5, compared to the Warp 2 of our current ships! Commander Forrest has been running the project, and has publicly stated that the first ship should be ready in 8-10 months! A great date for humanity’s expansion into the universe.

The economy is creaking under the strain of maintaining our two colonies, but the government has taken the view that we must explore as much of the galaxy as we can: other races may be already eyeing systems close to Sol. Funds to build a new science ship have been approved and the Earth Spacedock is already at work.

We have known of the Tellarite Technocracy through the Vulcans, though we have had no direct contact. They are located on the opposite side of Sol to the Vulcans and the Klingons and have guaranteed the independence of the Vulcans. Do they know something we do not?

Sota Suzuki called a press conference today to announce that his sociology department has successfully designed a functioning bureaucracy for the new Starfleet Intelligence Unit. After numerous questions he admitted that there are no plans at the moment to construct an actual building for it: while expense is one consideration, lack of staff is the most pressing. There are far too many vacant jobs on Earth already, and hundreds of millions leave for the colonies every year. He did advise that the next project was to improve the Mind Training for Leadership program.

More celebrations and fanfare for the launch of our second science ship, the “Orizuka”. The promising Bi Hu, already recognised for her careful attitude in command, will be its captain.

Although there was no public celebration, the news that the “Volga” had successfully built a mining station above Nykos was a cause for delight in the administration. It won’t be long before minerals from light years away are being used in manufacture and construction throughout United Earth. The intention of the Prime Minister is to build a network of colonies, mining stations and research facilities through known space, and we lack the resources here on Earth to do it. This first mining station is the first step on our expansion to the starts.

No parties for the crew of the “Volga” however: they are already on their way to build a Research Station in orbit of the gas giant Behemoth.

Perhaps triggered by the activity on the nearby planet, we have been contacted by the inhabitants of Al Rijil, one of the outer planets of the Alpha Centauri A system. (It is, on fact, almost equally distant from Alpha Centauri B). The Centaurians have limited space travel but have elected to remain on their own planet, at least for now. We have asked permission to send a scientific team and they have agreed. Captain Hu is on her first mission!

With the “Orizuka” above Al Rijil, Captain Hu has been asked to attend a “Knowledge Conference”. Of course permission was granted immediately: we are keen to strengthen our relationship with our closest neighbours.

Almost at the end of the year, with the budget already in deficit, the Minister of State, Maxwell Forest, has asked (almost demanded in fact) more funds for the NX Project. While it will badly affect the level of unity in the government, extra funds and supplies have been allocated. The government is as one: we must be able to travel faster into the galaxy.

I'm not overly familiar with Star Trek, but this will be fun anyway.

The author will of course be bound by all rules, especially those to do with First Contact. Whether boldness will form part of the plan depends on how things go. Cravenly sneaking around is always a possibility.

While gobsmacked that any person on Earth is not completely familiar with Star Trek in all its varieties, I feel confident in stating that United Earth intends to do all it can to be a full contributor to the galactic community. Whether that will be peaceful or not depends on them!

(This is my first attempt at playing the Star Trek mod and so I have no idea what happens. I hope Earth does not end up as a Klingon ducal inheritance).

The Vulcans are showing they want a closer relationship: today the Prime Minister signed into law a Research Agreement with them. The Vulcans are more advanced than us and the agreement should benefit us greatly. Not that we are helpless: today Science Minister revealed our first optical computer and our first synthetic dilithium plant opened. Emphasis is to be given to stronger and faster space craft, with work on both the Yoyodyne Pulse Antimatter Intermix Reactor and Titanium Hulls.

That did not detract from the tremendous sense of achievement felt when the NX01 Enterprise was ready to take its first mission: to survey Barnard’s Star, a nearby Red Dwarf. An extremely talented Starfleet officer, Jonathan Archer, has been chosen to be its commander. (He has also replaced Sota Suzuki as Head of Research). It is hard to know where to start with a list of Captain Archer’s qualities: heroic, resilient, already a veteran captain. A worthy occupant of Starfleet’s most sought-after position.

His appointment however has revealed a problem. We have so many leaders each running their own agendas that humanity’s unity is being forgotten. Within months it will cause serious division, not to mention that want to increase unity so that new traditions can be introduced. It was Mario Galvano, who not only is the Minister of Defence but also Governor to Earth, who suggested a short-term fix. We would construct a “Heroic Landmark” on Earth to boost unity. Every worker on the planet would feel just a little more part of the whole. The cost was reasonable and Earth had building capacity, so the Council had no problem in signing off. I did note however that a more practicable addition was made to the Bill authorising the spending. The next project on Earth is to be an alloy manufacturing plant. Building spacecraft requires a lot of specialty metals.

Vulcan diplomats have been busy. Only a few weeks ago United Earth agreed to a Commercial Pact, and now there have been successful talks about a Migration Treaty! United Earth has a firm ally in its quest to become a galactic rather than a solar entity.

The public was not focussed on diplomatic agreements, particularly as any migration is likely to be minimal. There was another milestone to celebrate: our first Research Station outside the Solar System. Behemoth, the largest planet in the Alpha Centauri A system, will start to reveal its secrets, providing knowledge that will assist in engineering projects. “Volga” is off to the star itself to construct an energy collection station.

After a period where all events were, if not predictable, at least routine, an unexpected invitation from the Vulcans. Would we like to send a ship on a cultural mission, to visit the monastery on the planet P’Jem? The planet orbits Luyten’s star and is in the closest part of Vulcan space to us. Needless to say the Council was unanimous that such an invitation could not be rejected. The more we learn about our allies the better. All three of our Science ships are engaged on missions, but the first available would be sent.

Bi Hu’s “Knowledge Conference” on Al Rijil has ended, and she reported gaining a lot of experience. The “Orizuka” was ordered to complete its survey of the Alpha Centauri system and then immediately set off for P’Jem. It will take a fair while, but it is thought that returning to Earth to upgrade the ship would take longer.

For some reason that our diplomats cannot understand, the Tellarites have withdrawn their guarantee of Vulcan independence. Is this because of some disagreement? Have they come under pressure from a third party? No-one knows.

We have another mystery to solve, one that is more likely to be solved. The “Franklin” while making its way through the Sirius system, has reported some abnormalities in the data coming from one of the planets. Commander Suzuki has been permitted to investigate further.

Most of the council members have been extremely busy, but the Prime Minister has insisted that a decision needs to be made on the future: what should be our overriding gaol for the next decade? Given the falling unity that is creating tension, all agreed that “Evolving Society” should be central to all activities.

Jonathan Archer was modest when he announced that the Yoyodyne Reactor project had been successfully completed and that Starfleet would now incorporate the YPS Warp Engine in all its ships. There is no doubt however that his skill contributed to the early completion of this task. Although there is great enthusiasm for more ship development, officials in charge of migration policy have been able to convince the Council that a Commercial Lateral Vector Transporter would do wonders for the economies of the colonies, giving our citizens more incentive to migrate. Medical personnel have also been lobbying: with the “Mind Training Leadership” package ready for implementation, research in to the properties of Cordrazine is to be commenced. The pharmaceutical benefits are said to be impressive, and it should lead to new commercial production.

Another day, another milestone. The construction contracts have been signed, the advertisements seeking those willing to be new settlers posted on all media. Our first colony ship, the “Byzantium”, will be ready to launch by 2153/02.

Once again Starfleet has been outmanoeuvred. While our new ships will have titanium hulls, the engineers responsible for colony development have gained approval for a study of Buttress Core Support Hubs in the design of planetary districts.

More important matters concerned the performance of the bureaucracy: due to blunders at the highest level, the Council has failed to issue edicts that would have greatly boosted performance. It is believed that the existence of the special fund was overlooked. Those responsible have been demoted and sent to the colonies to work on routine administrative duties, while edict have been hastily enacted to start Educational Reforms and Research Grants.

Commander Suzuki reported from the Sirius system that the source of the abnormal readings has been identified. It is a capsule, apparently of human design but very ancient, in orbit around the planet. How should he proceed? Starfleet’s reply was just two words: “With Caution”.

With so much going on, the report that “Volga” has finished its work on the station orbiting Alpha Centauri A attracted little attention. It is heading for Montana B in the nearby Alpha Centauri B system. The planet is geo-active and a good source of energy.

Great excitement! We have made First Contact with an unknown species of intelligent life in the Ross 164 system! (Well, unknown to us at least). One of our best young diplomats, Gustavo Giordano, has been appointed Envoy and sent to handle the relationship according to the procedures laid out in the Starfleet manual. For now they will be referred to as the "Iota Aliens", until a more appropriate name is obtained.

Those engineers on “Volga” take their work seriously. The new mining station is up and running and the ship is heading back to earth to tap into the duranium resources on the asteroid “Houmea”.

It is with some regret that AG Robinson has been dismissed. He has done nothing wrong, but the constant reduction in unity means that cuts must be made in government positions, and there are more essential staff than him. Hopefully he will find employment in the private sector which is doing well with all the economic activity generated by our space program. And of course, the burst of construction on the colonies following the introduction of Lateral Vector Transports. Starfleet at last gets priority on the list of projects: its crews have long wanted Subspace Differential Sensors. Within a year they will have them.

The “Franklin” has reported that the capsule it had found in the Sirius system had a decaying orbit and had started to speed up. It was likely to crash into the planet in a very short time. Commander Suzuki had, on his own initiative, used his ship’s grappling equipment to pull the capsule aboard. Several frozen human beings were found, and the ship’s medical officers were able to revive the survivors. They have been aboard the capsule for some centuries but are completely unharmed. Steps are being taken to transport them to Earth, but already significant gains have been made in our knowledge of society in the past.

Just letting you know that I've just started reading this new one and it shows immediate promise. However, my time on the forum is limited at the moment, so I will catch up with the second chapter and subsequent chapters a bit later. Of course, Star Trek easily mesmerizes me, so this was an easy one to jump into.

(This is my first attempt at playing the Star Trek mod and so I have no idea what happens. I hope Earth does not end up as a Klingon ducal inheritance).
Interested to see how this develops and how you like this mod. I did purchase (I must admit) the "Star Trek: Infinite" game. However, due to all the bugs and crashes, I uninstalled and have not gone back to it since its release. Now that Paradox walked away from that release, this mod and your AAR have my attention. Looking forward to what comes of your exploration.

By the way, any debates about how to apply the prime directive to the Centaurians?

What a day! I think every media channel has been running the same story all day: mankind’s first attempt to begin a colony in another solar system! No longer bound to the fate of one star, humanity will truly be a stellar race. I have lost count of the number of holograph interviews with colonists, crew and officials. At one point I wondered if the “Byzantium” would ever get to leave Earth Spacedock due to the number of news drones and sundry spectator vessels. But it did manage to manoeuvre itself out and head to the edge of the solar system to engage warp drive. It will be a long trip to the Alpha Centauri A system, but soon Centauri Prime will join Luna and Mars as a space colony.

The hopes and dreams of humanity travel with the colony ship “Byzantium”

The timing of the completion of the research program into the properties of Cordrazine was unfortunate. There was hardly a mention of what was a critical advance in pharmaceuticals. A pity that the hard work of thousands of dedicated scientists was overlooked, but what can you do? The public can only fixate on one thing at a time. Perhaps by the time the next big sociological project is ready to be announced it will be a news-poor day. Or perhaps xeno-archaeology will be the latest topic to grab the public interest.

Commander Bi Hu and the “Orizuka” have arrived at the Vulcan planet T’Jem and have taken up residence at the monastery. Although everything appears fine on the surface, Commander Hu has sent a coded message to Starfleet command that she feels something is not right. She is particularly concerned that T’Kosh, an elder of the temple community, seems anxious to see the “Orizuka” and its crew leave. She has decided to investigate further. Given her reputation as being careful as well as dedicated, Starfleet has approved her decision.

The Council has been gathered to hear the disturbing news from the “Orizuka”. The Chief Officer has reported that Command Hu discovered armed Andorians had taken over the temple and were holding the monks hostage while the Andorians searched for equipment which was being used by the Vulcan High Command to scan Andorian space. Although co-operating, Commander Hu and the away crew were locked up after being shown the carefully hidden spy room. Only with the assistance of T’Kosh were they able to get a message to the ship in orbit above the planet. The Chief Officer sought guidance on how to act.

The Prime Minister tended towards a “wait and see” policy, but the other councillors (as well as Starfleet Command) were adamant: we could not back down. A rescue attempt was ordered.

Devastating news from the “Orizuka”. The rescue attempt failed and the Andorians, furious and claiming that United Earth was in league with the Vulcans to destroy the Andorian Empire, boarded our ship. Fighting continued for some time. Even though the Andorians were heavily outnumbered, they fought desperately. Only in the last minutes was it realised that the invaders had a plan: they had been pushing towards the drive chambers. The last message from the Chief Officer was frantic. “We cannot get in to stop them. We can see them placing explosive charges on the dilithium containers, the doors are welded shut ….”

After that silence. No signals from the “Orizuka” have been received, and deep space scanners have located a debris field at the last known location. The Vulcans report that the temple has been destroyed, but that the bodies of Bi Hu and the away team have been located and will be handed over to the United Earth embassy, accompanied by apologies and promises to apprehend and punish all involved in the illegal spy program.

When news of the Vulcan’s perfidity and the loss of the “Orizuka” and its crew was released to the general publuc, popular opinion swung against the Vulcans and towards the Andorians, even though it was they who were responsible for the destruction of the Science Ship. As a direct result, United Earth has entered into a Commercial Pact with the Andorian Empire.

It was perhaps apposite that after the Vulcan subterfuge that we finalised our own new security technology, Subspace Differential Sensors. While welcome, our prime need at the moment is energy and resources, and all efforts have been turned to Mass Scale Matter Enrichment.

Not everyone is angry with the Vulcans. The Tellarite Technocracy agreed to a Research sharing agreement, but within days we had offered the same arrangement to the Andorians. Not so much because we needed it, but to show the Vulcans that we had not forgotten their behaviour.

“Volga” has finished its work in the asteroid belt, and a stream of duranium is being shuttled to Earth. The construction ship is making its way to the Spacedock for an upgrade.

Calls on our mining and energy resources have calmed a little, though the loss of a Science Ship was a heavy blow. Regardless, both Mars and Luna colonies have been successful in their applications for Domed Cities to be constructed.

The recent events on P’Jem have led to an emphasis on security, and this has been reflected in the direction of our scientific research. While Xeno-archaelogy will interest many of our historians, a Global Defence Initiative is more practical in protecting our citizens from harm. The Buttressed Core Hub project will no doubt give our colonies a more solid structure, but developing Shuttlepods will allow us to transport our space crews more safely.

Unity, or rather a still falling unity, is dominating discussions at the highest level. Calls for money and resources come from every sector of government, but the Council has decided that the priority is to construct an Orbital Museum on Earth Spacedock. While building a museum to house items of cultural heritage in orbit of Earth may seem an expensive method of preserving such items, symbolically it shows that we are one. At least that is the hope.

As we build to preserve the past, the future may be getting clearer. Gustavo Giordano, our envoy to the “Iota Aliens”, has forwarded a huge amount of data he received from them. It is comprised of audio and visual data which he believes will assist us in interpreting their language and communications.

Economics is like a “ball and chain” according to Starfleet Command and many of our more entrepreneurial citizens. There is not much that can be done however. There is no point building facilities to increase our economy if there are not enough people to operate them. The only construction project approved so far this year (other than the expensive Orbital Museum” is an education district on Earth.

After months of scrimping and saving, the Treasury purse strings have been loosened. Another colony ship is to be constructed and sent to the Alpha Centauri A system, even though the first colony is not yet up and running. That has emptied the coffers – there will be no more big ticket items this year.

That will disappoint those researchers who have been working on the Mass Scale Fabricator. Envoy Giordano reports success! We have had a major breakthrough in our dealings with the “Iota Aliens”. They call themselves the Xyrillian Democratic Alliance and while we are not sure of where their home systems are located, they declare themselves as being friendly. They have asked permission to establish an embassy and this has been granted. The announcement of this news has greatly increased our influence with other space going races, and, if we had the resources, we could increase our rate of expansion.

With a Global Defence Initiative, we can now have a professional force of ground troops to defend Earth, if we can ever afford to build the training, administration and bunker networks. And the Shuttlepod should keep our space crews a little bit safer, as long as the enemy doesn’t blow up the entire ship. Did my silent cry last year have an effect? It would seem unlikely, but I note in the latest list of approved expenditure that both Luna and Mars colonies are to have Fusion Reactors built, rendering them less dependent on Earth for energy supplies. Energy is as good as cash, so that explains why Treasury is a little more relaxed. It has signed off on a headquarters for Starfleet Intelligence. A big investment, but something that has seized the public imagination. Everyone seems to think it a wonderful idea.

Our relationship with the Andorian Empire is growing stronger by the day. We have been asked to act on their behalf in a dispute with the Terrarite Technocracy, a dispute that could lead to outright warfare. At the moment we only have their side of the story, but it seems that some time ago, when the Tellarites were setting up their government, the Andorians lent the colAndor Scrolls to the fledgling administration. These scrolls are an integral part of Andor’s history, and set out the basic of a moral government. Apparently the Tellarites now claim that the scrolls were a present and refuse to return them.

The potential gains from carrying out such delicate negotiations are enormous. The Minister of Defence, Mario Galvani, is nervous however. Failure could easily lead to United Earth becoming embroiled in a war between two empires, a war we are in no condition to undertake. Nevertheless, the Council has agreed to get involved.

At least we have the opportunity to install Defensive Force Shields in our ships, should our efforts lead to hostilities. The Council has bowed to those who want “pure” science for the next project: a theoretical study of Advanced Quantum Theory.

It looks as though our diplomatic skills are better than I had thought. While neither side is happy, the compromise we negotiated has averted potential conflict. The Tellarites refused outright to allow the scrolls to leave their planet, but they have conceded that they bear some fault. They will pay for and construct a building appropriate for such holy relics, will allow free access to all Andorians who wish to see or study the scrolls, and will pay substantial compensation. In addition, they will make a symbolic admission of guilt.

The Andorians have admitted privately that this is far better than they expected, and that they were terrified that such religiously venerated objects could be seen to be the cause of war. Our negotiators did not get a parade for their efforts, but the administration has let them know that their careers are about to really take off.

Captain Archer has at last completed the survey of Barnard’s Star. I know he has a great reputation, but the “Enterprise” is our best and fastest ship, and Barnard’s Star is not all that far away and only has five planets. How long can it take to carry out a survey? Some of the older members of Starfleet who were overlooked when Captain Archer won the prize of commanding “Enterprise” are muttering about “inexperienced young pups” but they are a minority. I do wonder however how long it will take to chart the galaxy if one Class M star system takes this long.

In any case, the “Enterprise” is already on its way to Wolf 424, while “Volga” has orders to construct an outpost near Barnard’s Star and then to proceed to build a research station: the star has some interesting physical properties worth studying.

Coincidentally, as those ships headed out of the Solar System, so did another ship: the colony ship “Olympus”, bound for Kolmyi in the Alpha Centauri A system. Not as big a send off as for the “Byzantium” 16 months ago, but still a day of celebration world-wide.

Also the day that we claimed “Space Superiority”. A grandiose name, when all it really means is that we can install some special components on our space craft. I think that the work on an improved Planetary Administration will be of more use.

After a period of some galactic tension following the discovery of the Vulcan spy station and the colAndor Scrolls dispute, things have calmed down. The signing of a Vulcan-Tellarite non-aggression agreement is just an outward manifestation of the peaceful times.

As the year draws to an end, the Council put out a public statement that an era of friendly co-operation was in place, and that humanity looked forward to the future.

Only a few people took note of a report of a probe approaching the Solar System. The probe is of unknown manufacture: a check of all known databases came up with the less than helpful information that it was a “Xindi probe class”. That data was from a damaged data chip recovered by a Tellarite patrol decades ago from a pirate vessel in uncharted space. Nobody knows where the pirates got that information.

And anyway, who is going to worry about a simple probe when we have the four Emmette class frigates of the 1st Fleet in orbit around the Earth?

Constant attempts to make contact with the alien probe (now referred to as the “Xindi” probe, though we have no idea if that is a planet, a star or a race of space travellers) have been fruitless. It just continues on its path at a steady speed, aiming directly for Earth. The Council has asked Mario Galvani, as Defence Minister, to come up with a strategy for dealing with it.

Drawing inexorably closer, the Xindi probe ignores our efforts to communicate

That would give the Minister something to think about on top of the always present issue of funding and sourcing building materials for the space fleet. Now 6 years after our leap out of the solar system, the same four space ships form our fleet. Lack of metallic alloys means even up-grades are a problem. The finalisation of the Duralium Plating study will no doubt make ships even more expensive to construct and repair. On top of that, the decision to carry out research into Deep Space Construction will put a further strain on resources.

(As an aside, it has been pointed out by several members of the scientific community that research projects now have a considerably longer time frame. It would appear that nearly all the “low hanging fruit” have been harvested, and we cannot expect such regular breakthroughs.)

Our government has been approached by the Vulcan and Andorian governments with an incredible proposal: that our three races unite! It would appear that this proposal is no secret to the Council, that it has been the subject of some discussion, as United Earth immediately concurred. We are now a founding member of the United Federation of Planets! The highly experienced and popular Maxwell Forrest will be our chief delegate. (For some unknown reason, this prompted the formation of a political faction calling itself the “Alien Suffrage Organisation”, which seems to have disappeared as quickly as it formed)

Minister Galvani has informed the Council that he and his advisers see no other way to ensure Earth’s safety but to “neutralise” the Xindi probe. The 1st Fleet is on its way to engage the alien craft and if the probe does not change course or respond, our commanders have orders to open fire.

Our fellow Federation members have provided contact details for the Qomar Planetary Alliance and the Cytheria Enlightenment. Earth now shares open borders with these entities, but the Romulans have reacted badly to the creation of the Federation and have closed their region of space.

Disaster on a scale unprecedented in human history! As the Xinti probe swept on regardless of multiple hailing and “shots across the bows”, the 1st Fleet engaged it with pulse cannon and launched a wave of nuclear torpedoes. None had any effect. Our scanning devices could not identify anything about the probe, and it did not respond in any way: not one of ours ships reported any damage.

The probe locked into a geosynchronous orbit and then, after a few minutes, released some sort of concentrated energy beam which it directed across the Indian sub-continent. After most of the area had been destroyed, the probe seemed to lose power at which time our defences were able to penetrate its surface armour and destroy it. All that remains is a cloud of debris.

That is no satisfaction however. Almost a billion people are dead, and one of the most productive areas of Earth, both in terms of resources and human talent, has been all but wiped clean. It will take years to recover economically, and of course the human suffering is irreparable.

The immediate danger is passed – the most distant sensors we possess identify no other alien vessels moving towards us. But that does not calm the billions calling for reassurance, nor provide a course of action for the newly formed United Federation of Planets, which sees this attack on one planet as an attack on all.

1st Fleet is recalled to have all ships equipped with titanium hulls, but we have no weapons more powerful to instal than the existing light pulse cannons and light nuclear weapons. The “Volga” is sent to Sirius to construct a Starbase: we must have a sphere of bases around our home planets.

The Council realises, to its horror, that failure to replace the lost “Orizuka” means that Earth has no Science Ship available to investigate the debris left by the Xindi probe’s destruction. Without that investigation, we have no idea where to begin to look for the source of the attack. Work is begun at once on a new Science Ship.

The most promising candidate from Starfleet Academy is promoted to command the “USS Brown”. Arthav Namboodiri has been shown to possess great intuition, and he and his new ship are already heading for the debris field.

The study of Planetary Administration now seems almost a waste of time when so much of Earth is a smoking ruin. But though the citizens demand revenge, our sociologists inform us that it is time for the Council to decide a more fundament question: should we rely on diplomacy or have a policy of enslavement of alien species? Which Divergent Path should we adopt?

With so much going on, it was an inopportune moment for Sota Suzuki to ask what to do about an abandoned solar sailing ship the “Franklin” has found near Kericindal B in the Sirius system. The reply is abrupt: “Leave it for now. The “Volga” is on its way to build a Starbase and that cannot commence until the system is completely surveyed. Complete your mission.”

Captain Namboodiri is prompt with his analysis of what is left of the Xindi probe. It is the product of an alien race known as the Xindi, who appear to be based in what is known by astronomers as the “Delphic Expanse". Although at its nearest point the Delphic Expanse is barely 50 light years away, it spreads over at least 2,000 lightyears and is packed with dense thermobaric clouds which make navigation hazardous. Competent though he has been, Captain Namboodiri far too inexperienced to be entrusted to such a task. Fortuitously “Enterprise” has just ended its survey of Wolf 424: Commander Archer is recalled to Earth to be briefed on his next mission.

USS Brown, having done all that was required, leaves for p-Eridani, its commander perhaps relieved that it is not he who must pilot his way through who knows what unknown dangers in search of an enemy who is impervious to our weapons.

Life goes on in the solar system, even with all this excitement and urgency. Another promising young man, Balthasar Edison, already famous and considered a hero for his work as a colonist, has been appointed Governor of Mars. He is thought to be a bit militaristic, but in the current climate that is not seen as a negative.

The Sirius system is now fully surveyed: the OK is given for “Volga” to begin work on the Starbase. Soon we will have eyes and ears on that region. Captain Suzuki is allowed to return to the mysterious “sailing ship”: despite the ongoing Xindi crisis, we must continue to explore and investigate.

I like the update format, I've already caught up and although I'm not an advanced ST user, I know the Lore a bit and the way you write it's easy to follow the plot. Cool!

To be honest, while of course familiar with the basic Star Trek lore, much of this mod is completely new to me, so I am finding my way. Do not be surprised if all ends in disaster. (On that note, while I have played a lot of Stellaris, I have never played a game anywhere near completion. Somehow updates or RL seem to intervene.)

But thank you for your kind words on the AAR: I do try to make it easy to read, which is why I put in lots of pictures to break up the text!

I am not sure about pop growth in this mod: migration from Earth is making economic growth a bit slow. Lots of vacant jobs.

I don't think I have megacorps, at least not yet. Did I mention them somewhere? There is a real scarcity economy, mainly due to low population

No spoilers! Next update is nearly done and it has details of Captain Archer and the "Enterprise" hunting the Xindi in the Delphic Expanse. One spoiler: while the Enterprise is on the mission it is locked. I cannot access it, and only have control when a message arrives about developments and asking for a decision.
Does the UFP have an official capital at the moment?
Doesn't seem to have one atm, but Federal Concentration is minimal so maybe later.

Even though the Xindi attack is now almost a year ago, it still has a numbing effect on the public mood. One might have expected the news from Alpha Centauri Prime that the colony was up and running would had led to weeks of parties but the event was noticeable more by the subdued nature of the celebrations.

The solemnity extended to the departure of “Enterprise”. Even though it seems likely that we will be unable to have regular contact with the ship and her crew due to the conditions in the Delphic Expanse, emotions were kept in check.

All members of the Federation have equal opportunities, and it has been obvious that the Vulcan V’Latak is the most qualified to hold the position of Head of Research. The outgoing Sota Suzuki was one of the first to congratulate V’Latak, expressing some relief that he could now concentrate on his exploration activities on the “Franklin”.

Barely a year old, the United Federation of Planets has welcomed a new associate: The Tellarite Technocracy.

Despite the difficulties of finding workers on Earth being exacerbated by the devastation in India, a new Industrial District is being developed.

Another faction has been formed, mainly on Earth but with a large proportion of the colony on Alpha Centauri Prime. Calling themselves the “Liberation Watch”, they seem to be in accordance with the government, at least on many issues.

With luck, the construction of an Alloy Foundry on Mars will ease the shortages that are crippling our ship building program.

Three months after he took the “Enterprise” into the Delphic Expanse, Captain Archer has found a place where subspace communications are possible. He has located a Xindi worker in a mining camp on a distant planet. This worker lost a finger in an accident and somehow Captain Archer has obtained a genetic analysis. There are marked similarities with organic residues found on the remnants of the probe, but also marked differences. Using a combination of energy credits and minerals, Archer has bought the miner’s contract and interrogated him. Kessick is his name, and he had no problem with disclosing the location of the Xindi homeworld: he seems to have no knowledge of the probe and its mission. He reveals that there are six distinct sentient species of Xindi. Before setting off for the homeworld, Archer has found Kessick a place on a cargo vessel.

In the last few days of research into the Divergent Path: Diplomacy or Slavery, our scientists had breakthrough in Xeno-relations technology. This has led directly to the development of an Adaptive Linguacode Translator. It is hoped this will make “First Contacts” more successful and smooth out any misunderstandings that may arise.

In light of recent events and anticipated problems, our efforts will now be directed at forming a World Economic Forum.

Once again Captain Archer has found a gap in the thermobaric clouds. He has arrived at the location of the Xindi homeworld, but there is nothing but clumps of asteroids. Our sensors indicate that the planet broke up about 200 years ago. He will continue his search for those who sent the probe.

Sota Suzuki is enjoying his newfound freedom: he was obviously relishing being able to tell Starfleet’s engineers the results of his study of the drifting “Solar Sailor”. Of an unknown design, it is several thousand years old, and appears to have been disabled by a meteor strike. Our research has been given a boost, and Suzuki himself has discovered he has an aptitude for archaeology.

“Volga” is finally off to Sirius to build a Starbase: some bureaucratic stuff-up delayed its departure.

Another previously unknown race has been discovered. The hardworking envoy Gustavo Giordano is on his way to make First Contact.

The Xyrillian Democratic Alliance has offered a Commercial Pact which we have of course accepted. The need for trade to boost our economy is plain to even the most xenophobic, and there are not many of them in our territories.

Studies in the theoretical realm can have direct benefits according the new Head of Research, V’Latak. He points to the increased output of our research stations as a result of the Advanced Quantum Research project. Despite this he has bowed to pressure from Starfleet and the Minister of Defence and has approved to give priority to the development of phase cannon.

Some funds have been scratched up to provide a Frontier Hospital for Alpha Centauri Prime. To my mind, failure to have done so would be an admission that we have lost our way. Supporting those brave souls who are spreading mankind through the galaxy should be a priority, not an afterthought. But the memory of the Xandi attack still dominates policy discussions, and I suppose one must bow to the inevitable. I hope this focus on the military is not permanent.

Brand new and waiting for its first patients: Alpha Centauri Prime Frontier Hospital

Though I must admit danger is present throughout the galaxy. Captain Archer has sent another update from the Delphic Expanse. Unknown to us, a Vulcan cruiser, the “Seleya” has also entered the region. It suddenly sent out distress calls and the “Enterprise” raced to assist. The cruiser was found motionless in an asteroid field that our sensors revealed was rich in trellium. There is evidence that the crew were attempting to mine or somehow load the trellium.

On boarding the Vulcan ship, the away team were attacked in the Control Room by a small number of crazed Vulcans. Having fought off the attack, the medical officer determined that the Vulcan crew were suffering from some form of psychosis, probably from the toxic effects of raw trellium. It might be curable, but not with the equipment on hand. The majority of those affected were unconscious, and Captain Archer has provided a skeleton crew to take the “Selaya” back to Vulcan space for the authorities to deal with.

First Contact with yet another new species. This one has been issued the identifier “Waw Aliens” until we can determine their real name. Envoy Sunitha Ziegler has been assigned the task of handling the relationship.

The Sirius system is now officially part of United Earth, with a new Starbase staking our claim. The “Volga” is now at work on a Research Station above the planet Alpha II.

Alarming news from Captain Archer. He has found a Xindi mining colony devoted to extracting the explosive material kemosite. He considered destroying it from space or else somehow sabotaging it, but decided on his own initiative to investigate it further.

Somehow he was able to make contact with Gralik member of the Xindi arboreal species, a high level manager. Gralik was horrified to find that one of the purchasers of the colony’s output was using it for weapons and that it had been used to kill so many humans. He agreed to contaminate the next shipment, and to place a tracker on the cargo ship.

According to envoy Ziegler, the “Waw Aliens” are The People’s Republic of Coridan. They are not yet ready to join the galactic community, preferring to remain in their own system for the present.

With the establishment of the Planetary Economic Forum, United Earth can now direct all economic activity when it is deemed necessary. Those who had been working on it have been redeployed to a much larger project which aims to develop an Advanced Scientific Method of research. This will probably take years.

The lack of any communication from the “Enterprise” has been causing some concern, even if those who know Captain Archer were confident he would complete his mission. Now, after a gap of four months, he has sent another report.

The “Enterprise” tracked the cargo ship to an unpopulated system, where he encountered an Andorian battle cruiser, the “Kumari”. Its commander, Captain Shran, offered to assist, but Captain Archer suspected he wanted to steal the weapon for study back on Andor.

Before any real plan can be developed, the Xindi detonate their weapon on a nearby moon, but as much of the kemosite had been detonated, it did not result in its total destruction. Nevertheless, the “Kumari” was badly damaged and, when the Xindi discover the two ships and send an attack fleet, although it is vastly superior to the “Enterprise” it can only assist in the fight briefly before being forced to limp home. Captain Archer expresses his determination to protect Earth from the Xindi threat, even though he must retreat for now.

The crew of the “Volga”, like most of the population of the United Federation of Planets happily oblivious to the drama taking place in the Delphic Expanse, keeps at its tasks, completing Research Station Alpha IV and starting Research Station Alpha V.

The military are overjoyed: the new phase cannon is ready for manufacture and installation. The existing light pulse weapons which proved ineffective against the Xindi probe can finally be replaced. All we need is to provide the budget and make the Spacedock available. And of course, be sure that we can leave the Solar System defenceless while the upgrade takes place. With communications with the “Enterprise” intermittent, and no knowledge of the Xindi intentions, other than that they wish to destroy humanity, it is decided to postpone the re-arming until more is known.

The physics scientists can return to theory for the moment, looking into Gravity Manipulation.

Another migration treaty, this time with the Xyrillian Democratic Alliance. All these treaties are wonderful, but they seem to have little effect on the population of our colonies, which still struggle to grow. Earth itself has not recovered from the deaths of the Xindi attack.

With the painfully slow population increase making it clear that building more production plants is almost useless, Deep Space Construction will be of some assistance. Increasing the production rate of our Mining Stations by 10% will at least ensure we have more energy and minerals, even if our processing ability remains abysmally low. Pergium mining may also help, though I am not sure when we could open a Pergium mine or power station.

Another eagerly awaited message from the Delphic Expanse. The “Enterprise” and its crew are safe, and have captured a shuttle that was ferrying a high ranking Xindi scientist. This Xindi-primate, Degra, believed that the survival of the Xindi races depended on wiping out humanity. A race of extra dimensional beings had told the Xindi that Earth must be destroyed or all six Xindi species would die out. To locate the weapon intended to destroy Earth, Captain Archer tricked Degra into believing three years had passed and found out that it was on Azati Prime.

The third research station in the Sirius system is complete: the “Volga” awaits further orders.

A small gap in the thermobaric clouds allowed a brief transmission from Captain Archer. While on its way to Azanti Prime, the “Enterprise” detected a crashed Xindi spacecraft. Although hopes were high that it would provide useful information, it was found that the Xindi-insectoid crew were all dead, as were a large number of eggs in the cargo area.

Pressure is still on for humanity to spread into the galaxy. The recent survey of the Sirius system has shown that the fifth planet, nicknamed “Springboard”, is suitable for colonisation. Not perfect (it is a bit too wet and humid) but settlers will find it quite habitable. Once more the stockpiles of metallic alloys are scraped bare to resource the construction of a colony ship, and the holo-channels are swamped with advertisements for volunteers to carve out a future in space.

The surface of “Springboard”: warm, humid and dense plant growth

With luck that will keep the investigative reporters away from the real story of the day, contained in the latest message from the “Enterprise”. If word of that gets out, there will a planet-wide panic.

Captain Archer and the “Enterprise” made it to the Xindi planet Azaki, but he was unable to locate let alone destroy the weapon intended to wipe out humanity. An impenetrable wall of Xindi warships made any attempt to use force suicidal. When the “Enterprise” made no hostile moves, a detachment of ships of Xindi-Arboreal and Primate design formed a protective wall around the “Enterprise” and allowed Captain Archer to board a shuttle so that he could address the Xindi Council. Showing great initiative and impressive diplomatic skills, Captain Archer explained how the Xindi had been tricked by the extra-dimensional beings and was able to convince the majority of the Council of the truth of his story.

Unfortunately not all the Xindi were won over by his argument: the reptiloid and insectoid species put their faith in the extra-dimensionals. Siezing control of the superweapon, they launch it at Earth. Captain Archer is in pursuit at maximum warp speed.

(Although perhaps not important in light of the threat to Earth, information that has been gathered on the performance of the “Enterprise” has allowed our scientists back here to finalise the NX Project. In addition, Captain Archer’s own performance has seen him recognised as the greatest hero in Earth’s history to date.)

The enemy vessels enter the Solar System

The 1st Fleet, with the “Enterprise”, set off to meet the incoming weapon, which is escorted by an Insectoid frigate and, more alarmingly, a Reptilian destroyer. It is not long before “Enterprise” is forced to engage warp drive and run: her shields and armour are nowhere near capable of withstanding direct fire from a warship.

Now that the superweapon and its escorts are within the Solar System, secrecy is no longer possible. With a modern telescope any amateur astronomer can see them clearly, even though they are still outside Jupiter’s orbit. To the relief of the Council, the general population remains calm, if extremely concerned.

Help has arrived in the form of the Arboreal and Primate fleets, but they only total four frigates and the power of the Reptilian destroyer is frightening. Already our fleet is being badly battered and Commander Erika Hernandez warns that soon damage will reach critical. Only slight damage has been inflicted on the enemy: none at all to the superweapon which has not deviated from its direct course towards Earth.

While the fate of Earth hangs in the balance, our second colony is founded: Alpha Centauri Secundus. It is a sliver of good news, but not enough to alter the mood of the public.

Can the combined Earth and Xinti fleets stop the superweapon?

Some senior bureaucrats openly say that starting a new physics research project to replace the now completed Gravity Manipulation study is a waste of time. The Council is quick to stamp out such defeatism, and announces with some fanfare that Synchronised Defences will be developed to make sure we are never caught this way again.

With every ship of the 1st Fleet without shields and suffering severe armour damage, Starfleet orders Commander Hernandez to retreat. There is no point in losing crews and ships for nothing.

The battle continues between Jupiter and Mars and while there are cheers when the Insectoid frigate explodes, they soon end when it becomes clear that our Xindi allies have lost half their ships.

There is ominous silence over the whole planet: every person is aware that our Xindi allies have done all they could, sacrificing their last ships in desperate attempts to halt the superweapon and its destroyer escort. It can now be seen that concentrating on Pergium mining research was perhaps a little indulgent. All engineering resources are switched to drawing up Ligh Cruiser Blueprints.

Captain Archer at least is staying positive. He has his crew busy at various activities to keep up morale. Starfleet is doing its bit, with a massive press release about the Utopia Plantitia Fleet Yards on Mars. Not to mention the excitement of a looming election. People are trying to stay positive, but it is hard to ignore the fact that approaching Earth is a weapon that makes the Xindi Probe that killed so many look like a pea-shooter.

The best estimates are that it will reach Earth in less than a year. Our fleet is still missing after its emergency jump, we have no further warships under construction. Our allies are unable to assist. All that remains is the firepower of Earth Spacedock.

Our last chance: will humanity survive?

Careful not to raise unreal expectations, Starfleet has confirmed that the superweapon has suffered damage and has altered its course away from Earth and towards the Spacedock. The hopes of the planet rest on the strength of the Spacedock’s armour and the ability of its Type 12 Central Fusion Power Core to supply energy to its weapons.

Should we survive, the mainstay of our fleet will not be the fragile frigates that were unable to protect us. The engineers assure us that the Light Cruiser Blueprints will allow us to construct far more powerful ships. Powerful enough? Who knows what future dangers we might face, should the current threat be averted. For an added assurance, the engineers are sure they can develop Polarised Hull Plating for the new ships.

Jubilation! With an explosion that could be seen even in daylight, the superweapon has exploded! Barely minutes after the Xindi destroyer had flared out of existence!

We have survived the threat from space. How many will survive the parties that look as though they will rage until after the New Year is another question.

There is a sense of relief throughout the administration. A feeling as though we have been tested and found to be, if not capable, at least able to endure. And, after all, we did come through the Xindi crisis unharmed. The fleet was damaged, but no ships lost. Our homeworld and colonies are unscathed, and while our relationship with our allies is a little strained, the Federation of United Planets remains intact.

To mark a clear break with the tension and, to be blunt, outright fear, that had plagued humanity for several years, the Prime Minster has decided that a “10 year Review” will take place: a public exhibition of mankind’s achievements in the first decade since we left our own solar system.

Growth, although slowed by the Xindi probe disaster, has been steady. From 17 billion citizens at the beginning of 2150, we now number 19 billion, spread over two systems. It is true that Earth’s population has declined, as a result of the billion lost to the alien probe attack and constant emigration, but that should be replaced in time: the people are happy and well supplied.

Production of all the essentials is sufficient for immediate needs, though our foundries cannot yet supply enough alloys to meet Starfleet’s demands. The problem is not a lack of foundries, but of skilled workers to run them.

The government is stable, with Nathan Samuel’s administration to be in power until 2170. We are members of the Federation of United Planets, which gives us some security. While the Klingons are hostile, they are a long way away and we have allies between us.

Scientifically we have made huge advances, even though we are aware that future progress will not be as rapid. 11 Physics projects, 10 Sociology projects and 9 Engineering projects have been successfully completed. Our knowledge of the galaxy has been increased by the activities of our Scientific Exploration ships.

The only area of disappointment is our space fleet. We desperately need more ships. At present we possess just three Science ships: Enterprise, Franklin and Brown, and one Construction ship, the Volga. Our combat vessels are the same four frigates we had 10 years ago. (We do have another ship, the “Mozambique”, but it is on its way to colonise the planet Springboard in the Sirius system and will be scrapped when the colonists land.)

Overall, considering the crisis that dominated the past few years, we have done quite well. The Prime Minister has made a speech in which he called on the citizens of United Earth to concentrate on the positives and learn from our troubles, and to look forward to the future with anticipation, not concern. According to the pollsters, the message has taken hold.

There is one big opportunity available to us: to build a megastructure on Mars: the Utopia Planitia Shipyards. The cost however is enormous, and must regretfully be put aside for the moment. What resources we can spare are used to dig a Pergium mine on Alpha Centauri Prime, build a Frontier Hospital on Alpha Centauri Secundus and lay down the keel of a second Construction ship.

To settle any still frayed nerves, we now have an Advanced Scientific Method which will make for faster progress on devising a Galactic Defence War Treaty.

Our diplomatic corps is in uproar! The United Earth embassy on Vulcan has been blown up with multiple casualties, and the death toll is expected to rise. The Vulcans blame a mysterious group called the Syrannites, but Prime Minister Samuels insists that our own investigation will take place.

Our new Construction ship, USS “Sahara” has been launched with the usual crowd of functionaries in attendance, though an appearance by the Prime Minister was a surprise. It was soon obvious why he was there: to emphasise that despite the terrorist bombing that his administration’s focus is on growth, not security. It is believed that the “Sahara” is to start our first “megastructure”: Starbase 1, in orbit around Neptune. It will be dedicated to scientific research.

Disturbing news from the thriving metropolis of Mogadishu. A Romulan visitor has been murdered, and it seems from preliminary investigations that the species of the victim was no accident. Such crime cannot be tolerated. There has been a substantial loss of unity, and a large amount of energy credits have been allocated to identify the culprits.

It is the turn of the engineering community to celebrate, with Polarised Hull Plating now a reality. That should give our crews a bit more security. Due to demands from industry, the next project will be to develop a process for Topaline Refining.

With a new year almost upon us, Treasury has decided that sufficient funds and resources remain for some much-needed investment in our colonies. Luna and Mars are to get Domed Cities, while Alpha Centauri Prime will have a new Dilithium mine. Our first Pergium mine will be built on Alpha Centauri Secundus. Let us hope enough migrants can be found to work the new mines and populate the new cities.

The Tellarites and Denobulans have formed what they call the “League of Associated Nations” and are to allow free migration between themselves. They pose no threats to us, so the Federation has congratulated them.

After some months of enforced idleness, waiting for the system to be declared fully surveyed, “Volga” is on its way to construct a Starbase in the Tulgana system. “Sahara” is to do the same in the Maanan’s Star system. (This surprised me: I was sure that the ship was intended to build a Science megastructure around Neptune. A thorough check revealed that the orders had got lost somehow. All attempts to locate the guilty parties have been unsuccessful, perhaps because the error must have been made at a very high level.)

Investigations into the murder of the Romulan visitor have led to the discovery of a secret criminal organisation hostile to non-humans. Its main base is on Luna, at the Orpheus Mining Facility. A detachment of assault guards is to be organised and transported to Luna to take control of the base and capture the gang.

Yet another colony ship is being built. Am I the only one wondering if perhaps we are overextending ourselves? Everyone else is full of confidence and believes that we must make the most of our opportunities. “Do you want the Klingons to beat us to it?” is a common rejoinder to any query about declining stockpiles.

That damn renegade John Paxton and his xenophobes have shown up on Mars! The Terra Prime Movement” as they call themselves, have seized the Verteron Array. Paxton demands that all aliens be deported immediately or he will to use the Array to attack Earth. The Council has debated whether to negotiate or to send in troops. Those favouring action have won, and Commander Saxton and his unit is on their way to settle these maniacs for once and for all.

The all clear has been given for Topaline Mining. We currently have none available, but its presence can add to the effectiveness of shields, so we want to be ready to exploit any deposits we locate. If necessary we can import it, but that is an expensive way to protect out ships. Following a string of complaints from Starfleet about time wasted on sub-light travel within planetary systems, some form of Traffic Control is needed, and that is next in priority for the engineers.

Although the bombing of the United Earth embassy on Vulcan took place more than a year ago, the final report from the Vulcan authorities has only just been released. As expected, it finds that all the evidence points to the group known as the Syrannites. Captain Archer is not convinced however. He believes that the evidence collected is in fact too strongly directed at the Syrannites and that there is an attempt being made to conceal the true culprits.

He has decided that the only way to determine the truth is to enter a dangerous desert region on Vulcan that is known as “The Forge”. He has put together a small team and has headed into the desert to find the Syrannite base.

Although the Council is not sure of the wisdom of this, approval has been granted as it is Embassy bombing is seen to be of vital importance to our relationship with the Vulcans.

Another message from the “Enterprise”. Deep in “The Forge” Captain Archer and his team have been caught in a savage sandstorm. Taking shelter, they met a Vulcan pilgrim named Arev. While questioned by Captain Archer, Arev revealed himself to be none other than Syrran himself, the founder of the Syrannite movement. He vehemently denied that he or his group had anything to do with the bombing, proclaiming that as followers of the teachings of Surak , an ancient Vulcan spiritual philosopher revered by all Vulcans, the Syrannites would never carry out such an act. He offered to take Captain Archer to the sanctuary of T’Karath to provide proof of his sect’s innocence. Due to the difficulties in transmission during the sandstorm, “Enterprise” has advised that Captain Archer has set off on his own initiative.

While Captain Archer was crossing the rocky wastes of “The Forge”, Commander Saxton was leading his assault troops in a surprise attack to retake the Verteron Array. It caught the insurrectionists unprepared, and all were caught, including the leader, John Paxton. The burst of patriotic pride that this generated has boosted the sense of unity across our widespread settlements. So much so that the Council has elected to start a new tradition: the Frontier spirit. This should speed up the development of our colonies quite considerably.

“Enterprise” has passed on more news from the surface of Vulcan. Vulcan fighters have attacked the sanctuary of T’Karath, killing Syrran. Luckily Archer and the rest of the team were taken by the other Syrannites into caves behind the sanctuary where they have survived. They have said they will try to keep in touch, but for now are uncontactable.

As might be expected, this news caused some consternation when it arrived. We know the Vulcans have a violent history which belies their apparent fatalistic calm, and some feel that aggressive retaliation is called for. Starfleet (with the backing of the Minister of Defence) was all for sending the fleet to challenge the Vulcans.

Wiser heads prevailed. United Earth will do nothing for now, and await further developments.

With the insurrection over, it is apparent that the Verteron display can be used for peaceful purposes: the terraform the surface of Mars. The expense will be huge, so it has been deferred for now, with a promise that it will not be forgotten.

A very confusing message from the “Enterprise”. If the transmission is correct, Captain Archer has had a “vision”: the spirit of Surak visited him and told him that the Syrannites followed his teachings, which were contained in some mystical contraption called the Kir’shara. The new leader of the Syrannites, T’Pau, has confirmed this. The artefact was lost long ago, but it is known that all Surak’s wisdom is contained within it.

Unwilling to base the diplomatic and indeed the military strategy of United Earth on dreams and tales of mythology, the Council wanted to intervene, but unfortunately “Enterprise” has again lost contact with Captain Archer.

“Franklin”, now upgraded, is off to survey Wolf 424, while “Sahara”, now that the lost orders have been found, is finally off to Nepture.

In a rare occurrence, the Sociology and the Physics research teams have held a joint media conference. The Stellar Cartography Laboratory and Galactic Defensive War Theory projects have been finalised on the same day.

Some think that the development of Early Holographic Communications is a sop to the public, to allow the construction of Holo-Theatres for the entertainment of the masses, but our lead scientists insist it will lead to better communications with our ships and colonies. There was no dispute over the development of Merchant Marines. An unfortunate title, but the need for better crew facilities for our Space Marines is beyond doubt.

Would Holographic Communications have improved our ability to contact Captain Archer. There are many here on Earth who suspect that the difficulty in contacting him is not accidental: that he is relishing making his own decisions. He now informs us (via the “Enterprise”) that he has found and retrieved the lost Kir’Shara, and has taken it with him to the Vulcan capital. He is in hiding with some Syrannite sympathisers. What he intends to do he has not informed us! Were it not for his record of service, I think his career might be over. It would be fair to say that senior officers of Starfleet are not happy with his intermittent updates and failure to seek approval of his actions.

A week of celebrations has been declared on Mars, and there have been quite a few parties here on Earth as well. With its population over 5 billion, Mars is no longer a “fledgling colony”, but a recognised “commercial outpost”. The Field Headquarters which has served as its central command point is now being upgraded to an Administration Complex. It is nowhere near self sufficient of course, but the settlers have achieved a great deal.

The latest communication regarding Captain Archer’s activities has come not from the “Enterprise”, but from the Vulcan authorities. While it does not go into details, somehow Archer and T’Pau, with the sacred relic “Kir’shara” were able to address the Vulcan High Command while it was in session. They convinced all but a few of the military chiefs that not only were the Syrannites not guilty of the embassy attack, but that they were the legacy of Surak, the most revered person in Vulcan history. Administrator Sek was the most violent of those who objected, and he tried to kill both Archer and T’pau, and attempted to destroy the ”Kir’Shara”. He failed and the High Command has informed us that events are fast moving and that they will be in contact soon.

Amazing news from Vulcan! In the face of the revelations of Surak’s teachings the military have dissolved the Vulcan High Command as the ruling body of Vulcan. The Syrannites have swept into power and a new administration has been set up: the Confederacy of Surak. This new government will adhere to all the existing treaties and agreements with United Earth, and has offered both apologies and regret for the attack on our embassy, blaming disloyal elements of the fleet who wanted to provoke war with humans.

Although there was some pressure for Captain Archer to be penalised for his actions, the Prime Minister came down heavily on his side, and in fact most of Starfleet felt that any such action would lead to unpleasant publicity. Instead he and his ship have been sent off to survey p-Eridani. That should keep him out of trouble for the next few months.

As the captain of the Enterprise I have some control over him, but at other times he is on auto. Not that I mind - I sometimes put ships on auto anyway to remove the advantage the human player inevitably has.

To get to the point - it is likely that in the future he will be off again.


The Xindi arc was interesting. It's nice to see that Earth is safe, though. How was the Xindi homeworld destroyed, and were the extradimensional beings still time travelers?

Andor and Vulcan declared themselves rivals while both were members of the Federation? Really? It is clear that the UFP is not a very unified government. Maybe there should be some way of dealing with that?

What's up with Terra Prime?

I got a bit concerned with the first attack (the probe) as nothing I did worked. Then it just blew up. The second "superweapon" was a real worry. I pulled my fleet as it looked they would all be destroyed while doing no damage. When my Xindi ally ships were all destroyed I thought that this might be a very short AAR. But luckily the Earth Spacedock had massive armour and hull points and could pick away until victory was achieved.

The United Federation of planets seems a very loose grouping. While I have a bit of control over some ships and planets, most remain independent.

Not sure what you mean about Terra Prime. Losing 1 pop to the probe attack was a real nuisance, and the constant emigration make replacing let alone growing a slow process. No point in building much as still 6 vacant jobs. The next update I start clearing blocked terrain as something useful to do.

The mystery of Capella II has been solved, to the embarrassment of the operators of the survey equipment of the USS Brown. What they had perceived to be swirling patterns in a gas giant are instead normal weather patterns in the thick atmosphere of a rocky planet. Atharna Namboordiri has gained a lot of experience, though he may have to put up with jokes for the rest of his career. He will probably choose to stay out on survey duty for a while. The USS Brown is en route for Ross 164, so it will be months before the crew have to endure ribbing from other members of Starfleet.

The desired Space Traffic policies are in place now, soothing the nerves of some starship captains and pilots. To satisfy the more militaristic of Starfleet, our engineers will examine Advanced Space Ballistics. That should lead to the deployment of Spatial Torpedoes which will deter enemy craft from closing in on our ships.

A long period of peace and quiet – routine data with nothing to grab my interest. My staff took advantage of the break to sort out our backlog. Everything seems to be running smoothly: even the loose cannon Captain Archer has been content to carry out orders.

About all that has occurred is that the “Merchant Marine” project is over and the flavour of the month for the social scientists is Orbital Hydroponics. Whatever keeps them happy – I could get used to this idle life.

Lack of unity is still a concern with the Council and they have insisted that as a major population centre, Mars must erect a statue to some heroic figure from history. A committee was set up to select the subject and, while there was some support from the less conservative members for a monument to Schiaparelli, the discoverer of the “canals of Mars” the honour went to the captain of the Science Ship “Orizuka”, Bi Hu, who lost her life when it was blown up by Andorians over the Vulcan planet J’Tem in 2153. Was that only 11 years ago? So much has occurred since that awful event.

There have been secret diplomatic talks (I must follow up and obtain the official minutes of those talks – these secret meetings make my job so much more difficult!) and the result has been what is being termed the “Babel One Peace Conference”. Its “mission statement” is that it is to discuss stability in the Alpha and Beta Quadrants, but everyone knows it is intended to settle the differences between the Vulcans and the Andorians. We have been asked to send a military ship with an experienced commander, but will send the entire 1st Fleet led by Erika Hernandez.

Engineering is still able to select short term research jobs. With Advanced Space Ballistics complete (and torpedoes in production) it should not take more than a few months to sort out any issues with Form Fitting Force Fields.

Just as the day was ending, and I was beginning to think mid-2165 would be as peaceful and relaxing as the equivalent period last year, an urgent message from our still under repair embassy on Vulcan. The Andorians have declared war on Vulcan!

No early night for the staff of the United Earth administration. A deluge of war information arrived for analysis and consideration. The first major decision was made within hours: a Light Cruiser (Intrepid Class) would be constructed to lead our four frigates.

The Tellarite Technocracy have no idea of timing. With United Earth focussed on the Andor-Vulcan war, the Tellarites decide it is an opportune moment to discuss a Research Agreement. A cursory review found no advantage for us in such a deal, and it was rejected.

The damn Tellarites are back again! A Commercial Agreement this time. We are always in favour of more trade, and the hope is that this will satisfy our neighbours, so it has been accepted.

Congratulations to all the diplomats and others who contributed to the Babel One Summit. War has been averted, and there will be an end to Vulcan-Andorian rivalry. United Earth has proposed a formal alliance, and we gained a lot of influence when the proposal was accepted. Earth, Vulcan, Andor and the Tellarites have formed the “Coalition of Planets”, and mutual migration treaties have been signed. We have appointed Maxwell Forrest as our representative to help maintain cohesion.

Not a promising start to the Babel One Summit, but both Vulcan and Andorian tempers cooled and the risk of open warfare is eliminated.

We can look forward to some form of Early Holographic Communication. It will some time however before we can have an effective form of Gravimetric Field Displacement. That has not deterred the Andorians, who want a research agreement with us. It seems a fair bargain, and given the size of their fleet to ours, we don’t want to annoy them.

The weakness of our fleet in comparison to the Andorians has provoked some sort of reaction. (Though as the Andorians are excellent relations with us, it is more likely that Starfleet sees a threat from further afield, from the Klingon Empire). A Shipyard is to be installed in the Alpha Centauri A Space Base.

Nobody is sure what has happened with Treasury: it has authorised more spending in a day than it did all last year! Both the Luna and Mars colonies are to get Hydroponic Domes, and Mars will get another Domed City as well. Alpha Centauri Prime and Secundus, and Sirius Prime, are having Fusion Reactors built. All they need to do now is to attract more settlers.

USS Brown, having completed its survey of Ross 614 was in the process of moving to its next target, Lalande 25372, when it issued a distress call. After the short broadcast, calling for armed assistance, there has been silence. It would appear the ship was still in the Ross 614 system when it sent its message. First Fleet has already left but the reason for the distress call is a mystery.

“Sahara” has finally completed the Jupiter Class Science Station above Neptune and it is on its way to Ross 614. There was some thought of cancelling the mission, but Starfleet is confident the fleet can deal with any threat long before “Sahara” enters the system.

As if we did not have enough to do, another First Contact has been made. Code named the “Phi Aliens” they inhabit (or at least are present) in the Rigel system. An envoy has taken up the mission of finding out more about them.

Captain Archer is behaving himself after his adventures on Vulcan. The “Enterprise” has surveyed the p-Eridani system and is speeding towards Aldicarb. As a result, “Volga” has left to claim p-Eridani by building a Starbase there. Somebody has suggested it might not be wise to risk “Sahara” and that ship has had its orders changed. It is now to build a Starbase at Capella.

With our relationships with our neighbours developing nicely, and with our colonies growing, trade is becoming more important. Scarce space on Earth Spacedock has been set aside for a Trade Depot.

Form Fitting Forcefields are a reality. Starfleet is not satisfied with protecting its ships however. It wants the ability to destroy the enemy. The more peaceful members of the Council are not happy, but investigations into Advanced Thermonuclear Warfare are full steam ahead.

The Ruins of Shanghai have been a blemish on the surface of Earth, an ever-present reminder of the barbarity of the Third World War. The long and arduous task of rebuilding and repairing the damage done by multiple nuclear strikes has always been too hard for successive administrations to address. Now the Minister of State has issued the orders: no matter the cost or the time, it is to be returned its natural productive condition.

The Tellarites have approached the Federation with a request from the Denobulan Unity. They wish to become associate members. After a short discussion, they have been accepted.

Lack of metal alloys has been crippling ship construction. A large amount of energy credits has been exchanged for alloys to allow the construction of a new Science Ship. The deal was handled by brokers who charge the extortionate rate of 30%! But what can we do? There is no galactic market place where we can make our own deals.

The Denobulans have asked United Earth for permission to establish an embassy and to enter into agreements regarding commerce and research. All have been granted.

The new Science Ship “Clarke” is ready to launch and needs a captain. The Vulcan T’pol who has been acting as sub-commander on “Enterprise” with some success, has been highly recommended by Captain Archer and Starfleet has concurred that she is the most capable applicant for the post.

As we approach the end of the year, all thoughts here at United Earth administration are directed at Ross 164. What has happened to the USS Brown?
