The phony war is tricky to simulate since both France and Germany will exhaust their air forces if they're just staring each other down. We've made SOME changes but nothing groundbreakingCan't wait for this DLC! But I do have one question: Will an AI Germany with historical AI on follow our timeline a bit more accurately than what we have in game currently? I don't mean like to the exact date but closer to what happened in real life. Cause currently after they attack and defeat Poland they insta invade the low countries and then attack Denmark and Norway. They sometimes also end up taking out France before 1940 or very early 1940. There should be some time before they attack those countries(the Phony War) and they should attack Denmark and Norway first before the low countries.

If Germany is winning it should be able to sway Brazil to switch sides. Vargas and the army joined Allies due to convenience only, but as you all know ( Brazil already got a DLC afterall ) they had no problems and were actually friendly towards the germans. Maybe add a little sub branch for South America where you as Germany can actually lean countries like Brazil more towards your side? Would make for a cooler american campaign, maybe get you cool jungle modifiers and amphibious bonuses, wouldn't it be more interesting than what I think most "influence" focuses do, which is a tickling ideology...

That eagle for example was the coat of arms from 1928 to 1935, so while it was used slightly into the Nazi time it is more a symbol of the pre Nazi time and also the reason why its used heavily in modern Germany as it serves now since 1950 again. https://en.wikipedia.org/wiki/Coat_of_arms_of_Germany#Nazi_Germany
Those idea icons in the picture might be used without issue once you follow down a democratic path for example but I would assume that most of the time their association with the WW2 helmet and under Nazi rule is somewhat undesirable as there is already enough misusage of otherwise uncritical German icons from bad faith actors so I would hope that a popular game like hoi takes the extra effort as to use proper representations for the nazi era (even if slightly adjusted for censorship like is done with the flag)
Anyhow, good DD and I am excited to play it when the DLC drops. Also hoping for lots of generals from a variety of focus paths.

It counts only fully equipped manpower. If you have a division that is 50% equipped, it counts 50% of that divisions manpower. So to respond to your last question, it depends on the size of the division. 100 50% equipped divisions of 1000 men would be 50000 equipped men, but if the 50 fully equipped divisions were big chonky divisions of 12000 each... yeah then those are better. If we are talking the exact same division however, I think that should be the exact same but I can't guarantee my memory is correct on this. What is important to remember is that it is calculated on division basis, not your army as a whole (if I don't misremember). This is were stuff gets nasty for the Austrians... you can make many fully equipped divisions... but once the inevitable knock-knock from the Germans come, are those divisions strong enough to hold if the chose to fight?I have a question on how this manpower ratio works. Does it just count the number of fully equipped divisions, or does it look at the average strength of all divisions? Will there be a difference between having 50 fully equipped divisions and 100 50% equipped divisions?

Unless the icons will change? 1936 hull will be Bismarck (Scharnhorst as battlecruiser varaint) and the 1940 will look like H39?

The MEFO Bills will allow you to increase the building speed for military factories, production efficiency and output - so building more military equipment faster. The penalty is there because the MEFO Bills put a huge strain on Germany's finances and would have led to an economic collapse sooner or later; it was a temporary fix to increase military productionI have a question regarding the MEFO bills. Historically, the MEFO company partially footed the bill for the government's rearmament (technically delaying its payment, giving out the MEFO bills instead, which is nothing but a promise of later payment), which kept all those purchases out of the government budget.
The old MEFO modifier therefore correctly shifted the consumer goods factor modifier to the negative, allowing for more government IC generation through civilian factories than the official economic law stipulated.
The new modifier imposes harsh penalties, and does the exact opposite of what the MEFO bills were made for. Do I read it correctly that it actually decreases the amount of factories you can use to generate IC for your building queue, because the amount of CIVs used for consumer goods increases? And that it gets worse over time? If that is so, then this is the opposite of what it was historically for.
My question is therefore, what is the reasoning behind actually increasing the consumer goods factory factor, instead of decreasing it? Because the latter was the entire point of setting up the system, so I'm a little bit confused here.

We're trying to walk a tight line here; Germany will probably be stronger than they historically was when WW2 breaks out, but they have slightly less factories compared to how it used to be on the live version. What will mess Germany up in the long run are the MEFO Bills, which eventually will tank the economyHi devs. I was excited for this dev diary, and now, I'm even more intrigued than before !
To give some context, I'm an AI and balance modder, MP player, with 4000+ hours into the game.
Now I understand the balance is built upon the AI succeeding at achieving historical objectives, but I will take the perspective of MP for my reasoning.
I was hoping for a rework of Germany because how "poorly" its currently represented :
- Historical Germany never had an edge in production vs the allies once WW2 started. They always lacked all type of equipment.
- The German economy was a vampire one, surviving just by expanding in Europe
- Their successes were because of boldness, doctrine, luck.
- Fuel really was crippling them
However, here is how it is represented when playing MP :
- Best industry in the game
- Never really lacking fuel
- Early was is easy thanks to brute force and numbers.
Looking at the diary, I am very glad of what I see. Many buffs to the army / airforce, what seems like a really dangerous MEFO bills system.
My hopes are the German industry will be considerably nerfed compared to currently, to represents its economical and industrial struggle, as the game goes on, so that Germany succeeds by actual planning, army quality and so on, and not by brute force (Looking at you battle of France...). Meaning any stop in the expansion would cause a big economical issue.
But actually, is it ? Is this the design intent behind this new tree ? Or did you guys still intend to keep the German economy strong for AI or balance reasons ?

No, there is no reason whatsoever to every go Manstein > Guderian. I agree that it would be cool if he had his own trait. BUT if you go Prussian Legacy you don't have Guderian anymore and have all the more reasons why you should choose Manstein ^^1) Shouldn't Viktor Schutze in the high command give bonuses to submarines, as opposed to against submarines?
2) Is there any particular reason why someone, other than roleplay, would choose Manstein over Guderian? Isn't Guderian advantageous for the same doctrine, but provides an additional bonus? Perhaps Manstein should give an alternative bonus?

I am wondering if you could please show what the "Negotiate Old Colonies in the east" does. Does it give you claims on Tsingtao? Does it give you back the former german pacific islands in Japanese hands or what? Does it create decisions with multiple choices? Does it give you an event chain were you could try to negotiate back some colonies and have some of them remain in Japanese hands?
And what are the requirements?
Does Germany have to have won against the West? Does Hitler have to not be the current country leader? Or does it have no requirments?

There should be a historical mutually exclusive focus with "Negotiate Old Colonies in the east", considering that Befriend Japan is the historical path (Germany Negotiating and Retaking their colonies are not that historical).

Other historically important Generals like Eduard Dietl are still missing. He commanded the Lapland Army and was an important figure in many German military activities in Scandinavia.
I am sure there are others but it'd be nice if you still managed to add him.
Also the portrait of General Hans-Karl Freiherr von Esebeck is in the game, but he isn't implemented as a General.
He commanded various Panzer-Corps and was a member of the military resistance against Hitler during Operation Walküre, where he was tasked to take command of the Vienna Military District.
If not now, then maybe during a war effort patch. However we can never have an accurate enough OOB and it's especially a pity if already finished portraits lie somewhere in the game files, unused and not implemented.

None of them became generals until AFTER the French campaigns in 1940 and both owed their positions to Hitler. We were toying with the idea of locking them behind the Fascist, historical branch but decided against it since the were in the army and could still have risen through the ranks without Hitler.I agree mostly, but Guderian is just as important. We've tried to represent this exact thing with this focus:"Infanterie - die Königin der Waffen" is an old Prussian saying "Infantry - queen of arms".
Whether it was back then or today, the ingenuity of the German military is to improvise. A German military leader will tell a subordinate what they need to achieve, but dictate a how to. It is a mission-oriented order.
You will only be able to use Operational Planning once a year against a country (to represent the various German counter/offensives during the Russian invasion)To be honest... I have a grudge with anything that requires Decisions to be used regularly. It just makes you have to click even more than you want. It is kinda a cookie-clicker thing. I hope you don't expect people to use that stuff against the Soviets every 60/45 days because that would drive people nuts fast. ^^
So I cannot say that I will be a fan of the operational planning stuff. Even if it gives buffs for short durations.
Somehow wish that it either would rather be a static flat buff or somehow an automated system. Because I bet I will forget to click the decision most of the time.

Either you take the bitter pill with crippling your economy immediately using the alternative economy path which effects you might feel way too late in the campaign (I did enough math for the current version Germany to know that tons of civil economic buildup never really pays off because by the time it would you are already sitting in the Kreml and who would even stand up against you by then.)...
... or if historic path you will probably be pressed on a timer to have done certain things by a certain date or otherwise the MEFO bills will eat you alive.

We're working on improving (well, worsening) the oil status for Germany but I'm unsure just how much will get done before releaseHi, love the DDs and the whole new approach to the expansions. I have a question - are there any changes to the oil/fuel situation of Germany in the new expansion? Currently, it doesn't exactly feel like the Germans have a big problem with supplying their tanks, ships, and planes, which was a major consideration and a big reason why they struck south in 1942.
I saw the dev video today where there was a 15% penalty to supply efficiency (new mechanic?) from the German army spirit, and the devs mentioned that in their stream, was just wondering if anything else has been done to provide a bigger sense of urgency in that regard to the German player? We've decided to give Germany generals that were actual generals from roughly the game's start and unlock others that got promoted later (like Rommel and Guderian) through focuses. Schulz and Hell were never promoted to the rank of general (if memory serves me right) so we put them here insteadView attachment 1204133

You get the Supreme Leader trait through the "Supreme Leader" focuses. Those focuses are locked behind Germany having a certain amount of subjects and defeating a major power - and any German country leader can get those.May I ask why he has the second of those? It seems to make him out to be some kind of military genius when he was anything but and notoriously micromanaged parts of the army at key moments to disastrous effect. I know it’s hoi4 and he’s a leader of a major, so he needs to have and give good buffs, I understand 100%; but when you present him in a way that gives the impression he was a genius military and administrative leader by putting all three of those on him personally, especially given his health and track record by late war irl, it starts to feel a little uncomfortable to look at given we’re talking about Hitler here…
To be clear, I’m absolutely not accusing you guys of having an awful agenda or anything. I’m just questioning if maybe it’d be worth taking another look at if he needs to have all three of those buffs personally as a leader (as opposed to one or two being spirits or something) and how that might come off to others - especially those looking to get into the game for the first time and checking out screenshots. We figured that Germany already had so many Generals that it didn't really need more, and some of them never actually achieved the rank of general so we locked them behind focuses - or f they owed their careers/rank of general to Hitler. You can always promote division commanders if you need more generalsI would like to ask why the Decision was made to not include any new Generals other than Fritsch, Lutz and von Blomberg for Historical Germany in the upcoming DLC.
I understand that people like Dietl, Hube or Lindemann will not be added, as there were a Number of Generaloberste in the Wehrmacht, and it would likely be very hard to adequately add them all to the Game. On the other Hand there are currently only five Fieldmarshals for Germany missing, of whom three, Keitel, von Brauchitsch and Schörner are allredy In-Game as advisors. As such only Walter von Reichenau and Ernst Busch are completely absent from the Game. Especially Reichenau was of major importance in the early stages of the war.

Considering many players (myself included) thought that Germany already had too few generals, will find themselves having even less. Which for me is the single major hang-up with this dev-diary, the rest is amazing.

There's nothing in the pipeline right now, but I like the idea!Small question. Will we ever see units that are under Corps/Army command functioning basically like the railway gun? So giving the units under the army or corps command (the divisions) certain modifiers. A great example would be StuG batteries/battalions or heavy artillery units. You could do this with every support unit like logistics or maintenance too.
Would be a neat feature in my opinion.

For instant "hide non available advisors" to have a cleaner overview of who can be picked?
