We can't do anything to slow the increase in War Exhaustion. It doesn't matter how happy the public is, defeats and attrition just keep adding to it. Victories would be nice, but they just exhaust the Klingons. My strategy atm is simply to limit the losses when the inevitable peace is made: it will be a Status Quo so I need to hold what I have and take back what I can.

The Klingon economy is a mystery to me. They seem to have a homeworld and 5 colonies, but have an enormous fleet. Even if they were "gifted' the ships at start, how do they pay the upkeep? How do they build them?

Somehow I imagine Klingon sex to take a very short time, not enough to affect combat efficiency.

How the Federation works is a bit of a mystery as well. I have no control over homeworlds, and while I have Vulcan and Andoran Science Ships and warships, they also retain their own navies and science/construction ships. As for technology: the Vulcans are ahead in some areas, but I have no idea what specific techs they have.

Maybe at some point they will share. I am not relying on it. I think I have a Research Agreement with them, so maybe I do get a benefit,

Orders have gone out to all Starfleet shipyards: when our ships come in for an upgrade, all must receive the new “Perfected” Spatial Torpedo. Still not a decisive advance, but another incremental step on the way to hold the Klingons at bay. As a recognition that weapons are not enough, the next project is Automated Asteroid Mining. A strong economy is the base for a strong defence.

The “Enterprise” is ready for action. The designers of the modifications warn that some of the improvements are quite radical and not for general use. V’latek, Head of Research, has asked Starfleet Command whether they would like an emphasis on speed of construction, economy of materials used or hull strength: the designers can only focus on one of the three. The decision is unanimous. Our ships and crew are too precious to be wasted for the sake of some metal and a month or two. Concentration must be on ability to survive.

The first job for the NCC-01 Enterprise will be a routine survey of Gamma Trianguli.

Maxwell Forest is probably tearing his hair out. More trouble from Tulgana Prime. The locals are not destroying the Marin Kharin plants as ordered, presumably not willing to give up the aphrodisiac pleasure. A hand-picked army detachment has been sent and will live in pressurised self contained living units while carrying out the eradication program.

Are our Construction ships in some sort of competition with each other? Within minutes we were informed that “Sahara” had completed a Research Station in the Struve 2398 system, while “Volga” had finished Space Station YZ Ceti. Both are now moving the build Mining Stations in those systems. I suppose a healthy competition is good, but hope they don’t take short cuts. Those stations must be built to last.

Captain Skalaar will get a reputation for finding anomalies soon. He found a second one in the Roundtree system. This one, on Asteroid V4-XN-895, is what appears to be wreckage of a variety of starships spread over the surface of the asteroid. He will leave it for now, his surveying orders having priority. So far, the Roundtree system seems very promising.

Mixed news today. Of course it is a pleasure to hear that Sota Suzuki, currently commanding the Science Ship “Franklin” has been recognised again for his archaeological skills. That is not enough however to offset the fall of Keid Starbase. The Vulcans did their best, but could only destroy one Strike Ship. Now the Vulcan homeworld is under blockade. Starfleet Command has sent Starfleet I to P’Jem, but whether this is a real effort to deter a Klingon attack or just a gesture is not clear.

“Shalakai” finished its survey of nearby Lalande 25372 but it is not particularly important: building a Space Station there will be added to the long list of construction projects. Next system to be surveyed is 70 Ophiuchi.

The Romulans may have retreated from their first incursion, but they are obviously not deterred. Sensors have detected 4 Remote Interceptors and 2 Interceptors heading for Hadir. This could be interesting: we believe that the Klingons consider that all the previous Antarian bases to be theirs.

Less than a month after “Volga” finished its Mining Station, “Sahara” completed Mining Station Struve 2398 VI. ”Franklin” having fully surveyed Kappa Fornacis, “Sahara” is to build a Space Station there. Our newest Constructor, “Pegasus Bay” is also hard at work, claiming the Wolf 359 system as part of the Unified Federation of Planets and starting on a Mining Station. Even under attack the Federation keeps expanding.

Not that defence is forgotten. The new Eta Cassiopiae Starbase is to have an Energy Weapon Array and Armour Plating.

If it did not come from a respected and highly experienced officer, I might not have believed the report from “Franklin” on the strange ruins on Kappa Fornacis III. Captain Suzuki maintains that these massive ruins are in fact some sort of amusement park, constructed in the distant past by an unknown species. What a strange place the galaxy is! The site has provided a wealth of knowledge for our social scientists and engineers. “Franklin” has a new task: survey the Arcadia system.

70 Ophiuchi did not take Captain Jhamel and the “Shalakai” long, and there was nothing particularly interesting found there, so he has left for Altair.

The Saurian League, although not useful as an ally against the Klingons, may be an asset in building up our population. We have so many unfilled jobs. When they asked if we were interested in a migration treaty, we leapt at the chance.

For once it is not Captain Skalaar who reports an anomaly, it is the methodical Captain Ellen Hayworth. She has received a strange message, apparently a distress call, from a drifting ship in the Monroe system. Although some at Starfleet Command urged an immediate response, the more pragmatic won the argument, pointing out that the spaceship has probably been broadcasting for millenia. The “Gann” is to continue its survey, and the location of the ship will be marked for later investigation.

Probably the closest system to Earth after Alpha Centauri, Lalande 25372 is finally to be claimed by the Federation. “Pegasus Bay” is on its way there after claiming Wolf 359. (I have been unable to find out why a Starfleet Constructor ship has been named after a place in what used to be New Zealand. There is a rumour that a high ranking officer is fond of wine from a vineyard in that region.)

The Romulans have taken the Hadir system. While we grieve for the Andorian garrison, it must be said that most interest in Starfleet Command is whether the Klingons respond. Will they send their fleets to fight the Romulans? That is the hope, that the Romulans will draw away the Klingon forces from the front line, giving us more time to rebuild.

Something strange occurred in the Ross 164 system. After the loss of three frigates to an unknown vessel in 2167, Starfleet issued a blanket prohibition on entering the system. Now however, Starfleet I has passed through the region on its way to P’Jem. The same ship was there, and identified itself as being and Federation vessel. It then suddenly opened fire. This time however it faced not just frigates but the firepower of a Starfleet cruiser and several light cruisers. As soon as it was plain it would not win, the enemy ship self-destructed. Commander Tucker cannot explain it, and nor can anyone at Starfleet Command.

The Physics researchers have announced that with the completion of the study into Phaser Coils, that our warships can be equipped with an improved Dedicated Phaser Turret. These will be expensive however, so Starfleet is planning a structured upgrade for all existing vessels. Hopefully those upgrades will be finished before the Physics scientist finish their next investigation. The Shield Emitter Array sounds as though it too might lead to expensive upgrades.

The Council has received a complaint from the Tellar home world. “Why have you attacked us?”

Starfleet was contacted immediately to check the status of all our warships before the Prseident personally replied that no orders to attack had been given and that all our ships were accounted for.

The Tellarites insist that they are under attack by Federation forces and demand we assist them. Commander Erika Hernandez and the light cruiser USS Aragom NCC-093 has left for Tellar Prime in the 61 Cygni system. Her orders are simple: “Sort this out!”

I wonder if the Klingon fleet size has something to do with their Great Houses. It's been a while since I've played the mod, but I vaguely remember there being some mechanics to simulate the Klingon Houses within the Empire; maybe part of that is contributing ships?

There are at least four Houses present, all of which have fleets. At one point one House captured a colony and it was owned by them. But most of the big Strike Ships are part of the Klingon Fleets. It is a bit hard to keep track of them. I am pretty sure that at least twice I have given a breakdown into Houses of the attacking fleets.
 
I do have to say, the Klingons are being unbearably rude.

Barely had the New Year begun when a curt message arrived from the Klingons: surrender and submit to vassalisation. The Council treated the demand with contempt. While the war may be going against us, we are still able to fight and retain much of our territory. It is true we have lost all the former Andorian planets and much of the Vulcan controlled space, but we are getting stronger militarily and scientifically.

(I did notice that in the minutes of the meeting the results of secret polling were mentioned: war weariness is reaching critical levels: at some point the public will demand an end to the war).

It may be a coincidence, but following that the Council appointed Malcolm Reed as Rear Admiral.

There was also a flurry of construction contracts issued. Earth is to get a Pharmaceutical Factory to produce Cordrazine, needed if we are to have better Starfleet Medical services. Sirius Prime will get an Alloy Foundry and both Alpha Centauri Tertius and Vega Prime will have Fusion Reactors installed.

Ground defence of all our planets will benefit from Field Testing, and the troops will also be better able to resist any Klingon assault with Combined Arms. Those sociologists are not just about abstract theory: these are practical improvements for life and death situations.

With the Federation fighting for its life against a double pronged attack, the Council has decided to assist in a dispute between the Saurian League and the Romulan Empire! One of our enemies! I cannot understand it, which is probably why I am a Historian rather than a diplomat.

To my amazement, the Romulans agreed to attend a conference which will be held under Federation supervision to discuss their issues with the Saurians. (The Saurians are very friendly with us, so they were never going to be a problem). All we have to do is set a location and find a Science Ship to travel there.

Perhaps whoever goes there can bear in mind that a Romulan fleet is approaching our Space Station in the Rupert system.

Another planet welcomed into the United Federation: the new Human colony on Tau Ceti Prime. The colonists are hard at work building a Fusion Reactor: our energy credits are getting low and the Council has directed that, where possible, colonies should be self sufficient for their power needs.

Contact lost with the Rupert Space Station. Starfleet Command assumes all crew are dead.

That news prompted a barrage of messages from Starfleet Command to the Council, and a single message from the Council, or at least the Minister of State, to Treasury.

The local markets received notification of a mass release of precious commodities. Dilithium, Magnesite, Topaline, Kemocite, Deuterium, Trellium D: all were for sale. As there had been no sales for some time, the market was keen and almost 40k of energy credits were paid. Our new prosperity did not last long: almost all was spent on Alloys.

Some of this bounty is to be spent to upgrade the defences of the Luyten’s Star Starbase, to give the colony of P’Jem some extra security. The rest has been outlaid in orders for what is in essence a completely new fleet. The Utopia Planitia Shipyard is at full capacity with two light cruisers and three frigates under construction, while both Earth and Alpha Centauri shipyards are to build a light cruiser and a frigate. Nine new warships! Starfleet Command must be in raptures!

After that huge outlay of resources it will be a relief for those responsible for stockpiles to hear that the engineers have developed a method of Automated Asteroid Mining. It may not be much, but every little helps. Especially as the Head of Research, V’Latak, has directed his scientists to now focus on designing a Fusion Missile Battery. It sounds good, but I suspect it will also add to the cost of new ships, and be expensive to retrofit to the existing fleet.

We had not heard from Ellen Haygarth and the TSC Gann for a while, but nobody was worried. She is known to be slow and methodical and no news is probably good news. Her message was nothing to be worried about: she has just noted that there are some strange structures in the upper atmosphere of Munroe VII. They seem to have aerostatic properties which might indicate they are life forms. Should she investigate?

Starfleet Command was polite but firm. The Munroe system has huge deposits of both Deuterium and Magnesite, both of which are valuable in their own right as well as for sale. Complete the survey and then perhaps she can indulge her scientific curiosity.

Given the pressure that Starfleet Command was under when it got Captain Haygarth’s enquiry, the officer who replied is to be commended for their patience. The whole of the building was on edge as more reports came in from P’Jem. Any hope it would be protected by its status as a place of veneration has been dashed.

A Klingon Empire Fleet of 7 Strike Ships, a Bird of Prey and 9 Gunboats has entered the system, backed up by 4 Birds of Prey and 22 Gunboats from the House of Antaak. Permission has been granted to Luyten’s Star Starbase to install extra Shuttlepods, but even if they are completed, it will make no difference. Nor will the presence of a single Andorian light cruiser.

As if that were not enough, an emergency call came from Erika Hernandez on the “Aragom”. On arriving at the 61 Cygni system, home of the Tellarites, her ship was approached by a vessel identifying itself as a Federation ship. It has opened fire on the “Aragom”: we have been ambushed!

After a hard fought battle, the “Aragom”, with the assistance of a Tellarite Cruiser, has destroyed the enemy ship. Commander Hernandez reports however that as the battle neared completion, the enemy ship appeared to shrink and some sensors detected a tiny green vessel that seemed covered in what could be antennae. She will investigate further.

The result of the battle for Luyten’s Star did not end so happily. The defenders of the Starbase performed heroically, destroying 11 Klingon Gunboats, but more Klingon warships kept arriving to replace those lost. By the end of the battle, our sensors had identified no less than 11 Strike Ships, 9 Birds of Prey, 5 Raptors and 46 Gunboats. That force would overwhelm anything we possess.

Nonetheless, both the Tulgana and Achird (Eta Cassiopiae) Starbases have been instructed to install 5 Shuttlepods each.

Although not much was made of it, I saw that Starfleet I has been diverted from 40 Eridani and is now at the Whittaker system. The fleet has no troops with it so cannot retake the colony from the Klingon garrison, but it does clear them from the Space Station. It is now on its way to Rupert, held by the Romulans.

The acting commander of the “Aragom” has send an urgent message. Commander Hernandez and an away team boarded the enemy vessel which is completely empty: it appears to be a drone. Barely had they boarded the drone however when sensors detected it was about to warp. It appears that it is not possible to recover the crew aboard. We must wait for further news.

Thankfully those Starfleet officers here on Earth monitoring the situation at 61 Cygni did not have to wait long. Erika Hernadez, having evaluated the options, led her party to the control room of the enemy ship and disabled the power supply. Her crew left the room and suddenly the doors locked with the commander inside. Deadly radioactive gas started to fill the room and a disembodied voice warned that if the power was not turned back on, Commander Hernandez would die. She repaired the damage and, as the door opened, raced out and, with her crew, boarded the waiting shuttlecraft.

It was just in time: as they moved away the vessel self-destructed. A close escape, but a great deal of knowledge was gained, and when news of the event was made public, a wave of unity swept across the whole Federation.

That unity however would not be enough to ease the war exhaustion that has now reached a level at which any peace offer by the Klingons would be accepted. (The public is still keen to fight the Romulans and their Garidian allies).

Starfleet Command, while pleased that both the commander and her ship came through unharmed, is left with a concerning question: who (or what) is trying to break the Federation by pretending that Federation ships are attacking our allies?

After all that excitement, it was a relief that “Sahara” informed us it had claimed the Kappa Fornacis system and would place a Research Station above one of its planets.

The Rupert system is ours again. Starfleet Command has now penetrated the rear of the frontline and is carrying out the equivalent of a guerrilla war. The objective, as far as I can tell, is to force the Klingons to detach part at least of its assault force to deal with the irritation in previously captured systems.

Sheesh, those numbers are daunting. Still, at least Starfleet has managed to retake some territory, so the Klingons aren't having it entirely their way.

And that is just one group of Klingon fleets. It is a bit hard to keep track as they split and re-unite into different combinations, but on gross fire-power I think I am outnumbered about 4-5 to one.

The Klingons are ignoring the presence of Starfleet I in their rear in what was Andorian territory and are continuing to push closer to Earth. Admiral Degronga, commanding the 2nd Klingon Imperial Fleet, is attacking Tulgana Starbase. Although the situation is perilous, all is not lost. The Starbase is among the strongest we have ever built and will not be an easy target, particularly as the enemy only comprise 7 Strike Ships, a single Bird of Prey and 9 Gunboats.

The hopes of Tulgana repelling the Klingons have collapsed. Three more combat fleets have arrived, more than doubling the strength of the attackers.

The battle for Tulgana Starbase is over. 6 Gunboats and a Bird of Prey were destroyed in the fighting, but that is not enough to significantly reduce the strength of the Klingon fleets.

Just as alarming, the nearby p-Eridani system has been attacked by a Romulan fleet, and the Space Station captured. The fighting is getting close to home: p-Eridani is only two jumps from Kappa Fornacis, where “Sahara” has just built a Research Station in orbit of one of its twin stars, Deneva. It is told to leave the system immediately and head for Muir, which Starfleet Command believes to be out of the direction of any possible enemy incursion closer to Earth and the Human colonies.

Starfleet I is not easing up on its attempts to attract the attention of the enemy. It has retaken Hadir Space Station from the Romulans and is on its way to Beta Leonis, close to the boundary of the Andoran Sector. Surely the Klingons will not tolerate our ships being so close to Klingon space?

It has been almost year since we managed to get the Saurian League and the Romulan Empire to agree to attend a conference to settle some of their disputes. The Council has been pressuring Starfleet to free a Science Ship so that the conference could take place on neutral ground. Finally it has nominated the USS Brown to travel to the Saurian home world of Lyakst’ika, in the Psi Serpentis system. Captain Atharv Namboodiri has just completed a survey of the Muir system, and will set off straight away. It might take some time: although not an expert space navigator, I think it will need at least seven jumps.

The Saurians are pleased with our efforts, despite the long delay, and have sponsored us for associate standing in the Confederated Interspecies Systems. It may not help, but it doesn’t seem to have a potential for harm, so we have agreed.

After quite a while of relative peace and quiet, the anomaly prone Aenar Captain Jhamel has found another one, this time in the Altair system. She is not very clear about it: her report just says that sensor readings in the entire Altair system seem odd, and that the source of is Altair 1. As other keen investigators have been told, she is reminded that there is a war on, and that she should complete her assigned duties before carrying out other tasks.

Diplomatic fanfare as the Bolian League sets up an embassy on Earth. Members of the Council and Starfleet put on various uniforms to attend, and go through all the formalities. Although some of the more junior officers grumbled, they were soon reminded that while the Bolian League is small and weak, several other species have close relationships with it, and we cannot afford to put anyone offside.

Although we want to be close to our neighbours, a request from the Saurian League that we share our research with them was rejected. We are currently good friends, but that may not always be the case.

Captain Haygarth has notified that, having finished the survey of the Monroe system, she has assumed she is now permitted to look into the anomaly she reported last month.

Another captain with a bent for investigation is following Captain Haygarth’s example. Skalaar reports he has finished surveying Roundtree and will now examine the debris littering the surface of the asteroid V4-XN-93. For once it is Captain Archer who is content to do the mundane chores, leaving Gamma Trianguli for Ross 164.

Talk about tweaking the lion’s tail! Commander Tucker has retaken Beta Leonis Space Station and is determined to do the same for Beta Antares. Many in the Federation are following the fleet’s progress with mounting enthusiasm. Quite a few commentators are referring to the similarity between Commander Tucker’s raids on the Klingons and the behaviour of British privateers in the 16th Century. They point to the actions of Sir Francis Drake and his famous attack on the Spanish port of Cadiz which he described as “Singeing the Kingo of Spain’s Beard”. That single attack held up the invasion of England by a year, time used by England to prepare its defences.

The Saurians were not put out by our rejection of their offer of Research Agreement. They have come back with an offer for a Commercial Pact. That is much more attractive to us: anything to boost the economy is welcome.

For once Starfleet has relented. Captain Suzuki promised that investigating a crashed spacecraft on Arcadia III was a simple task that should not take the “Franklin” more than a few weeks. As the number of such investigations in the “pending” list is growing, he has been allowed to interrupt his survey work.

Although I have not mentioned it, there has been another election campaign going on. It is really not that interesting. As expected, the President Nathan Samuels was re-elected with a considerable margin. The war may be going badly, but nobody blames him or his policies. It is simply the size and strength of the Klingon fleet, something nobody anticipated.

Speaking of the war, another demand from the Klingons for our surrender has been refused. Even though the public is exhausted, our citizens will not agree to become Klingon serfs. Although nobody mentions it, the Council is aware that soon we must face reality. If peace is not achieved within the next 15 months, it is likely that the war will end with both sides retaining what systems and colonies they hold at that date.

Lalande 25372 now has a Research Station and “Pegasus Bay” is heading at full warp speed for Roundtree before anyone else can claim its rich resources. No less than five of its planets have valuable resources, including kemocite and magnesite.

There is a rumour, not yet confirmed, that the Romulans and Klingons have come to blows over the Tulgana system. We can only hope!

At last Starfleet I provokes some Klingon opposition! It is only a single Raptor however, and Commander Tucker is sure that his dozen warships can handle that plus the Beta Antares Space Station. (It is noticeable that the Klingons have made no attempt to fortify their captured systems: overconfidence or lack of resources?)

The unusual drifting aerostatic bodies in the atmosphere of Monroe VII ae a bit of a disappointment. They are the remains of floating colonies but have long ago been stripped of all useful materials. What remains is, however, of interest to our engineers.

Captain Suzuki, veteran as he is, kept his word. His report on the crashed spacecraft on Arcadia III has arrived as promised, though it is not very exciting. All that is left of the alien vessel is an attenuated debris field: good for mining, but not for any scientific breakthroughs.

Another source of Duranium Plates will be secured soon. “Sahara” has a built Space Station above Muir and now is exerting our legal right to exploit any resources located within the star system.

Another less than exhilarating read: Captain Skalaar’s report on the debris on asteroid V4-XN-93. It is a junkyard. Some alien species long ago dumped its rubbish on this barren rock. Worth mining, but nothing else.

I had hoped that Commander Tucker’s update on his exploits on the fringe of the Klingon Empire might be a little more exciting, but was disappointed. The enemy ship fled at the first sight of Starfleet warships and Space Station Beta Antares presented no difficulty. He is now going to really stir things up: the fleet will make its way to the Andoran homeworld in the Procyon system.

With a significant lull in Klingon activity, Starfleet Command is allowing Science Ship captains a bit more latitude. Or perhaps Captain Archer gets special treatment. Whatever the reason, he has paused his survey of Ross 164 (long avoided because of the loss of our three frigates to the unknown alien vessel) to investigate a strange impact crater on Ross 154 IIIa.

The Klingons may be less aggressive at the moment, but the Romulans are committing more forces. Recently recaptured Space Station Rupert has gone quiet after reporting an approaching Romulan fleet. Presumably its garrison are either dead or prisoners.

(The rumour about a Klingon-Romulan clash may have been true, but it seems to have been settled by both parties imposing a “closed borders” policy.)

In future our outposts will be better defended, thanks to the efforts of the Engineering Division of the Research Authority. They have a working prototype of a Fusion Missile Battery that is ready to go into production. Even better, V’Latak, Head of Research, has revealed that the next project is to design a Multi-mission Cruiser! A ship bigger than anything United Earth ever built, a match in size to the cruiser Pralim! He has warned that this is one of the most involved projects his engineers have undertaken and will probably take close to two years. It is unlikely any such ships will be ready before the Klingon war is over.

Now that we are about to be able to match the Klingons in space, it seems we will also be able to match them on the ground. With the development of Combined Arms we can recruit Mobile Energy Artillery Armies, a huge bonus in both attack and defence.

V’Latak is either branching out on his own, which appears unlikely, or the Council is looking forward to a time when the war is over. That is the only interpretation I can put on the news that the social scientists are to come up with improved policies for Interplanetary Commerce.

Our Physics researchers will be heartened to access the data sent from the “Enterprise”. Captain Archer’s study of the impact crater on Ross 154 IIIa has shown it to be the result of a spaceship exiting warp right in front of the fastmoving moon. There is evidence of a collapsed warp field and enough information to significantly advance our knowledge.

The crowds outside the Starfleet Command building here on Earth are chanting “Starfleet! Starfleet!”. While public opinion is still overwhelmingly in favour of a negotiated peace, the exploits of Commander Tucker and Starfleet I have hit a nerve. As soon as the news got out that Federation ships were present in the Procyon system the crowds started to gather. I can see that many Andorians are among them, refugees from the Klingon invasion.

The public enthusiasm was not affected by the Klingon recapture of Beta Leonis, in fact it increased at the thought that the Klingons were being forced to deploy ships so far away from the Front Line. A pity we could not have done this 5 years ago.

More concerning was a Romulan incursion on the other side of our territory. Starfleet Command’s suggestion that the Muir system was a safe place for the “Sahara” has been shown to be completely wrong. While building a Mining Station in the system, “Sahara” has been forced to flee when an entire Romulan fleet appeared. Starfleet Command has reacted swiftly. Erika Hernandez has been given command of the newly created Starfleet II, four light cruisers and four frigates, and has left Earth orbit with orders to engage any enemy ships found in the Muir system.

With the end of the year approaching, advertisements can be seen everywhere calling for volunteers for the new Mobile Energy Artillery forces. Can Starfleet Command be contemplating taking back the Andoran and Vulcan colonies?

Tucker's "cavalry raid" continues to be productive. How are Earth's defenses looking? It looks like they might get tested before the end of the war.
 
Earth is pretty secure, but would not stand an attack by all the Klingon fleets. Luckily the Klingons seem to proceed step at a time, so it would take years to move the front line that far. An enforced peace should come in the next year or so.

The raid was incredibly successful in terms of distracting the Klingons. Probably saved at least one, maybe two colonies.

As is becoming a tradition, Treasury has reviewed the status of Earth and the colonies and released reserves to carry out projects it considers will be beneficial to the Federation. The bulk of the expenditure, as usual, goes to Earth, which has by far the largest population and can best utilise additional infrastructure. It will get upgrades to both Starfleet Medical and its Mining Network. Mars will get a Pergium Power plant, mainly because of our negative generation of energy credits. Alpha Centauri Secundus will receive only an Industrial District.

Starfleet Command has sent an urgent coded warning to Starfleet I: the Klingons are at last reacting to Commander Tucker’s “flying the flag” mission. Five entire Klingon fleets are now moving to DX Cancri. I understand the Commander thanked them for the advice and replied that with Procyon Space Station under Federation control, he and his fleet were heading for Haldir. Although the Andorians on their frozen home world are still subject to Klingon rule, at least they have the knowledge that the Federation has not forgotten them.

There is trouble much closer to hand. Captain Archer, busy surveying Ross 154, has reported that a Romulan fleet has warped into the system. Starfleet Command has ordered him to leave, but he is arguing that the upgraded “Enterprise” is capable of dealing with the enemy, even though it comprises 3 Remote Interceptors and 6 Birds of Prey. He warns that this could be a long battle but that he has the utmost confidence in his ship and his crew.

Starfleet Command reiterated its orders, stating that “Enterprise” was far too valuable to be risked in a battle for an insignificant star system. The next message from Captain Archer said it was too late, that “Enterprise” would not be able to leave on its own terms but would have to perform an emergency jump with a risk of destruction and the certainty it would be out of action for perhaps two years. He advised that he had called “Battle Stations” and “Shields Up” was advancing towards the Romulans.

While the public was not told of the battle of Ross 154, and neither were the junior ranks of Starfleet, the senior staff have been glued to their screens for weeks as “Enterprise” slowly chipped away at the Romulan fleet. No other ship we possess could have taken the damage it suffered as one by one the enemy ships were eliminated. Its Type 5 Regenerative Shields were critical to its survival, as well as the incredible destructive power of its three banks of heavy photon torpedo launchers.

It is now all over: Captain Archer’s faith in his ship has been shown to be true. With shields at close to total collapse, armour completely destroyed and with multiple hull breaches, “Enterprise” reports that the Ross 154 system is clear of intruders. Although it was suggested that he bring the ship back to Earth for repairs, Captain Archer has said that he and his crew can carry out repairs while completing their assigned surveying task.

(Nobody has said anything about what is standard knowledge: that our Science Ships all have an automated command sequence that takes them away from danger. It would appear to me, albeit an amateur, that the “Enterprise” must have disabled that system or switched it from “evasive” for the events as described by Captain Archer to have occurred. Now is probably not the time to raise the matter.)

Commander Tucker has retaken Hadir and is in warp to Rupert. The exact whereabouts of the Klingon fleets is not known, but it is thought they have split up to try to force Starfleet I into combat.

The “Sahara” has reappeared after being forced to make an emergency escape. It has suffered considerable damage and, as it has not been upgraded since it was built decades ago, is heading to the Utopia Planita Shipyard for repairs and refit. Its crew will get a rare opportunity to relax from their non-stop construction schedule.

Not so the workers on “Volga”. Though that ship is as old as the “Sahara”, it will move directly from the new Research Station at Osmadin to the nearby Plank system.

The Romulan fleet that had taken Muir and moved to lightly defended YZ Ceti might have intended to emulate the daring activities of Starfleet I. If so, they were far too optimistic. Commander Hernandez and her small but powerful fleet challenged the 2 Remote Interceptors and had the pleasure of seeing them flee immediately she closed to firing range. (Later reports revealed the victory was even more impressive: another 6 Romulan ships were nearby but also fled).

USS Clarke complete the survey of Plank and has been sent to explore the dangerous Necro Cloud Nebula. We know little of it other than the presence of dense dust clouds will slow non-warp travel by 25%.

Taking a spaceship into a nebula is always a risky business​

Starfleet II is en route to Muir to persuade the Romulans abandoned on the Space Station to surrender.

Once again it is “Mr Anomaly”, the Tellarite Captain Skalaar. This time he has located a small alien vessel drifting aimlessly in the Saxon system. There are valuable Topaline deposits in that system, and he has been told to contain his curiosity until the system is fully surveyed and suitable for construction of a Space Station.

The Roundtree system has been claimed and “Pegasus Bay” will tap into the magnesite deposits on the crystalline asteroid XXN-H45. They will have visitors soon. Captain Suzuki has finished in the Arcadia system and has permission to return to Roundtree IV to investigate the atmospheric oddities observed previously.

Time to take back more of what is ours. Starfleet II has retaken Space Station Muir and now Commander Hernandez has here toughest assignment yet: clear the Romulans from p-Eridani. Starfleet Command expects the Romulans to make a stand for this system that sits on the cross roads to Andorian territory.

Commander Tucker, although aware the Klingon fleets were manoeuvring to set a trap for Starfleet I, tried to free just one more system. He was not quick enough. The jaws closed on him in the Hadir system. According to Starfleet Command, the situation is serious but not critical. So far the Klingon force confronting Tucker’s cruiser, 5 light cruisers and 6 frigates is just (!) 11 Strike Ships and 2 Raptors. But can more enemy ships be far away? This will be an uneasy few weeks for not only Starfleet Command, but also the entire Federation. The time for an enforced peace is growing close, and we desperately need to retain what we hold.

If only we had been able to equip our ships with the newly invented Shield Emitter Array! With stronger and quicker to repair shields, Starfleet I would be in a better position to withstand the deadly firepower of the Klingon Strike Ships. But Starfleet I will not get this vital upgrade until it returns to a shipyard. Depending on how long that is it might also get another big improvement. It will be nearly two years before the EFS Manifold is ready: that is intended to give those operating tactical consoles on our warships better control of our weapons by diverting power when it is available.

Also if your science ships come across a ship that is salvageable ...take it starfleet could always use another ship even if it’s a little old. I’m not sure it could be upgraded with current tech and weapons might use them with another fleet to guard earth

I don't think I will chance sending SF I too deep into enemy territory: they need to be able to escape as they can't possibly fight more than one enemy fleet. If I could find a ship I would definitely use it, but none sighted to date.

The dancing redshirts are indeed from the musical episode. Not one of my favourites but I am not a big musicals fan.

The new classes revealed are a multi-purpose ship, the Poseidon, and a heavy cruiser class, the Yorktown. There two Exploratory classes: the Atlantis NX-05 and NX Flagship class.

The Battle of Whittaker continues. Starfleet I is winning, but the enemy is far from beaten and everyone knows that the Klingon High Command has ordered every warship in the vicinity to engage warp drive and move to reinforce their fleet. Commander Tucker cannot leave while in combat without making an emergency jump, and that is to be avoided. Not only because it will cause the fleet to be out of contact for over a year, but also because of the high risk of damage and even destruction of ships.

A new source of Magnesite now being mined in the Roundtree system, “Pegasus Bay” will tap a source of Kemocite in the same system.

Captain Jhamel has another anomaly to investigate. This time it is a small mirror like object near Altair VI. It seems rectangular in shape and just reflects all sensor beams. He has the go ahead to have a closer look.

Alarming news! Starfleet Command’s sensor network report a huge Klingon fleet assembling at the Witherspoon system, just one jump from Whittaker. Due to the arrogant Klingon practice of sending messages in clear, forces from the Houses of Antaak, Duras, M’Rek and Mogh, as well as Klingon Imperial fleet, have been identified. Preliminary estimates are that it is almost double the size of the fleet already engaged with Starfleet I.

There is no choice: our ships will be overwhelmed if they remain. Commander Tucker is to emergency jump at once. He and his men have done their job: the Klingon advance has been held up by at least a year.

The wheels of Interplanetary Commerce have been oiled by the work of our social scientists. When peace arrives, which cannot be long now, we will get some benefits from increased trading activity. In the meantime, work has begun on an Open Standard Translation Matric which will increase trust when we negotiate with alien races.

With p-Eridani liberated, Starfleet II can take the chance to upgrade its ships to the latest equipment. Some much needed repairs to the damage inflicted by the Romulan Space Station can be done at the same time.

The Romulan-Saurian League conference at Lyakst’ika, in the Psi Serpentis system is over. Under the astute guidance of Captain Atharv Namboodiri, an agreement has been reached between the two species. We gained a little influence, but not much. USS Brown, deep in Saurian territory, is to make its way to unclaimed space to survey an as-yet unnamed system.

After years of research, our engineers have come up with a design for spaceships far bigger than any in our fleet. These Multi-mission cruisers will revolutionise not only space combat but also exploration. Unfortunately they require enormous resources to be assembled for their construction. Starfleet has sent was is, in effect, a begging letter to Treasury. Swept up in enthusiasm for naval matters, the engineers are examining whether a Hull Plating Relay Assembly can be put together.

After just 8 days, which lightning speed for a bureaucracy, Treasury has met Starfleet’s request for materials and energy credits. It did cost much of our stockpiled Deuterium, Kemocite, Dilithium and Magenesite, but the contract has been placed. Three Heavy Cruisers are on order at Utopia, due to be delivered in just under a year.

The “Shalakai” has informed us that the “rectangular mirror” is a slab of polished metal, which has inscriptions on it that may be writing. As all our Constructors are busy so there is no urgency in completing survey work, Captain Jhamel has been allowed to continue investigating.

Has Captain Ellen Haygarth been listening to Starfleet communications. Barely had permission been granted to Captain Jhamel than the “Gann” reported picking up chroniton pulses from the surface of Chara III. Could she investigate? Permission was granted.

To appease Treasury and help refill its stockpiles, Starfleet Command has ordered “Volga” to proceed directly to Plank I and build a Mining Station. Soon freighters will be ferrying Kemocite to Earth and other storage facilities. That will add to the even larger amounts already being delivered from Roundtree IIIa, courtesy of “Pegasus Bay”. That Constructor is now over Roundtree I, a good source of minerals.

Although we will not see Starfleet I until the middle of next year, the wisdom of withdrawing from Whittaker is evident. Space Station Rupert reports the arrival of enemy ships and the size of the Klingon Force is astounding. 7 Strike Ships, 14 Raptors, 8 Birds of Prey and 50 Gunboats! Had Commander Tucker lingered, our fleet would have been annihilated!

If this were a live recording, I think you could hear the cheers even through the thick glass of the Administration Building.

The war with the Klingons is over! It has been agreed that all hostilities will cease and that both parties will retain all systems under their control. Disputed systems will revert to the original owners. The Council is overjoyed. (As, no doubt, is the garrison of Rupert. The Klingon fleet was just getting into position when it was ordered to stand down.)

While it must be admitted that the Federation is the loser, the result is far better than appeared possible in the dark days of 2177. United Earth lost just one colony, Cajitar IV, and three systems: Beta Antares, D’Ryb J and Cajitar.

The Anodorians have, for all intents and purposes, ceased to exist as a separate political entity. Their homeworld is now just the capital of the “Andorian Sector”.

The “Vulcan Commonwealth” is now a just subject of the Klingons. The Commonwealth consists of five colonies: Beta Leonis Prime, Alrond (Kapteyn’s Star), Paan Mokar (DX Cancri), Whittaker IIb (Whittaker) and the spiritual centre of the Vulcans, Pjem (Luyten’s Star). Only Vulcan itself remains free, protected by Starbase 40 Eridani. Their navy, once the most advanced we know of, is reduced to just a single frigate.

The Romulans are not party to the peace agreement, but Starfleet Command is not concerned with them. Even before the heavy cruisers arrive, Starfleet has the power to match the Romulans and their Garidian Allies. They still hold Tulgana, but that will not remain the case for long.

With the threat of Klingon invasions removed, some less warlike investments can be made. Earth will upgrade its Mining Network to become a Deep Mining Network, while also building a new Industrial District. Luna will get an Alloy Foundry, Mars its first Industrial District and both Tau Ceti Prime and Eta Cassiopiae Prime are to receive Frontier Hospitals.

Can it be a coincidence that the Benzarian Commonwealth has now decided to establish an Embassy on earth? They are close to Romulan territory: perhaps they feel that as we are no longer distracted by the Klingon threat we would be better allies should the Romulans attack them?

Captain Hayworth has ended her investigation into the chroniton pulses. Or, to be accurate, the investigation ended of its own accord. The pulses decreased slowly until they disappeared. We have gained some knowledge of the physics behind the pulses, but nothing else. The "Gann" is off to survey the Chala system.

Ah! The wonders of peace! Three months with nothing of importance happening! And even now the news is not very exciting. Both "Volga" and "Pegasus Bay" complete building Mining Stations and begin to build more. Starfleet has noticed that our Constructor ships are flat out, and as ordered another, this time from the Alpha Centauri shipyard.

Another mystery solved,. The shiny rectangular "mirror" is actually a memorial to a long extinct race. It appears to have been created by those who wiped them out, which seems a bit odd. Maybe they regretted their warlike past. In any case, the material used to make the object has lasted almost untouched for perhaps 300 million years, and we have gained some information from its manufacture. Captain Jhamel has also gained a lot of experience.

The "Sh'kyr", now free of tasks, has been sent to investigate the small ship seen at Saxon II.

So ends 2179. Peace at last, but for how long?

An unhappy peace, but the Council is right that it certainly could've been worse. Now the Federation has time to recover, build up its strength, and plan the liberation of the Vulcan and Andorian systems. Hopefully the three Heavy Cruisers just ordered will help make the difference in the next war.

I think I was fortunate to lose what I did - I was completely unprepared for the Klingon attack. I think I was waiting for some threats or demands, but they just attacked without warning. More fool me.

Without understanding their economy, it is hard to work out what I need to prepare for the 2nd Klingon War. But it seems I have 10 years, so first I need to expand my own base: more colonies, more production, more ships, stronger Starbases

You have read my mind. The Andorian and Vulcan refugees are lobbying hard, and public feeling is that this is a ceasefire, not peace. I am starting to have issues with unity: I really need to boost colony growth to get more production.
